N. Nomtoibayar: 'Tanks will come in, we'll lose our land to foreigners' - let's hold those who stalled major projects accountable

Published: 2024-12-26 | Translated from: isee.mn

During the plenary session of the State Great Khural, the first discussion of the draft resolution "On Approving the Guidelines for Concluding the Agreement on Implementing the Cross-Border Railway Construction at the Gashuunsukhait-Gantsmod Port between the Government of Mongolia and the Government of the People's Republic of China" was held and supported. Members of the State Great Khural asked questions and received answers regarding the issues under discussion. Specifically, Member of Parliament N. Nomtoibayar said, "Today’s issues can be broken down into firstly, the coal contract, secondly, the railway connection, and thirdly, future cooperation. The coal contract should have been signed with 'China Energy', and the government should have just connected the railway. But we have to think about what happened to bring us here today. If the railway is built on a narrow gauge, tanks will come in, and we will lose our lands to foreigners – that kind of political dispute and conflicts of interest among groups made us look like robbers and thieves to foreigners. In the future, we should establish a policy that will not be called into question for the next few years. Although it does not fully serve our interests 100%, this is the realistic opportunity. It might be the best possible outcome. To be honest, the Prime Minister has worked well on this issue. The Speaker of the State Great Khural has also found a good political consensus. But the issues of the past ten years should be settled and accountability enforced. We should not go on with just patting heads again. 'Orano' will also come in soon under the same conditions. Now, this is just being argued. Everything is with evidence. Let's assign responsibility to those at fault, and on this, the 126 members formed under the new Constitution should work. Foreigners are watching this issue very closely," he said.

B. Enkhbayar: Members with Conflicts of Interest Should Abstain from Voting on Investment Agreements (VIDEO)

Published: 2024-12-26 | Translated from: isee.mn

The regular session of the State Great Khural is being held today. During this session, the draft resolution of the State Great Khural on approving the direction to follow in establishing the cross-border railway construction agreement of the Gashuunsukhait-Gantsmod port is being discussed. During this session, Member of Parliament B. Enkhbayar said: "The Prime Minister of Mongolia, when submitting this investment agreement, draft resolution of the State Great Khural, and legal project, pointed out that for 16 years, these large projects have been stuck due to the interests of political and economic groups. They have shown political courage to move these big projects forward. The Prime Minister mentioned that some of the people who were hindering it and their associates are in this hall. I understand this as saying. I want to know the names and identities of these people. Who are the coal people, who are the gold people, I want them named. Because Article 1.2 of the Mongolian Constitution provides that the supremacy of law is the fundamental principle of the state's activities. Article 29.3 of the Mongolian Constitution states that 'If a Member of Parliament violates the Constitution by violating their oath, it becomes grounds for recalling them from office.' Article 8 of the Law on the State Great Khural of Mongolia states that a member who has a conflict of interest related to the issue being discussed or who, together with family members, gains income from related business activities, should refrain from participating in discussions and voting on that issue. Therefore, from the government and from the chairman of the session, I request that MPs who have interests in coal regarding the strategic coal agreement, which is connected with the amendment to the Law on Minerals, should not participate in the vote. I wish to clarify whether there are MPs who have withdrawn or announced their conflicts." Member of Parliament N. Uchral added: "Regarding this investment agreement, and other mega projects alike, those who own shares in or are affiliated with relevant private companies must abstain from voting by law. There have been instances of this before. For example, when discussing the Education Law, I did not participate in the voting. Like that, members with conflicts of interest should legally withdraw from voting." Member of Parliament B. Enkhbayar continued: "I want to record and remind the joint session of the State Great Khural. A person who has been prosecuted in the coal case is heading this permanent committee. Has the case been closed? Is it still ongoing? Is the person still a defendant or not? I don't know. It was discussed during the coal hearing. A Member of Parliament owns shares in deposits considered strategic deposits. There are conflict of interest issues."

Discussion on Whether Provisions of the General Tax Law Violate the Constitution of Mongolia

Published: 2024-12-26 | Translated from: ikon.mn

The session of the Great Khural began at the State Palace. Today's session discusses nine issues, including: - Deciding whether to urgently discuss the resolution draft on "Approving the main directions for the implementation of the cross-border railway construction agreement between the Government of Mongolia and the Government of the People's Republic of China through the Gashuunsukhait-Gantsmod border station;" - Deciding whether to urgently discuss the bill on amendments and additions to the law on the National Wealth Fund and the bill submitted along with it; - Deciding whether to urgently discuss the resolution draft on "Replacing the percentage and extent of state ownership in strategic mineral deposit(s);" - Discussing the draft resolution on "Measures to commemorate the achievements of Jamsran Sambuu on the occasion of the 130th anniversary of his birth, submitted by member S. Erdenebold and others;" - The 4th conclusion of 2024 of the Constitutional Court of Mongolia regarding "Whether certain provisions of the General Tax Law violate the Constitution of Mongolia;" - The resolution draft on "Approving the main directions for the implementation of the cross-border railway construction agreement between the Government of Mongolia and the Government of the People's Republic of China through the Gashuunsukhait-Gantsmod border station" submitted by the government for discussion; - The bill on amendments and additions to the law on the National Wealth Fund and the bill submitted alongside it by the government for discussion; - The resolution draft on "Replacing the percentage and extent of state ownership in strategic mineral deposit(s)" submitted by the government for discussion; - The law on ratifying the agreement "On the project and modernization of the third thermal power plant of Ulaanbaatar, Mongolia" between the Government of Mongolia and the Government of the Russian Federation, submitted by the government for discussion. Democratic Party members did not attend discussions on uranium project and cross-border railway project laws

Published: 2024-12-26 | Translated from: isee.mn

The Democratic Party group in the State Great Khural (Parliament) and the Mongolian People's Party's group held meetings yesterday to discuss the draft resolution of the State Great Khural regarding the approval of guidelines for the establishment of agreements to implement the cross-border railway project at Gashuun Sukhait-Gants Mod port, and the draft law to amend the law on the National Wealth Fund in connection with the uranium project to be implemented jointly with the French group "Orano Mining". The groups did not provide information on what consensus was reached on these draft laws. According to sources, the Mongolian People's Party's group unanimously supported these draft laws. However, certain members of the Democratic Party group, namely supporters of Khaltmaagiin Battulga, did not participate in the discussions. Specifically, Khaltmaagiin Battulga himself, along with Tsogtbayar Munkhbayasgalan and Sainkhüü Ganbaatar, were absent. Only member Baatarkhüü Jargalan from the Democratic Party group expressed opposition to the two projects. Meanwhile, other members who attended the meeting expressed their support. These draft laws are scheduled to be discussed urgently at the State Great Khural session.

H. Temuujin: If the system where special services and oligarchs buy politics is not fixed, it will continue for another 16 years

Published: 2024-12-26 | Translated from: ikon.mn

During today’s session of the Parliament, the draft resolution of the Parliament on approving the direction to be followed in establishing the agreement between the Government of Mongolia and the Government of the People’s Republic of China to implement the cross-border railway construction of the Gashuunsukhait-Gantsmod ports is being discussed. In this session, Member of Parliament H. Temuujin expressed his position regarding the missed opportunities related to the railway border connection. He stated, “The issue related to railway connections and coal transportation was a matter of competition. It was about which country could mine and transport at the lowest cost and sell on the market. It is a minor explanation to say it was about keeping the mines and losing things to big private enterprises. The main competition was whether Mongolia’s coal could be competitive on the Chinese market, and we have been losing for 16 years. Our inability to secure our economic independence has become a game for external parties. The Prime Minister mentioned the involvement of special services as a conclusion. This issue has driven three major things to madness in our country. First, populism has gone crazy. We have become incapable of solving our issues with rational minds. Politicians who can do populism better and deceive people have reached a point where they gain political points. Second, the expansion of state power. Over the last decade, the power and involvement of the state selling money to itself have expanded to madness. Third, systemic corruption has become rampant. The Constitutional Court intervening and assessing the Constitution is a classic example of systemic corruption. A year and a half ago, despite a Constitutional Court member resigning, the draft law stating that legal bodies cannot investigate him was submitted to the Parliament. The largest guardian of the Constitution has gone so mad as to make a law to protect its theft. If we are solving the issue that has become the economic lever, we need to think about eliminating the consequences behind it. We need to discuss whether the law can reach such high-level officials who commit theft. We need to talk about whether we can reduce the state expansion of the last ten years. It is crucial to decide if, without populism, we can make smart decisions on the necessary vital decisions for Mongolia. Moving forward, the special services and oligarchs, who misunderstand each other and control politics through monetary power, still have a living system. If this system is not fixed, we will continue our 16 years’ story.

