G.Zandanshatar: The Tavan Tolgoi Mine Belongs to the People, Not a Place for Corruption or Graft
Published: 2025-07-21 | Translated from: unuudur.mn
At a government meeting, a special three-month regime was established for “Erdenes Tavan Tolgoi” JSC, and U. Byambasuren, Deputy Chief of Cabinet Secretariat and Chairman of the Board of Directors of the company, was appointed as the head of the Government’s Special Plenipotentiary Representative team on the 9th of this month. This decision was made to intensify domestic economic growth, increase foreign currency inflows and reserves, and ensure the implementation of the National Wealth Fund law. The aim is to improve the coal transportation and border crossing processes, inter-sectoral coordination, prevent potential risks, and rapidly address pressing issues facing the company.
In line with this, Prime Minister G. Zandanshatar recently visited "Erdenes Tavan Tolgoi" JSC’s branch mines and border stations, reviewing company projects, the organization of the Gashuunsukhait border port in Umnugovi province, coal transportation, and the progress of the railway connecting the border. He visited the mine, railway transportation, the Tavan Tolgoi Coal Logistics Center (TCLTC), and temporary loading sites, instructing a detailed check of each contract and its performance signed by the company. He ordered that any discovered violations be reported to the relevant legal authorities for investigation. During the visit, U. Byambasuren, head of the Special Plenipotentiary Representative team, briefed the ministers in detail about the current situation.
During this special regime, their primary focus is to improve extraction, transportation, and sales of coal. They particularly emphasized that activating exchange trading will increase auto transportation, enable direct sales to end-users in China, and reduce the state’s dividend debts. According to preliminary estimates, comprehensive projects based on the Gashuunsukhait-Gantsmod border ports could double exports, increase the economy by 1.8-3.2%, create more than 5,000 jobs, and generate an average annual profit of 876.5 billion MNT. As of last Tuesday, 7.1 trillion MNT had been spent on the implementation of projects worth a total of 9.3 trillion MNT. Compared to the same period last year, coal sales at the mine mouth fell by 10%, auction/exchange sales dropped by 61%, and the company's total coal exports decreased by 71%, causing serious difficulties.
In summary, their goal is to increase coal transportation, activate exchange trading, sell directly to end-users, and increase national budget revenues, which was presented to Prime Minister G. Zandanshatar and the officials. The officials were tasked to develop and present practical, data-supported proposals to address difficulties in auction-based sales within two weeks. They also highlighted the need to anticipate market risks, ensure the possibility to supply products to end-users, build warehouses in China, improve transport logistics, and enhance the operations and management of "Gashuunsukhait Auto Road" company.
It was emphasized that it's necessary to work together with relevant parties to address any issues arising from increasing coal sales via the Khangi-Mandal border port and implement timely solutions, reduce costs, increase efficiency by up to 30%, and adopt cost-saving modes. By formulating well-justified proposals for a compact, skilled workforce and optimal company governance, they are to report by the 10th of next month. To reduce mining costs, it was instructed to start the underground mine, and accelerate preparations for the "Coal-Chemical Complex" and "Production and Technology Park," which are part of the government's 14 mega-projects.
Additionally, there are issues with the Tavan Tolgoi Coal Logistics Center, which had planned to handle 10 million tons this year but has loaded only 145,000 tons so far. These issues are currently being investigated by the Anti-Corruption Agency. Some equipment at this center, put into operation in 2024, has broken down, making it impossible to transport or load the planned amount of coal. Hence, a proper investigation is warranted. After a Q&A session and receiving instructions, officials visited the open-pit Tavan Tolgoi mine, where tiered excavation and heavy-duty trucks are everywhere. This vast deposit is often referred to as Mongolia’s “cash cow.” The country’s economy depends heavily on raw material exports, with coal being a major source of foreign currency. In 2023, the mining sector accounted for 25% of GDP and 90% of export earnings, with coal making up over 50% of total exports. However, instability in international market prices, transportation and logistics obstacles, and border issues lead to inconsistent exports and economic volatility. Coal exports thus directly impact the nation’s income, currency stability, and budget revenues, maintaining its status as a strategic sector.
After inspecting the TCLTC, temporary loading sites, the Tavan Tolgoi station, and coal processing facilities, Prime Minister G. Zandanshatar stated, “The Erdenes Tavan Tolgoi mine must remain a people's asset, not a pit for corruption and graft. This company is strategically significant for Mongolia and is owned by citizens through 1,072 shares each. However, corruption risks have arisen, and the people's asset faces being turned into a source of group interests. That's why a state of emergency and a plenipotentiary representative have been appointed for the company. With regard to coal-related illegal activities, three Anti-Corruption Agency representatives have been assigned to ensure legal resolution. All these aim to improve company governance and establish fairness and transparency. As a result, coal exports and sales are expected to increase, and construction activities to intensify. Coal export volumes are forecast to double in the next two years, with supervision by law enforcement bodies. Numerous inefficient, unfair, and financially undisciplined issues have been identified, so costs must be reduced by 50%, and unstarted projects and programs suspended.”
