Honorable members of the State Great Khural,

It has been exactly a year since members of the State Great Khural took their oaths and began their duties. Now is the moment to reflect on what has been achieved and what mistakes have been made, as well as to thoughtfully and effectively prioritize future work.

During the one year of exercising the ninth mandate of the new parliament with 126 members, a total of 144 laws and 146 resolutions were enacted. During the 2025 Spring Regular Session alone, 66 laws and 59 resolutions were discussed and passed.

Dear citizens,
As the representative body of the people, the State Great Khural must always listen to its citizens. The foundation for decisions made by the highest state legislative organ to be accepted by the public is to feel and understand the trust, wishes, and aspirations of the people.

Therefore, as Speaker of the State Great Khural, I have made it a top priority to base the parliament on pluralism, transparency, openness, and to uphold the principles of person-centered understanding and consensus.

This State Great Khural, formed by five parties and coalitions, has further strengthened the foundation of parliamentary democracy, enhanced the institutional independence, decision-making capacity, and accountability mechanisms of the parliament as the true voice of the people. In doing so, we have ensured the real meaning of parliamentary governance in Mongolia.

This is not just a result of a single electoral cycle but represents the outcome of the joint efforts of the many Mongolian state and social institutions dedicated to the path of democracy.

In its strategic plan for 2024-2028 approved during the autumn session, the State Great Khural set forth the value of being transparent, open, inclusive, and ensuring citizen participation.

Additionally, the following legal policies were established as the basis for the “Three Perfections” of the legal environment:
- Person-centered law, where human rights and person-oriented principles are prioritized;
- Timely laws that meet the demands of rapid social development and are regulated without delay;
- Comprehensive and clear laws, making laws unambiguous and distinguishing between what is regulated by law and by rules.

The amendment to the Law on Legislation set the legal basis for shifting from state-centered to person-centered laws and for correcting administrative rules that exceed their legal bounds, as well as for ensuring proper legal and regulatory relations.

Specifically, administrative rules imposed under the guise of adopting regulations that infringe upon citizens' legal status set by law will no longer be allowed. Regulations may now only be approved to enforce laws or take organizational measures. In addition, adopting regulations outside the relevant authority will now be stopped.

Also, to eliminate serious violations of human rights, bureaucracy, corruption, and official misconduct, the State Great Khural passed a resolution instructing the government to review and clean up about 350 rules associated with various laws.

The start of the autumn session has been moved up to September 15, and the budget discussion procedure was expanded from four to five stages. Thus, a legal environment has been created for members of the State Great Khural to more seriously and broadly discuss budget proposals with their constituencies, professional organizations, and the public.

With the aim of making parliament more open and accessible to citizens, the "Open Parliament – 2025" program was launched. This program intends to involve students, young people, and veteran representatives in parliamentary activities, fostering intellectual exchange and the merging of new thinking with rich experience.

Alongside promoting the active involvement of both young and older generations in these programs, I would like to thank the staff of the Secretariat of the State Great Khural for their preparatory work in legislative processes.

Honorable lawmakers,
It feels as though it was only yesterday that we swore our oaths to serve our country. There is much work to be done and public expectations are high; we must work more effectively over the remaining three years.

In this new parliament, members distinguish themselves by their professional backgrounds and accumulated experience, and it was vital to bring a truly professional approach and atmosphere when addressing complex and specialized issues. Regulations now consider any draft laws and resolutions not discussed or passed by the previous parliament as returned to their submitters. This has called for members to delve deep into their work and rapidly begin fulfilling their roles.

Thus, as Speaker, within my legal prerogatives and considering the suggestions of members, I specifically entrusted and distributed assignments to some members, forming expert working groups. These working groups drafted legal and policy documents, gained in-depth understanding of the sectors, researched issues, collaborated with the government and relevant organizations, prepared laws for passage, and submitted their recommendations. I thank all members who led and participated in these productive groups.

Parliamentary working groups covered amendments to the Law on Legislation, Road Traffic Safety Law, Parliamentary Procedure Law, Agricultural Primary Law, and many others. Cooperation with relevant ministries and organizations led to draft laws relating to state and local property, improving media freedom, amending regulations on assemblies and demonstrations, and updating standards.

Furthermore, the group reviewing the 23-year-old Civil Code, which governs modern business and legal relations, proactively conducted large-scale research with over 40 researchers and legal experts to study its implementation.

I am confident that the results of this research will significantly contribute to the discussion of the yet-unpassed draft Commercial Law at its current stage.

The current financing method for healthcare services is based on quantity, which incentivizes hospitals primarily financially. This must fundamentally change. There is a need to establish a model that finances healthcare services based on quality. To this end, three working groups were set up to improve the quality and accessibility of healthcare services, optimize the health insurance system, and enhance the supervision and regulation of food and medicine. These groups have actively listened to sectoral specialists and analyzed the underlying issues, presenting their findings.

It is clear that all this involved many discussions, meetings, understanding, and significant expenditure of time and effort. For example, these healthcare-related working groups have held a total of 178 meetings and organized 46 public discussions and meetings during the spring session.