Strategically Important Projects Submitted to Parliament for Discussion

Published: 2024-12-26 | Translated from: unuudur.mn

The regular meeting of the Government was held yesterday and it was decided to submit a resolution draft to the State Great Khural regarding the substitution of state ownership percentage and size of strategically important mineral deposits. This is part of the Government's 2024–2028 action plan. One of the 14 mega projects is the Mongolia-France joint uranium project. The draft resolution proposes to replace the state ownership percentage of the company holding the special permit with 10% preferred state shares and a special royalty for mineral resource usage. Once the draft is approved, it will pave the way for investment agreements for the Zoovch-Ovoo and Dulaanuul uranium deposits, enhancing the implementation of the Mongolia-France joint uranium project. Additionally, the Government decided to submit a draft resolution to the State Great Khural to approve directions for negotiations on the Gashuunsukhait-Gantsmod railway project. Constructing this railway will bolster trade, economic, and regional cooperation in minerals, industry, and infrastructure between Mongolia and the People's Republic of China. This will also create conditions for linking other border crossings by rail. Particularly, the capacity of border crossings is expected to increase by 80 million tons from 2030 on, which is of strategic importance. The approval of the resolution will enable negotiations on the cross-border Gashuunsukhait-Gantsmod railway agreement. Consequently, the annual freight exportable via railway could rise to 30 million tons, and coal exports from the Tavantolgoi deposit could increase to 70 million tons per year. Additionally, coal sales revenue is projected to increase by 1.5 billion USD annually. After the Government meeting, Prime Minister L. Oyun-Erdene submitted the aforementioned draft resolutions to the Chairman of the State Great Khural D. Amarbaysgalan.

Draft Resolution on Adding to the General Outline of the System and Structure of State Administrative Organizations Submitted

Published: 2024-12-26 | Translated from: montsame.mn

On December 25, 2024, the Speaker of the State Great Khural, D. Amarbaysgalan, received the draft resolution to amend the "General Outline of the System and Structure of State Administrative Organizations" from the Minister of Roads and Transportation, B. Delgersaikhan. In the State Great Khural's joint session on July 7, 2023, the revised Railway Transport Law was approved. Article 10 of this law, together with Resolution 72 of July 7, 2023, of the State Great Khural, designated a government agency responsible for monitoring and regulating railway transport activities. However, the "General Outline of the System and Structure of State Administrative Organizations," approved as an annex to Resolution 13 of the State Great Khural, did not include the Railway Authority as a government implementing agency. Over the past 10 years, various entities with different forms of ownership have emerged in the railway transport sector, and the number of users has increased. As of 2023, railway freight transport reached 36.1 million tons, with 15,000 people managing a network of 1,115 km. Additionally, with new railways soon to be implemented, the network will expand to 4,200 km, with an estimated workforce of 50,000, as highlighted by Minister of Roads and Transportation and Member of Parliament B. Delgersaikhan. Therefore, to meet the growing needs of railway transport, expand services, and introduce research, analysis, technology, and innovation, there is a need to establish a government implementing agency, namely the Railway Authority, as introduced in the draft resolution, according to the information provided by the Press and Media Department of the State Great Khural.

L. Enkh-Amgalan temporarily withdraws labor import bill amid public opposition

Published: 2024-12-26 | Translated from: isee.mn

Minister of Labor and Social Protection L. Enkh-Amgalan has decided to temporarily retract his controversial bill on "Amendments to the Law on Labor Migration" due to public backlash. This plan, originally scheduled for discussion in parliament, has now been postponed. In relation to the withdrawal, Minister and member of the State Great Khural Ts. Batarkhuu explained in an interview that "misleading information had polarized public opinion". Consequently, the government has decided to delay the discussions. Five members of parliament, centered around P. Sainzorig, had previously introduced the bill, sparking widespread debate and misinformation. The opposition, including members of the Democratic Party, approached the issue with caution, understanding that discourse around labor markets should be held by professionals rather than political factions to avoid public division. Batarkhuu highlighted that Mongolian society tends to be divided when it comes to significant issues, leading to failures in the progress of such initiatives. According to the Ministry of Labor and Social Welfare, the bill is temporarily delayed and won't be discussed today. However, the duration of this delay remains unspecified. Meanwhile, the government has submitted two major projects to the parliament for approval. These projects include a resolution to establish a railway crossing at the Gashuun Sukhait-Gants Mod port, as well as an amendment to the National Wealth Fund Law for a joint uranium project with France's Orano Mining Group. Legislation surrounding these economically significant initiatives needs to be approved without public dissent, which is why the government opted to retract the labor migration bill. Despite the delay, parallel legislative efforts are ongoing. A related bill led by P. Sainzorig proposing no quotas on foreign workers and exempting businesses from foreign worker fees was also temporarily withdrawn due to public pressure. Enkh-Amgalan's version seeks to alleviate labor shortages by easing wage fund contributions from businesses, thus reducing costs, boosting entrepreneurship, enhancing economic efficiency, and accelerating strategic infrastructure projects. These legislative proposals aimed at importing foreign labor were partly motivated by the government's commitment to implement 14 mega projects. These projects, stalled for up to 16 years, range from border-crossing railways, hydroelectric plants, to new highways and bridges. Most projects are to be realized in partnership with China, with skilled Chinese workers brought in as part of the agreements. For a full list of the government’s strategies, click here. These collaborations reflect the necessity of foreign expertise as a component of the overall infrastructure and development plan.

The Parliament Consents to the Constitutional Court's 2024 Decision on Tax Law Sections

Published: 2024-12-26 | Translated from: ikon.mn

At today's meeting of the regular autumn session of the Parliament, the issue of whether to accept the Constitutional Court's 2024 fourth decision concerning some sections and provisions of the General Tax Law of Mongolia in violation of the Constitution of Mongolia was discussed. While the Standing Committee on Legal Affairs considered it appropriate to accept this decision, the Standing Committee on Budget did not agree. Most of the members who participated in the session supported the proposal of the Standing Committee on Legal Affairs. Thus, the draft resolution for accepting the Constitutional Court's 2024 fourth decision was approved. The Constitutional Court reviewed and resolved the dispute on whether Article 13, section 13.4, and Article 34, sections 34.4.1 and 34.4.3 of the General Tax Law violate the Constitution of Mongolia, at its middle session held on November 22, 2024. Member of Parliament B. Javkhlan was appointed as the authorized representative of the Parliament. The Court examined the dispute and concluded that Article 13, section 13.4, which states, 'If a taxpayer violates tax legislation and fails to remedy the violation within the prescribed period, or repeats the same violation three or more times ... the tax authority may publicly disclose information about the taxpayer without the taxpayer's consent,' violates the Constitution of Mongolia’s Article 16, section 13, which ensures the inviolability and freedom rights, prohibits arbitrary restrictions on anyone's freedom outside the grounds and procedures specified by law, and protects the inviolability of a citizen’s privacy by law. Additionally, it was concluded that Article 34, section 34.4.1, which states, 'upon request by the tax authority, account information and information related to the account holder of the taxpayer;' and section 34.4.3, which says, 'as requested in writing or electronically by the tax authority, transaction information of the taxpayer’s account,' do not violate the above-mentioned rights. Therefore, the Constitutional Court's 2024 fourth decision stated that Article 13, section 13.4 of the General Tax Law is to be suspended starting from November 22, 2024, in accordance with Article 32, section 4 of the Law on Constitutional Court Proceedings.

50+1 Principle: Natural Resources for the People

Published: 2024-12-26 | Translated from: ikon.mn

N. Uchral stated that the government adheres to the principle that 50+1, or the majority, of the natural resources beneath the ground should belong to the people. The uranium project investment agreement will set a precedent. During a meeting of the Standing Committee on Economics, amendments to the law on the National Wealth Fund and a parliamentary resolution on substituting the percentage and amount of state ownership in strategically important mineral deposits were discussed. In connection with the issues under review, members posed questions and received responses. At this time, the head of the Cabinet Secretariat, N. Uchral, addressed the queries from members and articulated his position on the matter. He expressed, "We have been talking about uranium for 27 years. Meanwhile, Kazakhstan became number one in uranium in the world. We have spent 27 years politicizing and trying to establish our representative office. Now, instead of focusing on the mistakes and successes of the Oyu Tolgoi investment agreement, we should learn from the past. In 2019, we amended our Constitution to set a benchmark giving 50+1 of our underground resources to the people. Therefore, international consultancy firms and professional financiers worked on this working group. Let's approach the issue scientifically and see how to make agreements." L. Oyun-Erdene: One reason major projects are stalled is geopolitical conditions and direct and indirect influence from special services

Published: 2024-12-26 | Translated from: ikon.mn

The article was accompanied by a special license from the MPA Agency at the State Great Hural's plenary session, which is discussing the draft resolution of the State Great Hural on approving the direction of making an agreement between the Government of Mongolia and the Government of the People's Republic of China to implement the cross-border railway construction of the Gashuunsukhait-Gantsmod port. Prime Minister L. Oyun-Erdene introduced the draft resolution to the plenary session of the State Great Hural. He spoke about the 16-year delay in the cross-border railway construction of the Gashuunsukhait-Gantsmod port, which is one of the 14 mega projects included in the Government's Action Plan for 2024-2028, and the future benefits. His speech highlighted the reasons for the delay of such major projects as railway construction. Prime Minister L. Oyun-Erdene stated: "The fundamental reasons for the deadlock of development mega projects: Firstly, it is seen that international geopolitical conditions and direct and indirect influence from special services. Secondly, there are cross-border groups and individual politicians who have sought to include their interests in economic projects. Thirdly, it is a political action with large-scale influential funding resulting from the aforementioned influences. It is a bitter truth that the State Great Hural and the Government have not been able to overcome these three influences. It is worth noting the numerous instances where the safety of the Prime Minister, Government members, and civil servants involved in the working group has been threatened. The history of world countries demonstrates that a coalition government formed under a mixed election system has been able to overcome such situations and initiate a development history for the country. The public also has such expectations," he said. Ö.Shijir: The Issue is Not About Broad or Narrow Gauge, It's About Whether One Company Gets Tavan Tolgoi Group's Mines or Mongolia Owns It