He also gave instructions to the respective ministers to remove obstacles to increasing coal exports, as well as barriers at the coal receiving center and processing plant. He pointed out that lack of inter-ministry and sectoral coordination generates excessive costs. For example, building the processing plant 12 km from the mine led to significant losses and excess expenditure. Therefore, a three-month task has been set to shift to healthy governance and efficient operations, establishing a Special Plenipotentiary Council comprising representatives from all sectors, as mentioned earlier. With this, existing obstacles can be overcome, expected to further increase coal exports. Once the planned measures are implemented, income and sales are projected to grow by 23% each, and exports by 13%. "Erdenes Tavan Tolgoi" JSC has an area of 68,000 hectares and holds eight operational licenses. To date, 165 million tons of coal have been mined from an area of 1,500 hectares, which is less than 2% of the total geological reserves. The east mine has a reserve for 43 years, the west mine for 53 years.
U. Byambasuren, head of the Special Plenipotentiary team, stated: “Recently, coal prices in the international market have fallen, posing risks for Mongolia’s export revenues. Hence, the government has issued a resolution to address this, with three main tasks and ten directions planned to improve extraction, transportation, and sales. As a result, coal export volumes and economic growth are expected to increase.” O. Batchuluun, Director of "Mongolian Railway" JSC, said: “We have signed a long-term agreement with China Energy for coal transportation. Since June 22, 2025, we started the first shipments, aiming for daily transport of 36,000 tons of coal. Even though the Gashuunsukhait-Tavan Tolgoi railway was built, it hasn’t been fully utilized until now. With regular transport operations, investment returns will improve and it will help stabilize exchange rates.”
The three-month special regime for Tavan Tolgoi mine aims to enforce strict state oversight and discipline, to make it a transparent, open, and efficient company. Complete measures are being launched to improve extraction, transportation, sales systems, and to establish a competitive and stable export policy on the international market.
Temuulen Erdenebat and Sanjaachoypel Tserenpuntsag Arrested Yesterday
Published: 2025-07-21 | Translated from: unuudur.mn
Temuulen Erdenebat, son of B. Erdenebat, founder of "Erel" LLC, and Sanjaachoypel Ts., son of former Member of Parliament Ts. Tserenpuntsag, inflicted serious bodily injury on another person while under the influence of alcohol and narcotics. According to a certain source, three types of narcotics were reportedly found in the systems of Temuulen Erdenebat and Sanjaachoypel. The incident took place at around 3:45 AM on the night of July 18-19 this month, and it was captured on a surveillance camera.
Numerous reports about this case have spread online. For example, one false rumor circulating claims that there was a brawl involving 40 or 50 people, rather than just one person being assaulted. However, the victim’s sister posted a video of the incident on her social media and wrote the following:
“Is there any guarantee of safety for life in Mongolia? At around 3:30 AM on the night of July 18, 2025, while my brother was standing outside Cante club talking on the phone, Parliament member Tserenpuntsag’s son Sanjaachoypel was the first to attack, hitting him in the head and knocking him down. Then Temuulen, son of Erel’s Erdenebat, along with two other young men (who are currently being sought), joined in as a group to beat him up. According to Article 3.7 of Mongolia’s Criminal Law, 'If a crime is intentionally committed by two or more persons jointly, it shall be considered group perpetration.' Article 6.4 states, 'Committing a crime while intoxicated or under the influence of drugs does not exempt one from criminal responsibility.' Nevertheless, some writers exaggerate a group attack on one person as if it were a 40-50 people brawl, but this is not the case. Also, the video clearly shows that my brother did not provoke any argument. His friends who were with him separated them, and it should not be described as a fight involving 40-50 people. Regardless of any reason for a dispute, group assault is itself a criminal act. Let’s stay realistic! The main issue is: why was he attacked when he was just standing there? Is this right? Should we live in a society where a citizen of Mongolia can just be hit while standing on the street? Now the other side is beginning their tactic of shifting blame to us. It’s unacceptable that after they attacked a person first, all four of them surrounded him and beat him in the face and eyes—his most vital organs—causing serious health injury, and then try to avoid legal consequences. The law of Mongolia must be applied equally to everyone. Those who inflicted severe injury by attacking as a group must be held legally accountable! The Mongolian public is watching to see how the police and courts will decide this truthfully! I also request state police protection for my injured brother.”
The above-mentioned suspects were detained yesterday by court order. Specifically, Temuulen Erdenebat was arrested at 9:40 PM on July 20, 2025, and Sanjaachoypel Tserenpuntsag was arrested as a suspect at 10:00 PM the same night.

Let Us Demand Responsibility from the Heads of 'ETT' Who Caused the Export Stagnation!