In particular, let me note the working groups dedicated to improving the legal framework of the civil service, updating tax legislation, refining the principle that the state does not compete with the private sector, accelerating the implementation of legal regulations for improving quality of life and population growth, developing laws on associations and funds, updating family legislation, and establishing legal regulations for whistleblowing.

To develop a high-productivity civil service requires active, mutual cooperation and understanding among all parties. To accelerate and drive this, a working group was created by order of the Speaker to develop recommendations for re-engineering government service processes, and a resolution was passed to provide unified understanding, methodologies, and leadership for organizing these processes.

The working group established at the State Great Khural on improving the legal environment for the public service should work openly and collaboratively with the government and submit draft legislation within the autumn session.

I would especially emphasize the need to reform the management and organization of state-owned enterprises, increase efficiency and transparency, reduce costs, accelerate privatization, and dissolution where needed. Working group leaders must focus on results and activate member participation. I also task the Secretariat with providing professional and methodological support to these groups.

Honorable members,
Inclusivity, ensuring citizen participation, and being accountable are among the core values of the State Great Khural. I urge you to actively explain and raise awareness of the laws passed during the break to your constituents, openly discuss draft and ongoing legislation with the public, and faithfully fulfill your noble duty to be their voice and representative.

To our esteemed Mongols living in the motherland and scattered all over the world, I extend my congratulations on the anniversaries of our First State’s 2234th year, the Great Mongol Empire’s 819th year, the 114th year of restored national freedom and independence, the 104th anniversary of the People’s Revolution, the 35th year of the Democratic Revolution, and our National Naadam Festival.

Prices of Consumer Goods and Services Increase by 8.2%

Regarding national inflation, the price of imported goods (excluding gasoline and fuel) had a 2.4 percentage point impact, and the price of domestic goods (excluding meat and solid fuel) had a 5 percentage point impact. Of the 8.2% inflation rate, 1.6 percentage points were due to price increases in the food, beverage, and water category, and 2 percentage points due to increases in housing, water, electricity, and fuel prices.

This is because China, which supplies the majority of processed products from these critical raw materials, has managed to establish itself as the central node of supply chains, creating a concentration of supply. Furthermore, China has used this advantage not only economically but also geopolitically, gaining the ability to exert influence on strategic sectors via the control of supply chains. The sectors reliant on rare earth elements and critical mineral reserves include high-tech products, renewable energy technologies, and defense systems.

These market and geopolitical factors have further highlighted the value of the Caucasus and Central Asia—or the CAMCA region. In other words, this region, rich in mineral resources and favorable in terms of logistics and transport conditions, is seen internationally as capable of playing a certain role in diversifying and decentralizing supply. In the current geopolitical climate, with growing attention to the vulnerability of strategic mineral markets, the Caucasus, Central Asia, and Ukraine are emerging as key regions to meet the US and global strategic mineral needs.

Of the 10 CAMCA region countries—Afghanistan, Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan, Turkmenistan, and Uzbekistan—some have relatively well-developed mining sectors, while others posses the potential for future growth. For example, as Ainur Kapparova, Director of the Mining Project Management Office at AIFC, noted, over 90% of Kazakhstan's territory remains unexplored and its resources not fully identified, similar to Mongolia. Nevertheless, Kazakhstan has pulled ahead of Mongolia in terms of policy stability, a favorable investment climate, and speed. For example, while in the 1990s Kazakhstan and Mongolia started uranium mining at the same time, Kazakhstan has now become a major global supplier. Today, every other investor coming to Kazakhstan is investing in mining, with most focusing on critical minerals, Kapparova highlighted. Exploration is being undertaken by major companies from Turkey, Australia, South Korea, and the USA.

Every country has its own way of defining critical minerals, which has become a central issue in global development. Mongolia refers to these as "critical minerals" and is developing a list of what is included. Kazakhstan has included rare earth elements, copper, gold, and silver in its list, but not uranium—following a similar stance as the USA, as noted by A. Manduul, Adviser to the Chief of Cabinet Secretariat of the Government of Mongolia. He chaired the forum's discussion on "Critical Minerals: CAMCA's Strategic Advantages." Manduul also stated that, for Mongolia, uranium cannot help but be defined as a strategic critical mineral, as the country is striving to produce energy with zero carbon emissions, use electric vehicles, and revive or build new nuclear power plants as part of the global effort against warming. The main supply concern is the scarcity of ready-to-extract reserves. Therefore, the development of uranium exploration and mining has become essential. Furthermore, global uranium prices have doubled over the past two years, reflecting the surge in demand. For this reason, Meleard highlighted that the Züvch-Ovoo Project is an important and timely initiative. Orano Group is also active in Kazakhstan, so there is regional sharing of knowledge, technology, and experience, with insights being delivered from Central Asian projects to Mongolia.

It is crucial for any country to establish more such investment agreements and implement multiple projects, especially considering that starting a mining or critical minerals development project usually takes at least 15–20 years. Thus, policy stability is of paramount importance, as Enkhtur L., Investment Director of MCS Investment, noted. In addition to government policy stability, support and initiatives are also essential, as was touched upon during the forum. Many issues can be addressed regarding critical minerals. For Mongolia, which is only starting to define its policies, public support is a particular challenge.