Published: 2024-12-26 | Translated from: isee.mn

During a session of the Great Khural, the proposal for a resolution submitted by the government regarding the directions to be followed in concluding the agreement for the Gashuunsukhait-Gantsmod border crossing rail infrastructure project was discussed. Related to this discussion, Member of Parliament Ö.Shijir made a speech. He stated, "I am fundamentally 100% in support of the Gashuunsukhait-Gantsmod border rail project and the uranium projects. We've seen that coal does not become food and will not become food in the future. The Tavan Tolgoi group's mines have been stalled for over ten years due to the question of whether they will be owned by one company or by Mongolia. It's not just about broad or narrow gauge. Fundamentally, the interests of a single company were placed above national interests, which is why these projects stalled. Over the past 14 years, attempts to acquire the Tavan Tolgoi group's mines failed. Then attempts to acquire the export railway failed. In the coming years, with the revival of China's real estate and increased energy demand, the coal industry will continuously grow. Therefore, we must utilize this positive phase. If the railway's border connection at Gashuunsukhait-Gantsmod is completed, by 2030 our country could potentially export 80 million tons of coal solely via railway. Ten years ago, there was an attempt with an intermediary to acquire this mine. Then they attempted to acquire the railway. This is a realistic scenario. Because the Tavan Tolgoi group exists, it makes up 30% of the state budget. From 2020 to 2023, Mongolians built 800 km of railway using this company's income. If we hadn't done this network, we would be talking about the border connection again in another five years. Therefore, I hope there are no attempts entering the Great Khural again to acquire by any company. This project must proceed. Discussing large projects with a politicized perspective is inappropriate in the future. If there are disputes regarding the project, which country's arbitration will it go to?" he asked. The Minister of Industry and Minerals, Ts.Tuvaan, responded, saying, "The agreement states that disputes will be resolved through the Singapore Arbitration Court."

1440 Live Sheep Transported from Mongolia to Uzbekistan in Two Flights Since This Month

Published: 2024-12-26 | Translated from: isee.mn

Since the 21st of this month, 1,440 live sheep have been transported from Mongolia to Uzbekistan over two flights. During a visit to Uzbekistan by the President of Mongolia, U. Khurelsukh, in June, it was agreed to export 100,000 live animals from Mongolia to Uzbekistan. This arrangement, discussed during President U. Khurelsukh’s state visit, has begun to materialize, marking a significant event in expanding cooperation in agriculture, trade, and economic relations with Asian countries, as well as in exporting live animals. Additionally, the trade turnover between Mongolia and Uzbekistan was reported to be 10 million USD in 2023. The Ministry of Food, Agriculture, and Light Industry noted that despite the limited range of goods, trade has been steadily increasing since the pandemic period. Mongolia exports sheep and lamb processed skins, intestines, and frozen sheep, goat, and cattle meat valued at 4.6 million USD, while importing grapes, fruits, food products, refrigeration and freezing electrical equipment, and trucks from Uzbekistan valued at 5.4 million USD.

C. Sandag-Ochir: Our damage from the stalled project is now $13.9 billion. What about our loss?

Published: 2024-12-26 | Translated from: gogo.mn

The Parliament session is ongoing. Among the discussions is the mega project, specifically the construction of the cross-border railway at the Gashuun Sukhait-Ganq Mod port. Member of Parliament C. Sandag-Ochir: There won’t be anyone who doesn't support this resolution. The issue of accountability is not being discussed. Currently, our country’s economy and development are in such a state; it could have been much better. The Prime Minister cited political interests and involvement. Who exactly is stalling and delaying large projects related to the country’s economic interests? Will they be appeased and the issue of accountability ignored? Our neighboring country has calculated that it suffered a loss of 13.9 billion yuan. They have proposed that they won’t claim lost opportunities. But what loss have we suffered? Who will be responsible for this lost opportunity? If we had completed the railway 16 years ago, what would the benefits have been? Minister of Industry and Mineral Resources Ts. Tuvaan: If we had connected the railway 16 years ago, we would have benefited from 18.5 trillion MNT in coal exports. In other words, we have incurred a loss of the same amount. If a dispute arises, it will be resolved at the Singapore Arbitration Court. Member of Parliament O. Tsogtgerel: The Tavantolgoi border connection point was stalled for many years. Supporting it is advisable. However, while supporting it in principle, it is necessary to discuss its effectiveness. Lost opportunities are often talked about. Please explain the calculation. As I understand it, there is a loss of 2.1 billion yuan, and new costs totaling 4 billion yuan, which equates to a total of 1 billion USD in costs and lost opportunities. Additionally, 260 tons of coal will be provided with considerable discounts over many years, which is not a small amount. Considering the value of time, what will be the economic balance? Please provide information from an economic calculation perspective. Member of Parliament S. Ganbaatar: They keep "lamenting" about lost opportunities. Today, we must discuss issues by referring to documents. Let’s be factual. The Gashuun Sukhait-Ganq Mod railway construction agreement terms should be opened to the public without "glossing over." As per Article 9, "No claim shall be made in the future regarding any past losses incurred by the Chinese side related to the railway construction up to the Ganq Mod port within the Chinese border." On the Mongolian side, by making significant concessions and stabilizing prices, we are at a high risk of suffering numerous losses beyond the market.

Will You Receive Dividends from 1072 Shares in Cash or Donate to the Development Fund?

Published: 2024-12-26 | Translated from: gogo.mn

The State Great Khural (Parliament) is discussing the draft law on amendments and additions to the National Wealth Fund Law during its session. MP Batbaatar B. inquired questions to the Prime Minister regarding the issue under discussion and received answers. MP Batbaatar B.: During 2015-2016, the government acquired a portion of citizens' 1072 shares at the stated value, particularly acquiring shares from students and the elderly of that time. Today, those who did not give their shares to the government are receiving more money in the form of dividends than the original stated amount. Is there a possibility to reverse this process? In other words, can citizens be reimbursed at the then prevailing rate? Prime Minister Oyun-Erdene L.: There is an issue related to the 1072 shares of Tavantolgoi. According to the Company Law, there is no legal escape other than distributing dividends in cash. With the implementation of the National Wealth Fund Law, citizens are experiencing accumulation savings for the first time. In the future, the option to receive dividends in cash, to save in a savings account, or to donate to the development fund will be available through the I-Mongolia application. Currently, the 1072 shares are the property of the citizens, and the government cannot make decisions beyond citizens' ownership. Regarding the Tavantolgoi company this year, approximately 400,000 MNT in dividends is expected to be distributed. If the Gashuunsukhait-Gantsmod railway begins operations and coal exports start, dividends could even reach a million. It will then be necessary to discuss whether to distribute this large sum of money or put it into a savings account for accumulation. However, this is a shareholder's right issue. Speaker of Parliament Amarbaysgalan D.: The "Good Shares" policy was implemented in 2015. About 300,000 citizens sold their shares at the stated price. Conditions for reopening the right to repurchase those shares for such citizens have not yet been created.

World Bank Program to Develop Beef and Dairy Cattle Set to Begin

Published: 2024-12-26 | Translated from: isee.mn

The Ministry of Food, Agriculture, and Light Industry is implementing the "Livestock Economic Circulation Enhancement Project" funded by the World Bank. The project's aim is to increase the economic circulation of livestock health, productivity, and value chain in selected locations, and to provide effective and swift responses during emergencies and disasters. Due to climate change, frequent droughts, surpassing pasture carrying capacities, and overpopulation of livestock, there is a need to enhance productivity and efficiency in livestock production, improve food supply and security for urban populations, and support sustainable and intensive livestock production. Therefore, the Livestock Economic Circulation Enhancement Project has launched the "Livestock Productivity Improvement Program" in some soums of Selenge, Bulgan, and Tuv aimags. This program intends to improve the breed and productivity of targeted local beef and dairy cattle. It aims to build core herds of high-yield breeds of cattle, select and breed them pure, and transfer embryos using advanced methods to manage cattle breeding and calving according to technology, thereby increasing economic profitability. As an initial step, 250 heifers and 100 bulls of high-yield Selenge, Kazakh white head, and Hereford breeds, already acclimatized in Mongolia, will be provided to citizens and entities engaged in beef cattle farming. They are ready to assist these participants in the program. Program participants will breed these cattle purely and will grow and develop the offspring to build their core herds. After three years, by returning cattle of similar age and gender, other herders will have the opportunity to participate in the program. As a result, it is expected to increase beef productivity in the central region's cattle herds by 10-15 percent. Thus, by utilizing the meatiness and rapid growth characteristics of specialized beef breeds, the program aims to make a tangible contribution to meeting the demand for beef, according to the Ministry of Food, Agriculture, and Light Industry.