Published: 2025-07-21 | Translated from: news.mn
Prime Minister G. Zandanshatar visited the branch mine of "Erdenes Tavantolgoi" JSC during the weekend and instructed that every single contract made with the company be recalled, with detailed inspections of their fulfillment, implementation, and the responsibilities and obligations of the parties involved. He also ordered that, if violations or illegal activities are discovered, the findings should be forwarded to the relevant legal authorities for investigation.
In essence, Erdenes Tavantolgoi JSC is Mongolia’s leading coal export company. Not only does Mongolia’s export revenue depend on how much coal this company sells to the southern neighbor, but every citizen of Mongolia owns 1,072 shares in the company, affecting whether they will receive dividends at the end of the year. Therefore, Prime Minister G. Zandanshatar stated that the Erdenes Tavantolgoi mine should belong to the people—not serve as a mine for corruption and shady deals. He gave orders on site, such as reducing costs by 50%, freezing unimplemented projects, and addressing the many inefficient, unfair, and undisciplined issues that had become apparent.
Erdenes Tavantolgoi JSC has an area of 68,000 hectares and holds eight mining licenses. As of today, 165 million tons of coal have been extracted from 1,500 hectares, representing less than two percent of the total geological reserve. The eastern mine has a reserve for 43 years, and the western mine for 53 years.
If we speak of corruption within the circle, the issues of corruption, collusion, and illegal dealings surrounding Erdenes Tavantolgoi JSC are like an endless ocean. The main concern is that, as with many other highly publicized cases, responsibility is often not assigned and the issues simply dissipate. Instead of just discussing the existence of illegal acts and theft, it is crucial that law enforcement and judicial bodies independently and swiftly hold the officials who embezzled state assets and wasted taxpayers’ money accountable. It is time to change the situation where the issues involving politicians, and their subordinate and assistant managers who squander state assets, just get covered up at the judicial authorities. The new head of government has stated that he will pay special attention to this matter. If effective results are achieved from the beginning in addressing the suspicions surrounding Erdenes Tavantolgoi JSC, there may be no gap between statements and actions.
For instance, although the company plans to ship 10 million tons of coal in 2025, only 145,000 tons have been shipped so far. Some equipment at the center, which was commissioned in 2024, has broken down, making it impossible to transport or load coal as planned. It is necessary to thoroughly check whether the shortfall in coal deliveries is really due to a few equipment failures or if there are other interests at play.
In any case, the Independent Authority Against Corruption (IAAC) has assigned three representatives, and it has been deemed appropriate for the individuals responsible for these agreements to be investigated by law enforcement. Also, building the enrichment plant 12 km away from the mine has resulted in huge losses and extra costs. Therefore, a three-month period was set to transition to an efficient and effective governance system, and a Plenipotentiary Council comprising representatives of various sectors was established. Prime Minister G. Zandanshatar stated that this would remove obstacles to coal exports and increase exports without bureaucratic delays.
In connection with the situation at the company, the government, on the 7th of this month, decided to impose a special regime on the company for three months and appointed a Plenipotentiary Council. Deputy Chief of the Cabinet Secretariat U. Byambasuren, the head of the Plenipotentiary team, mentioned that, by implementing the aforementioned measures, income and sales were estimated to increase by 23%, and exports by 13%. In other words, U. Byambasuren will be evaluated on his words and actions reported on October 7th.
Mongolia’s economic growth was 7.4% in 2023, 4.9% in 2024, but decreased to 2.4% in the first quarter of 2025. Total exports in the first five months of 2025 reached $5.4 billion, down by 15% or $931 million compared to the same period of the previous year; total budget revenue in the first five months of 2025 was 11.4 trillion tugriks, down by 11% or 1.3 trillion tugriks. In particular, the price of coal, the main export product, averaged $72 in the first five months of 2025, about 40% less than in the same period of the previous year, signaling a red light for Mongolia’s economy, which is overly dependent on mining. Thus, macroeconomic indicators have turned negative compared to optimistic forecasts, with a decrease in export budget revenue and economic growth, leading the government to revise the 2025 budget, reduce expenditures by 2.3 trillion tugriks, and set the budget deficit at 1.8 trillion tugriks.
If obstacles and bureaucratic issues hindering coal exports are not quickly removed and the export volume adjusted, the national budget may fall further in autumn, and the budget could need another revision, with the likelihood of the economy worsening. Although the Prime Minister has given instructions to increase coal exports by 50%, achieving this goal is not easy. This is because we sell our coal primarily to China. If the buyer has demand, they will buy; otherwise, no matter how much the officials instruct, it will have little effect. Whether economic laws of supply and demand apply, or if it is dictated by officials with vested interests, will be seen during this period.
If China’s coal consumption decreases and warehouses near border posts are full of coal, we have no choice. But if coal exports have been hindered by officials prioritizing their personal interests over national interests, then in these three months, the regulatory bottleneck on coal exports should be removed. Let’s see what outcomes emerge.

All Contracts Concluded by "Erdenes Tavantolgoi" JSC Will Be Inspected
Published: 2025-07-21 | Translated from: itoim.mn
Prime Minister of Mongolia, G. Zandanshatar, visited the branch mine of "Erdenes Tavantolgoi" JSC during the past weekend and instructed that every contract the company has entered into must be reviewed and thoroughly examined for fulfillment, performance, and the responsibilities of each party. If any violations or illegalities are found, he ordered that the conclusions be forwarded to the relevant legal authorities for further investigation.
Furthermore, an issue that occurred at the Tavantolgoi coal loading logistics center, which has only shipped 145,000 tons out of the planned 10 million tons for 2025, will also be investigated by the Anti-Corruption Agency. Some equipment at this center, commissioned in 2024, has broken down, making it impossible to transport and load the scheduled amount of coal. Therefore, the Anti-Corruption Agency has appointed three representatives to scrutinize those responsible for the contracts and the related work through legal oversight bodies.
Prime Minister Zandanshatar emphasized that the "Erdenes Tavantolgoi" mine should be owned by the people, and not be a venue for corruption and exploitation. He noted that during his practical inspection, he identified numerous inefficient, unfair, and undisciplined issues. As a result, he gave instructions to reduce costs by 50% and to halt all projects and programs that have yet to commence implementation.
He also directed the relevant ministers to increase coal exports and solve the obstacles in coal uptake centers and processing plants. Due to the lack of coordination between ministries and industries, a lot of unnecessary expenses have been incurred. For example, the coal beneficiation plant was built 12 km from the mine, causing significant losses and additional costs. Therefore, a three-month mandate was issued to transition to governance that is healthy and efficient, and a Plenipotentiary Representatives Council, including sector representatives, was established. It is anticipated that this will remove bottlenecks in coal exports and increase exports without bureaucratic hurdles. The Prime Minister warned that, to increase exports by 50% in a short time, it is necessary to work as one team, united in direction and spirit.
Due to the situation at "Erdenes Tavantolgoi" JSC, the government established a special regime at the company for three months and appointed a Plenipotentiary Representatives Council by a government resolution on the 7th of this month. During the special regime, the head of the representatives’ team, Deputy Chief of the Cabinet Secretariat U. Byambasuren, outlined planned activities to improve mining, sales, and transportation. After implementing the relevant measures, income and sales are expected to increase by 23%, and exports by 13%.
"Erdenes Tavantolgoi" JSC covers an area of 68,000 hectares and holds eight special mining licenses. As of today, 165 million tons of coal have been extracted from 1,500 hectares, which is less than 2% of the total geological reserves. The eastern mine has reserves for 43 years, and the western mine for 53 years.
After visiting the mine, Prime Minister Zandanshatar gave the government’s plenipotentiary team the following duties, including but not limited to:
- Submitting realistic, data-backed proposals within two weeks on resolving short-term difficulties in marketing mining products, especially coal, through exchanges;
- Anticipating and reducing market risks, finding ways to deliver products directly to end users, building storage facilities in China, and improving transport logistics—particularly by enhancing the management and operations of “Gashuunsukhait Auto Road” to meet required road standards;
- Optimizing coal transport operations, increasing rail coal shipments to reduce costs, boosting sales through the Khangi-Mandal border checkpoint, and collaborating with relevant parties to solve issues as they arise;
- Identifying and cutting unnecessary and avoidable expenses, increasing operational efficiency by up to 30%, prioritizing investment projects, and shifting ongoing projects to a savings mode;
- Streamlining and clarifying company structure, conducting workplace attestation to create a lean and competent organization, preparing data-driven proposals on governance improvements by the 10th of next month, and ensuring that regular engineers and technical staff who are dedicated to their work are not negatively affected;
- Assessing the current state of production technology, stopping selective mining operations that have been criticized for years, clearly defining and beginning the implementation of policies for the adoption of leading global green, safe, efficient, and smart technologies. Also, developing a detailed plan and taking practical steps to start underground mining operations to reduce extraction costs;
- Increasing company value, adding value through further processing, creating value for the private sector, and expediting the preparatory work for establishing the “Coal-Chemical Complex” Industrial Technology Park, one of the government’s 14 mega projects.
These tasks were assigned with an expectation of concrete results.

Published: 2025-07-21 | Translated from: montsame.mn
President Ukhnaa Khurelsukh's state visit to the Kyrgyz Republic continues. The two countries’ presidents held official talks and briefed representatives of their national media. The following are highlights from the leaders' speeches.
PRESIDENT OF MONGOLIA, UKHNAA KHURELSUKH:
Distinguished President, esteemed members of the press,
I extend my greetings to you all. At the invitation of President Sadyr Japarov of the Kyrgyz Republic, I am undertaking a state visit to this Central Asian country, rich with history, culture, and the scenic beauty of the Tien Shan mountains and Issyk-Kul Lake. I am pleased to witness the rapid development of your beautiful country under your esteemed leadership, as well as the life, traditions, and culture of the friendly Kyrgyz people.
I sincerely thank the government and the people of the Kyrgyz Republic for their warm reception. This visit is a significant contribution to the deepening friendship and cooperation between our peoples, who share strong ties of nomadic heritage and historical values, strengthening the traditional relationship and advancing cooperation between our countries.