Signed Loan Financing Agreement for 'White Gold' National Movement

Published: 2024-12-26 | Translated from: news.mn

In line with the government's "Vision-2050" and "New Revival Policy," Mongolia is striving to develop processing industries, especially those utilizing livestock-derived raw materials, in an environmentally friendly manner, increase the production and exports of value-added products, and create favorable conditions for manufacturing. To support the increase in production of value-added products, President U. Khurelsukh of Mongolia officially launched the "White Gold" national movement. As part of this initiative, the Mongolian Parliament approved Resolution No. 63 "On Supporting the Processing Industry of Livestock Raw Materials" in 2024. To implement this resolution, the Government of Mongolia has adopted Government Resolution No. 190 "On Some Measures to Be Implemented Within the Framework of the White Gold Movement." For the 2025 state budget, a loan financing of 788.9 billion MNT has been approved, including 300.0 billion MNT for working capital, 488.9 billion MNT for investment loans, and 66.4 billion MNT for government-subsidized interest on working capital and investment loans. The Ministry of Food, Agriculture, and Light Industry, along with commercial banks such as Khan Bank, State Bank, Trade and Development Bank, Golomt Bank, Xac Bank, Capitron Bank, Transport Development Bank, Bogd Bank, M Bank, and Arig Bank, signed a loan financing agreement for "Working and Investment Loans to Support the Processing of Wool, Cashmere, Hides, and Leather." The signing ceremony was attended by J. Enkhbayar, Minister of Food, Agriculture, and Light Industry; B. Lkhagvasuren, Governor of the Bank of Mongolia; Ch. Tuya, Head of the Mongolian Wool and Cashmere Association's Certification Department; Ch. Erdenebat, Executive Director of the Mongolian Woolen Products Manufacturers Association; S. Davaajav, Chairman of the Mongolian Leather Industry Association's Board; and representatives from national manufacturing companies like Buyan Cashmere LLC, Khanbogd Cashmere LLC, Darkhan Nekhii JSC, Buligaar JSC, Khus Az LLC, as well as delegates from all 10 commercial banks. Opening the ceremony, Minister J. Enkhbayar highlighted that the “White Gold” program has officially begun, aiming to increase the production of leather, wool, and cashmere products in Mongolia. With initial processing done on over 70% of wool and cashmere and 30-40% of hides and leather, the “White Gold” program will focus on developing value-added product manufacturing. The movement aims to reduce the country's over-dependence on mining and diversify the economy by revitalizing traditional agriculture, animal husbandry, and light industries. During this favorable political and socioeconomic environment, collaboration is crucial to revitalize light industries, the minister emphasized. B. Davaadali, Economic Policy Advisor to the President of Mongolia, stated that excluding some cashmere products, the President supports the creation of jobs in this sector. He mentioned a highly effective plan to strategically allocate loans at each step of the market chain, uniquely based on the value chain. Additionally, “green” loans have lower interest rates by 1-2 points compared to regular loans. The “White Gold” national movement is expected to create 8,000-10,000 new jobs.

B.Jargalan: We Shouldn't Fit into Someone's Mouth When Talking About Lost Opportunities

Published: 2024-12-26 | Translated from: itoim.mn

Today, the Economic Standing Committee of the State Great Hural is discussing a draft resolution regarding the approval of guidelines for an agreement between the Governments of Mongolia and the People's Republic of China to implement the construction of a cross-border railway at the Gashuunsukhait-Gantsmod border port. In connection with the issue being discussed, members asked questions and received answers. The government submitted the resolution draft to the State Great Hural yesterday, and it is being discussed under urgent procedures. State Great Hural Member B. Jargalan stated, "This agreement aims to resolve two major issues: one is the railway policy of Mongolia, and the other is the fate of the Tavan Tolgoi deposit. I hope the members approach this issue with utmost responsibility. How much will our side incur in expenses related to border connection work? Construction and installation will be selected by the other party's side. There is an intention to proceed with a single design. What raw materials will we procure from Mongolia for the construction work, and how many people will be employed? Secondly, regarding the long-term coal sales contract, the issue of selling 267 million tons of coal over 16 years, with 27 million in the first four years and 20 million in the next 12 years, is being discussed. What conditions apply to previously concluded long-term contracts? How many percent discounts are there off the stock exchange price? During the 16 years to export a total of 267 million tons, what discounts will our side provide? Also, there is a clause about increasing the mine's capacity. Does this mean opening a new mine in Tavan Tolgoi? How will the operator company be selected? I support making these border connections and opening the gates. However, when talking about lost opportunities, I don't want us to fit into someone else's mouth with big speeches. The government and members of the State Great Hural shouldn't sit here praising any foreign company. This should be considered an intergovernmental agreement.” Minister of Industry and Mineral Resources Ts. Tuvaan added, "A total of 978 billion MNT is required for this development. Erdenes Tavan Tolgoi LLC will provide it in cash. There will be no coal barter payment. It is included in the agreement that the Chinese side’s selected company will carry out the work by the company owning the railway infrastructure. From Mongolia to China, a broad gauge railway will enter. A terminal for the broad gauge railway will be established there. Similarly, the narrow gauge railway from China will enter Mongolia. Here, a terminal for the narrow gauge railway will be established. Geologically and geographically, the area follows the riverbed with water flow. Therefore, the railway will be built on high cement pillars, approximately 30 meters or equivalent to a 10-story building. In some parts, the two railways will cross on a single bridge. Therefore, a highly experienced work will be done. Regarding price discounts, we have proposed to adhere to the Chinese companies' pricing methodology. We cannot currently say we will adhere to the average stock exchange price. Eight licenses were previously studied in Tavan Tolgoi. There are two areas called "Bortolgoi" and "Onchkharaat." In these areas, new mines will be opened, and capacity to sell coal will increase. An open selection process for operators will be announced. The right for a supporting contractor to participate will be open to Mongolian companies and workers.”

214 Billion Tugrik Accumulated in the Pension Reserve Fund

Published: 2024-12-26 | Translated from: itoim.mn

The move from a distribution scheme to an accumulation system has begun, and a pension reserve fund has been established. The launch of Pension Reform - Pension Reserve Fund took place today. Minister L. Enkh-Amgalan introduced this reform. He stated, "The total amount in the accumulation fund has reached 214 billion tugriks. Pension system reform has begun. Until recently, we had a distribution system that provided pensions from social insurance contributions. This system is now transitioning to a semi-accumulation system. This means it is the pension savings that citizens accumulate for their future. Recently, the 2025 state budget was approved. The state budget financed a pension fund deficit of 1.4 trillion tugriks. By 2026, the pension fund deficit risks reaching 2.5 trillion, in 2027 2.9 trillion, and in 2028, 3.1 trillion tugriks. Therefore, we are in dire need of reform. Due to election-related calculations and lack of research, the politicians’ faulty decisions have caused a 4.7 trillion tugrik burden on the pension fund. Since 2012, the law on compensating work years and social insurance contributions has been in effect. Over 600 thousand people joined this law, with approximately 36 billion tugriks of income centered through this law. A burden of 1.6 trillion tugriks has been placed on the pension fund due to people recovering their 10 years of pension. There are three main aspects to the pension reform. The first principle is that a person should have sufficient income after retirement. The second principle is fairness. The third principle is that the pension fund should be sustainable in the long term. The pension fund reform is based on these three principles. In addition to system reform, we will revise the principles of pension calculation. Conditions for receiving pensions from multiple sources will be created. The transition from pension distribution to a semi-accumulation system will take place. The period considered for pension calculation has decreased from 7 to 5 years. This is a highly unfair system. People who have paid social insurance contributions for 25 or 30 years calculate their pensions based on their work years and contributions paid. However, by calculating pensions over a 5-year period, only those with high incomes in private sectors paying high social insurance contributions in these last 5 years benefit, creating an unfair system. This raises the issue of what happened to the 160 billion tugriks from social insurance contributions. Social insurance contributors should not bear this deficit because this money belongs to them. The National Committee of Social Insurance was newly established, and the first action taken was to lodge a complaint with the state prosecutor's office. The state prosecutor has opened this case, and it is being officially investigated by the anti-corruption agency. The free cash balance of the social insurance fund must be transparent. To ensure this, a public supervisory council has been established. As of today, over 1.2 million insurers' accounts have been opened. A cash accumulation of 214 billion tugriks has been formed. On average, a mandatory insurer has accumulated 450-550 thousand tugriks, while a voluntary insurer has accumulated 120-150 thousand tugriks.

H. Temuujin: Calling the claim 'We were trying to retain a mine' as populism

Published: 2024-12-26 | Translated from: isee.mn

At the parliamentary session on the 25th of this month, the initial discussion was held on the draft resolution of the State Great Khural to establish the guidelines for an agreement to implement the cross-border railway construction of the Gashuunsukhait-Gants Mod border port as submitted by the government. In relation to the discussed matter, Member of Parliament H. Temuujin stated, "The issues related to this railway connection, the transport of coal, reaching larger markets and selling our coal were all matters of competition. The competition was about which country could extract and transport coal at the lowest cost and sell it on the market. To say 'We were trying to retain a mine. We were about to lose our resources to one single business' is a populist explanation. The major explanation is whether Mongolia's coal will be competitive in the Chinese market, and whether Mongolia can obtain high profits from the coal it sells. We have been losing this competition for 16 years. What opportunities have we lost? Today, we have an energy shortage, pollution, insufficient hospitals, poor quality education, and we cannot ensure economic independence, all due to being part of foreign manipulation. The Prime Minister concluded that there was involvement of special agencies. We must accept that this was indeed the case. Three things have gone insane in Mongolia: populism going wild, preventing problems from being solved rationally. It's now all about who can do better populism, who can deceive the people more, and get more political points. Secondly, the state has expanded excessively. As a result, in the past 10 years, state power, participation, and the money spent internally have become excessively bloated. Thirdly, systemic corruption has become rampant. The Constitutional Court has become a tool to steal the Constitution," he said.

What Was Included in the Border Connection Agreement That Ended the Dispute?