I would like to note that President Sadyr Japarov’s first state visit to Mongolia in 2023 was fruitful, significantly contributing to elevating our bilateral relations to a new level. The mutual state visits in such a short period reflect our strong commitment to deepening cooperation.
During this visit, we made the historic decision to upgrade our friendly relations to a “Comprehensive Partnership.” Today, we reviewed over 30 years of achievements in our relationship and the progress on agreements between our heads of state, and identified new economic priorities for years to come.
During your visit in 2023, we laid the foundation for cooperation in areas such as the economy, agriculture, environment, and plant quarantine, and signed several intergovernmental and interagency agreements. This time, we signed a Joint Declaration on Establishing a Comprehensive Partnership between Mongolia and the Kyrgyz Republic. Additional documents were signed to expand cooperation in law, agriculture, culture, education, science, and digital transformation.
Distinguished President, I commend your contribution and efforts in advancing Mongolia-Kyrgyz cooperation. It is gratifying to see our agreed projects becoming a reality. We are focusing on strengthening economic ties and increasing trade. As agreed, we have finalized international veterinary certificates for exporting Mongolian meat and products to Kyrgyzstan and importing fish and related products from Kyrgyzstan.
Under the "White Gold" initiative of the President of Mongolia, we have agreed to link Mongolian wool and cashmere with Kyrgyz cotton and textile industries to produce knitwear and textiles recognized in both countries and globally, and jointly implement projects symbolizing our partnership.
Mongolia, with over 80 million head of livestock and a capacity to process 20 million annually, will also collaborate on livestock breeding and begin supplying yaks and goats to Kyrgyzstan. We agreed to expand cooperation in transport, particularly by creating new trade routes and corridors, such as the Bishkek-Ürümqi-Ulaanbaatar corridor.
Cultural cooperation has always been a "bridge" connecting our peoples. Our countries signed agreements on cooperation in culture and between institutes of history and archaeology. For the first time, Mongolia’s National Art Theatre performed in Kyrgyzstan, delighting Kyrgyz friends with Mongolian melodies, creating memorable moments.
We have also agreed to deepen cooperation in education, culture, science, and tourism. From this academic year, students will study Mongolian and Kyrgyz languages on government scholarships. Based on previous agreements, we successfully organized Mongolia-Kyrgyzstan Tourism Forums in Ulaanbaatar and Bishkek in 2024 and 2025. During this visit, a business forum, a Morin Khuur exhibition, and a photo exhibition were organized, strengthening business links and mutual promotion of our countries, and supporting nomadic culture-based tourism.
I thank the Kyrgyz side for its support of Mongolian businesses operating in Kyrgyzstan and invite Kyrgyz citizens to visit our country widely. Health cooperation is also important; it is pleasant to hear that Mongolian cosmetics and pharmaceuticals are already known in Kyrgyzstan. We will cooperate further, offering training and experience exchange for Kyrgyz health professionals.
We signed a memorandum on cooperation in digital development and innovation, agreeing to work together on e-government, IT, and cybersecurity.
We also established documents to promote sister-city and regional partnerships. Both nations confirmed their intent to contribute jointly to fighting climate change and environmental protection, aligning Mongolia’s "Billion Tree" movement with Kyrgyzstan’s "Green Heritage" initiative. Additionally, a "Mongolia-Kyrgyz Friendship Park" will be established in Mongolia.
Both countries reaffirmed their commitment to strengthen cooperation within the UN and other international organizations.
Distinguished President, it is gratifying to open a new chapter in the Mongolia-Kyrgyz relationship, enriching our traditional friendship and elevating it to a Comprehensive Partnership. I am confident that our ongoing efforts and agreements will yield results for the prosperity and well-being of our peoples, and that our friendship will endure in perpetuity. Thank you for your attention.
PRESIDENT OF THE KYRGYZ REPUBLIC, SADYR JAPAROV:
Distinguished President Ukhnaa Khurelsukh, members of the media, ladies and gentlemen,
Today marks a significant, historic event in Kyrgyz-Mongolian relations. I am delighted to welcome my dear friend, the esteemed President of Mongolia, on his first state visit to our country. This historic event demonstrates our mutual determination to further expand our relations.
The people of Kyrgyzstan and Mongolia are connected by strong historical and cultural roots and shared nomadic values, which define the quality of our relationship. In recent years, our cooperation has reached a new level, marked by mutual trust, respect, and support.
Today’s discussions with the President of Mongolia took place in an open, friendly, and businesslike atmosphere. We exchanged detailed views on political, economic, investment, cultural, humanitarian, and other topics.
President Khurelsukh and I signed a Joint Declaration on the establishment of a “Comprehensive Partnership” between Kyrgyzstan and Mongolia. Our collaboration, based on solid friendship, will now progress to a new level of Comprehensive Partnership.
We emphasized the importance of regular high-level visits and developing parliamentary and interagency cooperation, underlining the vital role of parliamentary dialogue as a mechanism of cooperation.
We are fully aligned on intensifying economic relations, increasing trade turnover, and creating a favorable environment for business and investment. To achieve substantial results, we successfully held a Business Forum, recognizing the need for direct business links and for expanding economic cooperation.
We discussed the development of transport, especially logistics, and the opening of transport corridors. Creating new, globally competitive transport routes with our participation is of utmost importance.
We agreed on mutual interest in developing cooperation in the mining sector, sharing project implementation experiences and aiming for concrete results.
We will focus on enhancing academic and scientific exchanges, implementing joint educational programs, and strengthening ties between universities and research institutions. It is also crucial to support the creativity of young people and promote projects aimed at preserving historical and cultural heritage and promoting shared values among our peoples.
During the talks, we exchanged views on international and regional matters and confirmed our support for each other and for expanding cooperation with international organizations. As a full member of the Eurasian Economic Union (EAEU), Kyrgyzstan expressed support for Mongolia’s economic integration and cooperation with the EAEU. We view the recent Mongolia-EAEU temporary free trade agreement as an important development creating new economic opportunities.
We are committed to strengthening our multifaceted cooperation and have many projects and plans for advancing our mutual interests. Signing multiple agreements today provides the solid foundation needed to further strengthen the friendship and cooperation between our peoples.
President Khurelsukh’s state visit has become a powerful symbol of continued and expanding cooperation between our two countries, founded on mutual friendship, respect, and the interests of our peoples. May our partnership continue to flourish. Thank you for your attention.

The State Visit of Japanese Emperor Naruhito and Empress Masako Concludes
Published: 2025-07-21 | Translated from: unuudur.mn
At the invitation of President U. Khurelsukh, His Majesty Emperor Naruhito of Japan and Her Majesty Empress Masako made a state visit to our country from the 6th to the 13th of this month. They were honored guests at the National Naadam Festival, participated in the opening ceremony, observed the soyolon (two-year-old horse) race at Khui Doloon Khudag, and visited the archery and knuckle-bone shooting arenas. During these events, Their Majesties greeted festival participants, participated in knuckle-bone shooting, and showed their respect.
Historians have described this visit as a historic event that further deepened the special strategic partnership for “people-centered” peace and prosperity with Japan, a country sharing common values under Mongolia’s "third neighbor" policy. It has significantly contributed to expanding friendly relations and cooperation and strengthening the friendship and camaraderie of both nations’ people.
President U. Khurelsukh and his wife L. Bolortsetseg hosted a state banquet in honor of the Emperor and Empress of Japan on the evening of July 8. During the event, His Majesty the Emperor performed "Mongolian Melody" and the famous Japanese piece "Hamabe no Uta" together with artists from Mongolia’s Philharmonic Morin Khuur Ensemble. Both President Khurelsukh and Emperor Naruhito gave remarks during the banquet.
President Khurelsukh highlighted that "the first state visit by the glorious Emperor and Empress of Japan to Mongolia will be recorded in golden letters in the history of our two countries’ friendly relations based on common values and mutual trust, further strengthening the bond and friendship between our peoples, and inspiring the youth and future generations to foster light of friendship."
In his remarks, Emperor Naruhito expressed heartfelt gratitude to the President, First Lady, and the people of Mongolia. He recalled his first visit to Mongolia in 2007 as Crown Prince, which left a profound impression on him and remains cherished. He also said, "It is significant that, on the President’s initiative, the United Nations General Assembly supported declaring July 11, the opening day of the Naadam Festival, as World Horse Day. It is apparent that Mongolian society is more vibrant than before, coinciding with economic growth. During my previous visit, I stated that our bilateral relations had not yet reached their peak. For example, in 2007 about 1,100 Mongolian students studied in Japan; now, that number has quadrupled over the past two decades."
Japan has a longstanding history of providing significant investment, donations, and aid to Mongolia’s education, environment, and social sectors. For instance, from 2017 to 2021, a project to improve the buildings and infrastructure of Ulaanbaatar’s primary and secondary schools was implemented. New buildings were constructed for schools No. 149 and 75 in Chingeltei and Khan-Uul districts, and expansions were made to schools No. 109 and 53 in Nalaikh and Bayanzurkh districts. On July 9, the Emperor and Empress visited School No. 149, which was designed to be accessible to people with disabilities and resilient to eight-magnitude earthquakes, allowing it to serve as a temporary shelter in emergencies.
Following this, the Emperor visited the Mongol Koosen Technology College, which models its curriculum after Japan’s "Kosen" colleges, introducing know-how in technology, engineering education, research, and industrial production.
On the second day of the Naadam Festival, the Emperor and Empress visited Hustai National Park, where they admired the natural scenery and encountered rare wildlife — a highlight of the visit. The Emperor named a newly born takhi (Przewalski’s horse) foal "Tomo," meaning friend, and Empress Masako named another "Ai," meaning love.