Published: 2024-12-26 | Translated from: news.mn

The Government of Mongolia presented the main guidelines for establishing an agreement on the construction of the cross-border railway at the Gashuunsukhait-Gantsmod port. Specifically, the project to approve the basic guidelines for implementing the cross-border railway construction at the Gashuunsukhait-Gantsmod port between the Government of Mongolia and the Government of the People's Republic of China has been officially submitted to the Parliament. The long-discussed railway border connection work has thus been submitted to parliament, becoming one of the main issues to be discussed in the coming days. WHAT IS INCLUDED IN THE PROJECT SUBMITTED BY THE GOVERNMENT? In approving this agreement, it has been stated that third parties will not participate within the comprehensive cooperation framework agreed upon by the Governments of China and Mongolia at a high level. To ensure economic efficiency, the project includes long-term contracts for the sale and purchase of coal, increases in mining capacity, no transfer of mining licenses or shares of Erdenes Tavan Tolgoi JSC to other parties, consideration of contract terms as a benchmark, and setting the contract duration for up to 16 years, linked to the time when negotiations began. It emphasizes ensuring that coal is not reduced below 27 million tons between 2025-2029 and not below 20 million tons from 2030 onwards. When setting the price of coal contracts, it is based on long-term stable cooperation and mutually agreed methodologies between state-owned companies of the two countries, as included in the project. THE PARTIES AGREED NOT TO RECREATE THE WIDE AND NARROW GAUGE DISPUTE Within the framework of the agreement, the parties have put an end to the wide and narrow gauge dispute that persisted for many years and have agreed to prevent any future argument over the gauge issue. Furthermore, for the construction of the cross-border railway at the Gashuunsukhait-Gantsmod port, the parties will adhere to the principle of "one design, one contractor, starting and finishing construction simultaneously." The Mongolian side will establish all necessary agreements to construct the railway and its connecting structures with the company selected by the Chinese side. In the framework of cooperation to increase mining capacity, it is included in the project that the exploration and exploitation licenses held by Erdenes Tavan Tolgoi JSC will not be transferred to any party, and the company's share ownership will not be affected in any way. KEY PROVISIONS: Regarding the railway construction within China's territory up to the Gantsmod port, it has been agreed that all past losses, damages, and investments required for the future railway border connection will not be claimed by China. With the start of the cross-border railway construction at the Gashuunsukhait-Gantsmod port, it was agreed to gradually commence work on connecting ports like Shiveekhuren-Sekhee, Hangi-Mandal, and Bichigt-Zuun Khatavch by railway. The parties have further agreed to collaborate for mutual benefit on renewable energy exports, exporting thermal coal, deep processing industrialization of coal, greening the Gobi desert, combating dust storms and desertification, border connection and infrastructure development, and housing issues. The cross-border railway construction project at the Gashuunsukhait-Gantsmod port will be executed by the enterprise selected by the Chinese side, which will undertake the construction of the railway and related structures. In implementing this resolution, the parties will cooperate on government-to-government agreements, formal negotiation protocols between the working groups, and inter-company cooperation agreements to establish the necessary legal environment. Once this resolution project is approved, it will become possible to clarify the guidelines to be followed during the government discussions between Mongolia and China on the implementation of the cross-border railway construction at the Gashuunsukhait-Gantsmod port.

The Agreement between Mongolia and the Eurasian Economic Union

Published: 2024-12-26 | Translated from: isee.mn

The agreement of the Eurasian Economic Union includes "serious" provisions such as open exchange of customs information, setting a three-year term for the contract, and the possibility of a three-year extension. In 2022, while Ch. Khurelbaatar was serving as the Minister of Economy and Development, Mongolia conducted a "Free Trade Interim Agreement" with Russia. This agreement was a stepping stone to joining the Eurasian Economic Union in the future, and now Deputy Prime Ministers S. Amarsaikhan and L. Gantomor are continuing efforts to temporarily integrate Mongolia into the Eurasian Economic Union founded by V. Putin. The signing of the agreement has been temporarily postponed. However, the initial version of the agreement for Mongolia to join the Eurasian Economic Union has been revealed. L. Oyun-Erdene: Mongolia Has No Choice But to Move Forward with the Stalled Mega Projects

Published: 2024-12-26 | Translated from: itoim.mn

Prime Minister of Mongolia, L. Oyun-Erdene, addressed the Parliament. Here is the full text of his speech: Dear Mongolians, Chairman of the State Great Khural, esteemed members, In order to assess the past and to initiate economic independence and major developments, the "Vision 2050" long-term development policy was mutually agreed upon by political parties, jointly developed with scholars and researchers, and approved by the State Great Khural of Mongolia. The labels “politically unstable policies,” “ambiguous legal environment,” “unreliable commitments to investors,” and “politically stalled major projects” have long been at odds with our fundamental philosophy of "The honor of Mongolia is in making promises". Based on thorough studies, political parties have agreed to make amendments to the Constitution, which were approved by the State Great Khural in 2023. Now, a new Parliament, consisting of 126 members drawn by a mixed system, and a Coalition Government, following the "Courage for Rapid Development" program, have started to focus on 14 mega projects over the last 100 days. By ranking the mega projects that have been stalled for many years by their importance, analyzing the reasons for their stagnation, and addressing the differences in systems and legal frameworks externally among countries and internally in ideas and information among parties, the government has been utilizing all available opportunities to achieve a unified understanding. As a result, initial successes have been realized. Foundational Reasons for Stalled Development Mega Projects Firstly, the geopolitical situation and direct and indirect influence of special services internationally. Secondly, cross-border political and vested interest groups trying to impose their benefits into economic projects. Thirdly, political targeting actions with substantial financing stemming from the aforementioned influences. These three influences, which the State Great Khural and the Government could not withstand in the past, present tough challenges. There are numerous documented instances threatening the safety of the Prime Minister, cabinet members, and civil servants part of working groups. History of other countries shows that a mixed electoral system and coalition government can overcome such challenges and initiate the development history of a nation. The public also holds such expectations. Chairman of the State Great Khural, esteemed members, On November 5, the government managed to sign a specific loan agreement for the Erdeneburen hydropower plant, one of the 14 mega projects discussed since 1964, in Shanghai, thereby resolving a $253 million financing issue, ready for construction to commence by next spring. The long-dormant issue of liberalizing electricity prices, courageously addressed, unblocked economically unviable energy projects, making it possible for the Boergait power plant to also become operational through a public-private partnership. This decisive resolution today indeed joins the ranks of historical decisions reviving the energy sector’s momentum in the future. Thanks to the members of parliament supporting this decision. Such decisions can only be made under a mixed parliament and coalition government. The recent visit to Japan and Singapore by means of this resolution regarding energy price liberalization and negotiations of renewable energy export was officially acknowledged by the governments and sovereign funds of the Gulf countries, which expressed readiness to invest in major energy mega projects in Mongolia. Therefore, as the Prime Minister reflecting on these first outcomes of the new system and the positive impacts beginning in the economy, I evaluate positively. As we approach the end of this year, the government reviewed and assessed the macroeconomic indicators for 2024 in a recent meeting: Preliminarily, economic growth is anticipated at 5%, foreign currency reserves at $5.1 billion, export revenue at $16.1 billion, and coal at 84 million tons, the highest historical achievement in terms of current production and infrastructure capacity. External debt burdens have decreased, and international credit ratings improved. However, imports increased, with 11.2 billion dollars worth of goods acquired, 42.5% of which were vehicles, needing joint scrutiny. Therefore, the government declared 2025 entirely dedicated to supporting the capital city's infrastructure. According to Mongolia’s Constitution, the benefits from subsurface mineral resources shall be concentrated in the National Wealth Fund and are meant for equal, fair distribution. The government submitted the National Wealth Fund law, which was approved by the State Great Khural on April 19, 2024. By December 20, 2024, the Future Heritage Fund amassed 4 trillion MNT, the Savings Fund, or citizens' savings, amounted to 495 billion, or 135 thousand MNT per citizen, and the Development Fund collected 240 billion MNT, which are significant achievements given the legislation has been in effect for only eight months. The National Wealth Fund law enables strategic deposits’ 34% or corresponding benefits to allow citizens non-cash progresses in education, healthcare, housing, receiving dividends in cash or in savings fund deposits, or contributing to the Development Fund. Implemented through E-Mongolia, this legislation offers citizens the opportunity to monitor returns from projects. With 14 mega projects in the government's program being realized, the Savings Fund of the National Wealth Fund is projected to reach 18-20 trillion by 2030. Chairman of the State Great Khural, esteemed members, We have no choice but to move the stalled mega projects forward to stabilize these figures. We have no choice but to correct past mistakes to ethically have the right to discuss new projects. Today, the government submitted a draft resolution for the intergovernmental construction agreement on linking the Gashuunsukhait-Gantsmod railway between the governments of Mongolia and the People’s Republic of China, ranked first among the 14 mega projects, along with an investment agreement for the "Zoovch Ovoo" project jointly with France to the State Great Khural. Chairman of the State Great Khural, esteemed members, The state visit by the President of Mongolia to the French Republic in October 2023 significantly advanced this longstanding project discussed between the Mongolian government and "Orano Mining." Should this investment agreement be ratified, it will be the second investment agreement implemented jointly with a third neighbor after the Oyu Tolgoi project, positively affecting Mongolia’s investment environment. Compared to Oyu Tolgoi, the initial 34% ordinary shares are being converted into 10% preferred shares, with the remaining 24% compensated as special royalties or AMNAT, avoiding dividend waiting or additional debt risks, hence enabling citizens to receive benefits directly through the Savings Fund from the start of the project. During discussions on amendments to the Nuclear Energy Law, the State Great Khural extensively discussed this project. Let’s focus more on the agreement to link the Gashuunsukhait-Gantsmod railway. Once operational, the cross-border Gashuunsukhait-Gantsmod railway will double border capacity, allowing the infrastructure capacity to raise average annual coal exports from 85 million tons to 165 million tons. If we had implemented this railway project 16 years ago, issues like smog and traffic congestion in the capital wouldn’t be questions today. We need to prevent the loss of such opportunities in the future and implement this project promptly by prioritizing public interests over specific groups' interests, as time permits the government to begin construction next spring if the intergovernmental agreement is approved by the State Great Khural. Once realized, this project will open the second border crossing connection by railway with the southern neighbor after about 70 years since the rail connection between Zamiin-Uud and Eren, and initiate projects connecting Shiveekhuren-Sekhe, Bichigt-East gate, and Hangi-Mandal crossings, along with kicking off energy export, coal deep processing, agriculture cross-linkage, anti-desertification, and settlement construction projects addressing social and economic issues. The time frame for this project has long been from exchanging views starting in 2003, with formal talks since 2008, and over 60 negotiations throughout 16-20 years, resulting in two National Security Council recommendations, five State Great Khural resolutions, 45 Government resolutions, granting rail construction licenses five times, and revoking them four times. In summary, introducing third-party inclusion in government-to-government negotiations, transferring special licenses of Erdenes Tavantolgoi, ownership, with Tavantolgoi deposit and the railway as 49:17:17:17 were foundational political stalls for the delay. Some believed the laying of the railway would impact those companies and enterprises in competition with Tavantolgoi by retail coal trade and formed significant oppositional blocks in politics, economically influencing politicians and public opinion leaders. This issue emerged during negotiations when similar historical echoes were seen, like writing off the $2.3 billion Oyu Tolgoi debt and revealing the financial schema of Erdenet’s 49%, just before the presentation of bad loans at the Development Bank in the Great Khural. With reference to the railway connection funding agreement signed in the presence of the two countries' heads of state on August 21, 2014, the buildup on the Chinese Gantsmod border was completed by January 2015, while the neck-stalling of the Mongolian Gashuunsukhait side caused economic losses, lost opportunity costs, and arose issues of non-linkage to other border crossings. Chairman of the State Great Khural, esteemed members, In order to resolve these issues over past periods, the government is submitting this draft resolution. Conduct the Mongolia-China Gashuunsukhait-Gantsmod border railway construction as a comprehensive collaboration agreed at the highest levels without third party involvement; Jointly resolve the economic effectiveness of the Mongolia-China Gashuunsukhait-Gantsmod border railway construction by addressing railroad infrastructure, long-term coal sales contracts, and mining capacity expansion comprehensively. Prohibit transferring Erdenes Tavantolgoi’s shares and special licenses to other parties within the cooperation to expand mining capacity under the Mongolia-China Gashuunsukhait-Gantsmod construction project; Establish contract prices for long-term coal sales and purchases with reference to Erdenes Tavantolgoi LLC’s conditions and pricing, aligning contract periods starting with negotiation timing up to 16 years; Ensure coal sales under contracts not falling below 27 million tons from 2025 to 2029, and annually above 20 million tons starting from 2030 for economic effectiveness of Gashuunsukhait-Gantsmod railway throughput; Assure no new gauge disputes during border crossing Gashuunsukhait-Gantsmod project construction, with Mongolia’s section broad and China’s narrow gauge, and for convergence purposes, a gauge change only at the border; Follow the principle of "one design plan, one contractor, simultaneous start, simultaneous completion" for the cross-border Gashuunsukhait-Gantsmod railway construction project; Collaborate by having the Chinese side’s selected enterprise execute railway and linkage infrastructure, while enabling national companies’ participation in the Gashuunsukhait-Gantsmod cross-border railway and linkage construction project; Preclude future claims from the Chinese side regarding past incurred losses or damage linked to the railway's failure to connect to Gantsmod or related investments; Reach agreement to progressively initiate projects linking the Mongolia-China border Shiveekhuren-Sekhe, Hangi-Mandal, Bichigt-East Gate crossings by railway as part of the Gashuunsukhait-Gantsmod railway project realization; Include mutual benefit, alternative solution agreements over renewable energy export, energy coal export, industrialization via coal deep processing, and tackling desertification and domestic socioeconomic challenges in the 16-year cooperative pledge. Approve the draft resolution defining fundamental policies on implementing the Mongolia-China Gashuunsukhait-Gantsmod border railway construction agreement. Thank you for your attention.

L. Oyun-Erdene: We courageously resolved the energy price liberalization that was unresolved for 34 years

Published: 2024-12-26 | Translated from: gogo.mn

In today's session of the Parliament, Prime Minister L. Oyun-Erdene is delivering a speech. The political parties have reached a consensus to form a new parliament with 126 members and a coalition government. It's been 100 days focusing on 14 mega projects. We have categorized the long-stalled projects by importance, analyzed them, and streamlined the differing ideas and information of the parties to reach a unified understanding, and we are starting to see results. The root causes of the stalled projects include international geopolitical situations and the influence of special services; transnational groups and individual politicians who seek to infuse their interests into economic projects; and the political campaigns targeting funding from the aforementioned issues. These issues were previously unsustainable for politics and the government. There were even documented threats to the safety of members and working group officials. History shows that overcoming such conditions and initiating the development of the nation is possible, and the people have such expectations. On the 5th of last month, in Shanghai, we signed a loan agreement for the Erdeneburen hydropower plant, one of the 14 mega projects discussed since 1964, securing $253 million in financing. Construction will begin next spring. Coal exports have reached a historic peak of 84 million tons in capacity and extraction. By courageously resolving the energy issue that could not be solved for 34 years, the economically unviable projects have been lifted from stagnation. The Booroljuut plant has started its operations and ignited its first fire. Although this decision is challenging today, it will remain a historic one in the future. Thank you to the supporting members. Such a decision can only be made by a mixed system parliament and a coalition government. This month, during my visit to the corner countries, I expressed readiness to make investments in mega energy projects if we are able to make agreements with countries on this decision to liberalize prices and on renewable energy exports. Therefore, positive outcomes of transitioning to the new system are emerging, and the economy is being positively influenced. As we approach the New Year, upon evaluating the macroeconomic indicators for 2024, the government expects an economic growth of 5%, foreign currency reserves of $5.1 billion, export revenue of $16.1 billion, and coal exports reaching a historic peak of 84 million tons in capacity and extraction. The pressure of foreign debt has decreased, and credit ratings have improved. I ask that you discuss and decide on the draft resolution of the Parliament regarding the fundamental guidelines for implementing the cross-border railway construction at the Gashuunsukhait-Gantsmod border of Mongolia and China.

The regular session of the Mongolian Parliament is being held today. Today's session is discussing the draft resolution on approving the direction for concluding an agreement to implement the cross-border railway construction at the Gashuunsukhait-Gantsmod port. During this time, Member of Parliament C. Tuvaan stated, "This project has been stalled for a very long time. If this project had been implemented and the railway built in 2015, there would have been significant opportunities. The Chinese side has evaluated its own investments and lost opportunities. On our side, if we had connected the railway and exported coal, we could have earned 18.5 trillion MNT."

If the Metro Line is Built Above Ground, Lanes Will Be Reduced, So Plans Are 100% Underground