The first state visit of His Majesty Emperor Naruhito and Her Majesty Empress Masako of Japan, invited by President U. Khurelsukh, concluded on July 13. President Khurelsukh and his wife saw off the distinguished guests from their residence at the Ikh Tengeri Complex. At Chinggis Khaan International Airport, Foreign Minister B. Battsetseg and other officials bid farewell to the delegation.

From 2030.06.01, Mechanized Vehicles with Right-Hand Steering Will Not Be Allowed on the Roads
Published: 2025-07-21 | Translated from: gogo.mn
At the Spring Session of the State Great Khural (Parliament) held on the 4th of this month, an amendment to the law on reducing traffic congestion in the capital, Ulaanbaatar, and converting ger districts into apartment districts was passed.
The Governor of the city, Kh. Nyambaatar, submitted the draft law.
According to this law, starting from June 1, 2030, the import of mechanized vehicles with right-hand steering into the territory of Mongolia for the purpose of participating in road traffic will be restricted.
In the parliamentary session, MP A. Ariunzaya stated, “Citizens might say they did not know or did not hear about this. We are about to pass this provision right now. This is the right thing to do. Previously, when D. Sumiyabazar was the city governor, attempts were made to implement this decision, but due to public opposition it was postponed.”
Currently, 64.4% of registered auto vehicles in Mongolia, or 689,842 vehicles, have right-hand steering. This is considered a concerning figure for road safety. According to a study of imported vehicles over the past five years, more than 70% have had right-hand steering. It is projected that by 2030, 90% of vehicles in Mongolia will have the steering wheel on the wrong side.
While participating in the parliamentary session, Governor Kh. Nyambaatar also stated, “Before having their vehicles inspected, drivers temporarily install carbon canisters costing 100,000 MNT in their cars. This has become an illegal business. Therefore, I have sent an official letter to the Minister of Road and Transport Development. The canisters will be serialized, and the vehicle’s chassis number will be engraved on them.”

Citizens Outraged Over Proposal to Double Cigarette Prices
Published: 2025-07-21 | Translated from: news.mn
After members of parliament proposed to sharply double the excise tax on cigarettes each year, public outrage and harsh criticism erupted on social media. At a time when the economic situation is difficult, many people see this decision, which once again targets citizens’ pockets, as unfair and adding to their burdens. Citizens have said that if the government transparently reported how tax revenues are used, opposition would decrease.
“If they could convincingly show that the money is being spent on good things like health care, children's education, and hospital accessibility, people would accept it more. Right now, it just feels like they're reaching into our pockets.” — S. Otgonchimeg, retired teacher
Citizens are opposing the parliamentarians’ plan to increase cigarette prices by 100% every year. They hope lawmakers will listen to the voice of the people and have submitted their opinions for public discussion of the bill.
“They keep saying we should quit smoking, but it’s not such an easy thing to do. They talk as if raising taxes is the right answer. But can we really quit smoking just like that tomorrow? It’s not easy to suddenly give up something you’ve used for ten years. In fact, people will just start looking for cheaper, illegal cigarettes. In the end, this decision seems to care more about tax revenue than about people’s health.” – Driver B. Enkhamgalan
“We are always the ones hurt by low income. It’s poor people who smoke, who get stressed, who try to calm themselves down. Now this group will be under more pressure. Rich people will just buy expensive cigarettes without caring. So it’s unfair. Frankly, this is just another way for those who can’t govern properly to interfere with people’s consumption.” – Accountant N. Odontuya
“No one will quit smoking just because prices go up. Now, a pack costs 5 to 10 thousand tugriks, but young people still buy them every day. So clearly, usage won’t decrease. Instead, people will just suffer more and be at greater risk of turning to fake products. Instead, they should have made counseling and services for quitting smoking free.” – Student S. Tengis
Many citizens believe the government should provide real opportunities to quit smoking, not just push people through taxes.
“At least introduce free counseling, treatment, and psychological support for quitting smoking at health centers. Even if someone wants to quit, it’s difficult without support. Build the support system before raising taxes.” – B. Altanshagai, teacher
Many also say that combating counterfeit and illegal products is more important than raising taxes.
“When a pack reaches 12-13 thousand, people will obviously turn to illegal cigarettes. The most dangerous thing is that counterfeit cigarettes will be even more harmful to health. So first, the control and accountability system needs to be improved.” — E. Delgermaa, doctor
Many people see it as unfair to put the tax burden solely on ordinary consumers during tough economic times.
“Improve the regulations for large business sectors, license holders, and high-profit companies. It’s not right to make the state budget entirely at the expense of ordinary consumers.” — G. Bayarkhuu, economist
Some citizens suggest that education and information are the strongest ways to keep the younger generation from starting to smoke.
“Schools need proper awareness programs. Information that clearly shows real-life examples and the consequences of smoking will change the future. Just saying ‘don’t smoke’ isn’t enough.” — N. Naranzul, student
State policymakers need to note that citizens are not only expressing opposition, but also calling for smarter, longer-term, and more effective solutions. Taxation is merely a tool, not the goal. Thus, the best way forward is to listen to public opinion and implement a variety of multi-faceted measures.