Published: 2024-12-26 | Translated from: gogo.mn

One of the projects aimed at reducing traffic congestion in the city by introducing high-capacity public transportation with multiple transport modes is the metro. As part of the implementation of the Ulaanbaatar Metro project, vertical drilling has been completed at 42 points, 500 meters apart, over a length of 17.7 km and at a depth of 30 meters below the surface. We spoke with B. Sodbaatar, the senior engineer of the "Unified Project Implementation Unit for Reducing Traffic Congestion in Ulaanbaatar City," about this. "The metro is a very large engineering structure. At what level are the foundational research works for successfully implementing this project?" "The Ulaanbaatar Metro project has commenced work to establish a 17.7 km metro line along Enkh-Taivany Avenue, the city's largest horizontal street. The first work is to conduct geological drilling aimed at assessing the geotechnical properties of the soil. In the process of drilling, we first conducted hydrogeological studies to assess the risk of significant amounts of water entering the drilling equipment, as water veins were encountered during drilling. The vertical drilling was performed and the site was restored across 42 locations, 500 meters apart, along a stretch of 17.7 km to a depth of 30 meters below the surface. This work was carried out by a Mongolian subcontractor with special permits, under the quality and oversight of engineers from the consultancy provider, Dukhua Engineering Company. As a result of these studies, we are gaining insight into the types of soil and conditions under which we can build our structures." "What work begins after determining the characteristics of the soil?" "Vertical drilling was performed at 42 points to a depth of 30 meters, taking samples every 1.5 meters. This means 60 samples were taken from each point. Laboratory analysis on these samples will determine various indicators such as sedimentary layer boundaries and particle composition, as well as define the soil's plasticity coefficient. Simply put, when you dig a hole underground, the upper part will settle under its own weight, so we gather data on the soil properties that influence its resistance to such settling. Based on the results of these analyses, we select the type of tunnel boring machine (TBM). Tunnel machines are gear-driven devices weighing around 1000 tons with a length of 200-300 meters. There are two types of tunnel boring machines: Slurry Shield TBM and Earth Pressure Balance TBM. The soil properties in Ulaanbaatar are suitable for tunnel construction, with a coefficient of confidence greater than 23. Since we are planning to build the tunnel through suitable soil, we are selecting the Earth Pressure Balance TBM. The current plan is to use 11 tunneling machines to complete the excavation in a short period of time. Soil loading information will be collected and analyzed along the route, and the metro tunnel structures will be planned according to the soil's load capacity." "What does a complete tunnel structure involve? How is the excavation and wall reinforcement work carried out?" "The tunnel boring machine technology has the advantage of conducting both digging and segmental reinforcement simultaneously. Segments refer to the prefabricated reinforced concrete structures used to reinforce the interior walls of the tunnel. While the gear-toothed part of the Earth Pressure Balance TBM is digging the ground, soil removal and concrete wall reinforcement tasks follow in a precise sequence. In addition to the tunnel structures mentioned above, an air ventilation and drainage system, among other engineering infrastructure complexes and assemblies, are also part of the tunnel. Currently, the tunnel diameter is planned to be 7.3 meters, but the final diameter will be determined once the EPC contractor is selected and detailed design plans are developed. The thickness of the walls depends on the diameter: the larger the diameter, the thicker the walls." "The metro line from Tolgoit to Amgalan was initially planned to be 11 km above ground and 6.6 km underground, but plans changed to make it completely underground. Can you comment on this?" "Originally, JICA's 2013 feasibility study proposed underground or hidden sections in the city center and exposed sections in the western and eastern parts of the city. Although building the metro underground is more expensive, it has advantages. JICA's original plan was to have underground parts in areas with high vehicle traffic intensity and elevated sections with less traffic density. However, consultants from Dukhua Engineering Co. Ltd have observed that the situation in Ulaanbaatar has changed drastically over the past 11 years. Building the metro above ground would negatively impact the city's appearance and require massive bridging structures, which would reduce the number of lanes on currently used roads and incur high relocation costs for thermal and water pipelines. Such factors pose the risk of extended project implementation timelines, thus it is planned for the entire metro to be underground." "Please share some of the tasks related to metro construction, such as the train maintenance depot and stations." "The metro line will be 17.7 km long, with 14 stations, 1.3 km between stations, and one depot; a maintenance and services depot is essential and planned on a 20-hectare site. Detailed design and planning are underway. During construction, the normal traffic flow of Ulaanbaatar city vehicles will be somewhat hindered. Careful planning and arrangements will be made to prevent exacerbating traffic congestion during this time." "When will the final feasibility report be ready?" "Numerous studies, including geotechnical and transportation demand assessments, are being conducted to produce the final report. The final feasibility report is planned to be completed by January 20th, after which it will be discussed and reviewed by the 'Science and Technology Council' of the Building Development Center and the Road Transport Development Center and receive feedback. The second phase of the tender will be announced on February 4th, so the final report is scheduled for completion by January 20th, with approval expected within 14 days after submission."

42 Points Drilled 30 Meters Deep for Metro Construction

Published: 2024-12-26 | Translated from: montsame.mn

The Ulaanbaatar Metro Project has been implemented, with vertical drilling completed at 42 points spaced 500 meters apart over a length of 17.7 km, reaching a depth of 30 meters below the surface. Before drilling, water studies were conducted, and a Mongolian subcontracting company with special permits worked on the drilling site, providing consulting services alongside engineers from "Duhua Engineering," who ensured quality requirements and oversight were met. During the drilling process, samples were taken every 1.5 meters and laboratory tests were conducted to determine the boundary between the various soil layers, the granular composition of the sections, and the coefficient of plasticity. The tunnel boring machine will be equipped with a gear at its front end, weighing around 1000 tons and measuring 200-300 meters in length. There are two types of tunnel boring machines: Slurry shield TBM and Earth pressure balance TBM. As the soil characteristics of the city were determined to be suitable for tunnel construction, the Earth pressure balance TBM, or "Earth pressure balance tunneling machine," was selected. Preliminary plans indicate that 11 machines will be used to excavate the tunnel in a short time, according to senior engineer B. Sodbaatar of the "Ulaanbaatar City Road Traffic Congestion Reduction Unified Project Implementation Unit." He stated, "The boring machine has the advantage of simultaneously excavating and reinforcing with segments. As the EPB TBM or earth pressure balance tunneling machine bores through the earth at the front, subsequent operations such as transporting the excavated soil and reinforcing concrete walls are performed consecutively. The tunnel structure can be considered a combination and ensemble of engineering systems such as ventilation and water drainage systems. Currently, the tunnel is planned to have a diameter of 7.3 meters. Following the selection of the EPC contractor, detailed designs will be developed to determine the final diameter of the tunnel. Various studies, including geotechnical and transportation demand assessments, will be conducted to complete the final report. The final feasibility report is expected to be ready by January 20, after which it will be reviewed and approved with feedback and comments from the Science and Technology Council of the Building Development Center and the Road Transport Development Center. The second stage of the tender will be announced on February 4, aiming to finalize the report by the 20th of next month and have it approved within 14 days. The metro line will be 17.7 km long, have 14 stations, with a distance of 1.3 km between stations, and include one depot. The plan also includes constructing a maintenance center on a 20-hectare area, as reported by the Public Relations and Information Department of the Ulaanbaatar City Mayor's Office.

Economic Standing Committee Supports Cross-Border Railway Project

Published: 2024-12-26 | Translated from: news.mn

During today's meeting of the Economic Standing Committee of the Mongolian Parliament, the committee discussed whether to approve the draft resolution on establishing a framework for the agreement between the Government of Mongolia and the Government of the People's Republic of China on the construction of a cross-border railway at the Gashuunsukhait-Ganqimaodao port. The majority of members who participated in the meeting considered it appropriate to discuss the project conceptually and decided to present it at the plenary session of the parliament. The project proposes that the construction of the cross-border railway at the Gashuunsukhait-Ganqimaodao port be carried out by the state-owned "China Energy" company of China. It also involves the issue of long-term coal sales and purchases. Members of Parliament asked questions and received answers regarding the draft law. They also shared their opinions. Parliament member P. Sainzorig stated: "I support the draft resolution. We need to provide recommendations from the parliament to ensure mutual benefits. This is a business agreement. However, it is amusing that due to political reasons and external and internal interests, it has reached this high level of decision-making. It could have been easily resolved between two enterprises without involvement." He expressed confidence in the successful progress of the agreement as long as Parliament provides its direction and establishes certain principles. He mentioned that article 11 of the resolution should leave room for a protocol on training foreign specialists. Since this company has a large research institute, they should prepare some young Mongolians as chemical engineers. He also noted the past negotiations of Justice Minister H. Nyambaatar, who insisted on selling coal at border prices, which was very important. Parliament member B. Naidalaa commented: "Mongolia connected Zamyn-Uud and Erenhot on January 1, 1956, 70 years ago. It is unfortunate that we are still connected by a single railway with our main export partner and key economic partner. Even having built the railway, we have not been able to connect it for over 10 years due to political interference and deliberate disruption, causing national losses. This issue has been hindered for political purposes. Therefore, making a political decision and providing direction is correct. The National Labor Party completely supports the project and believes that negotiations need to be conducted without delay. Including issues such as renewable energy and desertification is essential. Exporting renewable energy is very important and aligns with the content of the negotiations. Introducing long-term trust in the contract regarding the export of renewable energy to our southern neighbor is very appropriate. Coal energy exports are also significant." He warned about the risk of introducing a wish list alongside the main negotiation content. Parliament member J. Zoljargal urged avoidance of political and exclusive interests, pointing out: "The official letter from the southern side indicates only a desire to purchase coking coal. The Tavan Tolgoi deposit contains thermal coal, coking coal, and semi-coking coal. Twenty million tons is a significant amount. If only one type is taken, resources are wasted by disrupting the deposit. We should focus on utilizing all three types of coal. It is naturally appropriate for the Mongolian side to be responsible for transport within Mongolia. Technical and meteorological, infrastructure, storm, and political risks that can block roads exist, and it is inappropriate to impose these risks on the buyer. If the transport cost benefits remain in Mongolia, it is advantageous to us. Whether it's road or rail transport, international arrangements exist to agree on tariffs. Companies use past price rights to calculate the price index by weighing five different price data points, most of which are coal prices from northern China. If the amount of coal supplied under favorable conditions from the Mongolian side suddenly increases, it will impact the market price index negatively. Essentially, the formula using the old base price needs updating considering China's southeastern and international indices. Supplying 20 million tons is mentioned, but when the port connects and subsequent ports connect, the total coal export will reach 120 million tons. At 120 million tons, shipping 20 million will not be a concern. However, if the 120 million tons target is not reached, and global conditions cause a drop in China's coal imports, "Erdenes Tavan Tolgoi's" coal exceeding half will be purchased at a discounted price by one company. This poses a risk to not only "Erdenes Tavan Tolgoi" but also Mongolia's coal pricing." He highlighted the importance of negotiating the amount of coal supplied to "China Energy" within the inter-governmental agreement. They set it as 20% of the total coal supplied to China, and if reaching 120 million tons, that would be 24 million tons. He emphasized these points.

Boroljuut Power Plant to Supply Electricity to Central System Starting Sunday

Published: 2024-12-26 | Translated from: gogo.mn

The first block of the Boroljuut power plant, with a capacity of 150 MW, was commissioned last October. On the evening of the 25th of this month at 9:00 PM, the trial firing began. After the trial firing is successfully completed, the plant will be synchronized and connected to the central unified energy system. Subsequently, on December 29, the Boroljuut power plant will begin supplying electricity to the central energy system. This will create conditions for the energy system of Ulaanbaatar city to avoid restrictions. Regarding the energy consumption of the capital, the city's mayor, H. Nyambaatar, stated: “We have achieved the ambitious goal of increasing the energy supply of Ulaanbaatar city by 200 MW within just one year by 2024. The Boroljuut 150 MW power plant has begun its trial firing. After the trial firing, on the 29th of this month, we will connect to the central energy system and start supplying electricity. This will enable us to avoid power restrictions during the peak load period of winter. Also, the Baganuur battery storage plant with a capacity of 50 MW started supplying energy to the central system on December 13. This plant stores excess energy produced at night and shares the peak load.” The Boroljuut power plant is being constructed in stages based on the Boroljuut brown coal deposit in Bayanjaralan soum of Tuv province, and it is planned to be built with a total of four blocks with a capacity of 600 MW. The first block, thus, was commissioned by 2024, and the second block of the Boroljuut power plant will be commissioned in 2025. Once the two-block 300 MW power plant is fully operational, it will be capable of producing up to 2.1 billion kWh of electricity annually.

The Parliament Supports the Discussion of the Law on the Development of Kharkhorum City

Published: 2024-12-26 | Translated from: isee.mn

The President of Mongolia, Ukhnaagiin Khurelsukh, believes that Kharkhorum City could become a new center of intellectual, scientific, cultural, educational, tourism, social, and economic development, symbolizing the future prosperity of Mongolia. With this in mind, in 2022, to coincide with the 860th anniversary of the birth of Genghis Khan, a decree was issued to the Government of Mongolia to rebuild the ancient capital city of Kharkhorum. According to the decree, the draft law prepared by the Government and other related legislative proposals were discussed and supported in the meeting of the Standing Committee on State Structure of the Parliament. They have decided to present their comments and conclusions to the plenary session. The head of the President’s Office, G. Zandanshatar, highlighted the need to solve social, economic, health, education, and environmental issues caused by excessive centralization, to improve living conditions, and to establish a new regional development center. Published: 2024-12-26 | Translated from: ikon.mn

Kh. Nyambaatar, the Mayor of Ulaanbaatar, provided updates regarding the city's uninterrupted power supply. He stated, "We have achieved our major goal of increasing Ulaanbaatar's power by 200 MW this year. The 50 MW battery station built in Baganuur district has been handed over to the state commission. It is sharing the load during peak hours. At 09:00 on December 24, the firing of the first 150 MW block in Booroljuutiny has started and is currently continuing normally. If the trial adjustments are successful, from December 29, we aim to connect it to the central power system and ensure no power restrictions at the turning of the new year. Although there were technical difficulties, repairs were carried out. If we can bring both Booroljuutiny stations into normal operation by the new year, there will be no power shortage during the winter peak load. Last year's winter peak load saw consumption of the central power system increase by 14%. This year, it is increasing by eight percent," he said. Public Hearing on Smog Issues Scheduled for February 3 and 4

Published: 2024-12-26 | Translated from: unuudur.mn

The Environment, Food, and Agriculture Standing Committee of the State Great Khural discussed a draft resolution to set the date for a general control hearing on smog issues. The head of the working group, Member of Parliament J. Chinburen, stated, “A public petition posted in the electronic system to hold a control hearing on smog issues has reached the required number as stipulated in the law on the State Great Khural. A working group composed of 19 members was established to prepare and organize a general control hearing on air pollution and smog issues. The working group met and discussed the topic and set the date for the hearing, which has been scheduled for February 3 and 4.” The reason and conditions for scheduling the general control hearing in February, when the smog decreases, were clarified by some members. In response, MP J. Chinburen said, “We have discussed the progress of the hearing and other organizational activities in detail to ensure the participation of government and non-governmental organizations, media representatives, and citizens extensively in the hearing by conducting surveys among the public. There is no possibility of organizing it earlier. During this time, the working group will organize sub-discussions on topics such as the impact of smog pollution on citizens' health, the effectiveness of related policies and decisions, and technological solutions. The hearing will be based on evidence, and there might be a need to add experts, which is why the hearing is scheduled for February. Furthermore, the smog hearing will address the issue on a nationwide scale, not limited to the capital city.” The control hearing will be organized under the theme "Reducing air pollution: policies, decisions, and their effectiveness." There was an expectation among the public that the smog hearing would be held in January. However, there has been criticism that it is scheduled for a time when the smog starts to clear. Many hope that, unlike previous hearings on other issues such as coal, Development Bank, and torture which were merely symbolic, this one will be evidence-based and lead to solutions, as the smog issue has reached a disaster level.

J. Bold-Erdene: Washed Enriched Coal or Middling is Transformed into Briquettes through Five Stages by Mixing with a Binder

Published: 2024-12-26 | Translated from: ikon.mn

The briquettes produced by "Tavantolgoi Fuel" LLC consist of 95% washed enriched coal, known as middling, and the remaining 5% is binder material. The production involves five simple steps: crushing the basic raw material, mixing it with a binder, adjusting moisture, compressing and molding, and finally packaging. "Energy Resource" LLC provides the main raw material, which is middling extracted from their Ukhakhudag mine. J. Bold-Erdene, the senior technologist at the Eastern factory, explains, "The main raw material we use at Tavantolgoi Fuel for briquettes is middling. At the Ukhakhudag mine belonging to Energy Resource Company, washed enriched coal, or middling, is used. In terms of the technological process, the briquettes are produced by setting the mixture to 95% middling and 5% binder. In our factory, the production line or the second workshop passes through five stages to produce the final product. It involves crushing the basic raw material, mixing it with 5% binder, molding, drying, and packaging. The middling passes through the sieving and crushing process where it's reduced to 5mm size, and then mixed with 5% binder, which is transferred to the mixing apparatus. After passing through four stages of mixing, it is molded and pressed. The briquettes are dried with less than 6% moisture and packaged," he introduced. A recent system involving 60 wells worth of vertical drying equipment is being utilized to dry the briquettes with hot air. Published: 2024-12-26 | Translated from: montsame.mn

Within the framework of the "Shambala 2056" engineering settlement project, which is implemented to reduce climate change, desertification, and land degradation, and to create sustainable green infrastructure, numerous trees have been successfully planted in the Arc Tsaatsin Us area of the Tukhumiin Valley in Erdene soum. This project has been ongoing for five years. As of today, within the scope of this project, 66,857 trees have been planted on an area of 130,000 square meters affected by land degradation, creating one of the world's largest land art spaces. This contributes significantly to combating desertification and restoring the ecosystem in the Gobi region. Independent monitoring companies have highlighted that, compared to the period before tree planting, the vegetation cover has increased tenfold, according to NASA's MODIS, Sentinel-5p, and Sentinel-2 satellite studies. This area has become the largest in Dornogovi aimag for successfully planting and growing the highest number of trees in a single location. The "Shambala 2056" engineering settlement aims to plant an additional 100,000 trees between 2024 and 2026. According to Mongolia's desertification assessment, over 70-80 percent of the total land area of Dornogovi aimag has been affected by desertification and land degradation. This project was initially initiated by a young man named B. Shijirbat, who has a background in forestry engineering, as the "Memories of the Gobi" initiative. Since then, he has formed a team of numerous young people, continuing this significant development in the Gobi region.

Comprehensive Solution to Digital Health Transition

Published: 2024-12-26 | Translated from: montsame.mn

According to the international index of digital health, our country scored 2.9 out of 5. It was concluded that it's currently impossible to evaluate areas such as strategy-investment, workforce capacity, standard-compliance, and service-apps. Thus, there is a need to introduce solution technologies in these areas. The provinces leading in digital transition readiness are Khovd, Uvs, Zavkhan, Dornod, and Dornogovi. The Ministers of Digital Development and Health have met to discuss solutions that will enhance digital health transformation and deliver results to citizens. Minister of Digital Development Ts. Baatarkhuu stated, "The digital transition of healthcare is something everyone feels. Even a few minutes of lag can cause public discontent. We also have concerns about how to proceed with drug registration. Some countries have solved this issue using blockchain technology. With the most electronic systems present in the healthcare sector, integration is crucial." To ensure the implementation of the healthcare law, the ministers of Health and Digital Development plan to urgently update their joint order, as discussed by the task force during the meeting. The Ministry of Health will focus on collecting, processing, and utilizing necessary data for healthcare services. Currently, there are overlapping and unnecessary data, so we aim to collaborate with the Ministry of Digital Development to organize and secure this data, solving foundational issues. Health Minister T. Munkhsaikhan stated, "I support updating the joint regulation of the two ministers. We need solutions to make the digitalization of the healthcare sector felt by citizens and achieve tangible results. In a country like ours, where the population is dispersed, digitization is a practical solution. It would be meaningless to go digital but keep dual paper records. It’s important to comprehensively solve issues like differing appointment times through digital, phone, and in-person visits." Since the beginning of the year, seven business entities developing healthcare systems have configured 175 web services. Citizens can book appointments, write prescriptions, buy prescribed medicines, receive test results, view patient data from other hospitals, get insured services, and submit claims, all through the I-Mongolia platform. Additionally, all registered drug prescriptions in Mongolia have been digitized, with over 120 types of medication including usage instructions, contraindications, and side effects provided in audio explanation, sign language, and text format. Citizens can access medical service information via the I-Mongolia app, kiosks, mobile-based information services, or through FAST points. These points are located at the reception sections of the 1st and 3rd hospitals in the capital, as well as in the central hospitals of Zavkhan, Govi-Altai, and Arkhangai provinces. Specifically, the 1st hospital provided 40,510 services and the 3rd hospital 17,579, making a total of 58,089 services rendered.