If the price of cigarettes is increased tenfold, will the "black market" for narcotics flourish? Is this a real danger or an overly dramatic portrayal? There is speculation that if cigarette prices become extremely high, illegal trading and the black market will rise considerably. But is this concern based in reality?
What is the "black market for tobacco" and why might it become a problem?
Illegal cigarette trade means:
- Cigarettes that enter the country bypassing customs controls (counterfeit and unregistered products).
- Products sold illegally without paying excise tax.
According to global experience, when cigarette taxes become too high, illegal trading increases. For example, when the price of a single cigarette reached about 40,000 tugriks in Australia, illegal trading and customs evasion increased.
When illegal trade increases, the state loses the tax revenues it would have earned from cigarettes.
These criticisms reflect the views of different segments of society and serve as a reminder that policy decisions should be made more transparently, with broader discussion and incorporating a wider range of voices.

Should We Prepare for Winter Starting Today?
Published: 2025-07-21 | Translated from: news.mn
Mongolians have joyfully celebrated the grand national Naadam festival. This year, the generation born in the 2000s made a strong entrance, showcasing their prowess and becoming the talk of the town by winning the wrestling event, turning it into a hot topic echoing across the nation. Meanwhile, the extended public holiday continues, and government organizations have yet to return to work after the festivities. Furthermore, local provinces and soums are holding successive celebrations for their 100th anniversaries, followed by regional Naadam competitions, making this month pass by in a whirl of festivities.
After Naadam comes autumn. Mongolians have wisely said that summer isn't just six months, and autumn is not just eight — hinting at how quickly time passes. Before we know it, the cold will set in, and we will face winter with all its usual troubles: air pollution, traffic jams, power shortages, colds and flu, and slippery roads. Yet, no one seems to be talking about preparing for winter. It is as though winter will never come, and everyone is still out relaxing and celebrating. In reality, everyone should be starting their winter preparations now. Not preparing today is like being a household ready to lose its fire.
This is especially true as the only power plant supplying Ulaanbaatar with electricity has been malfunctioning for two months. The Minister for the sector has only said he is ready to take responsibility and that massive funds are needed for repairs—without offering real solutions. On July 16th, Prime Minister G. Zandanshatar visited the third power plant and, urging the energy sector to unite and not let the fires go out in winter, assigned several tasks to enhance repair and modernization work.
A month has passed since the new government was formed. The preceding month was marred by political turmoil, with nothing getting done as talk of the previous government's resignation dragged on. Since the government reshuffle, another month has passed, but there are still no tangible decisions or actions. When appointed, the new Prime Minister promised to start austerity from within, cut down government agencies, not take over private sector work, support value creators, and lead a corruption-free and truthful government. However, in the meantime, allegations about L. Oyun-Erdene's son's lavishness are still under investigation by the Anti-Corruption Agency, with no update for two months. Amid all the festivities, we seem to have forgotten about this.
From this year, briquettes will be phased out of use and replaced with gas fuel. Combating air pollution has become a chronic issue. Over the years, attempts have been made to replace and ban everything that emits pollution—stoves, chimneys, coal, even old cars. Despite billions being spent by city mayors, government officials, and those in power, air pollution has not decreased, but increased. Because improved briquettes are not working as intended, authorities announced that by October 2025, 20,000 households would switch to gas fuel, with plans to move 100,000 households in the initial two years. If these first 100,000 households heat with gas, it is considered that ger district pollution could be halved in the first two years. Currently, about 200 households and organizations in the country heat with gas. However, the cost and risks of transitioning to gas are very high. Are we ready to implement such new solutions?
Most crucially, coal prices—which make up the majority of our budget—are still down. The Finance Minister warned that if the revenue situation continues, the budget will need another revision in the fall. People’s lives are getting harder every day, and the prices of essential goods keep rising. The exchange rate of the US dollar remains high. The challenge is now how to control inflation and stabilize the economy.
Soon, schools and kindergartens will reopen, leading to more traffic congestion. Road repairs continue, with dirt piles and dug-up roads everywhere, making Ulaanbaatar look like a disordered nomadic settlement.
The decision to exempt wheat flour and livestock feed from customs duties has negatively impacted domestic producers, as more wheat and flour are being imported. In 2023, 443,000 hectares of wheat were planted, but this year only 264,000 hectares are planned—a decrease of more than 40%. Therefore, the Minister for Food, Agriculture, and Light Industry, J. Enkhbayar, has moved to invalidate the customs exemption law for these goods, believing it is better to return to the previous import tariff regime. Although this bill was supposed to be considered during the spring session and resolved before the planting season, it was not done.
There are many pressing issues in the country: hay and feed preparation, electricity, and more. This year, there has also been a sharply rising outbreak of measles, which is becoming a serious concern. Over 12,000 children have contracted measles so far. During flu season, we struggle and end up caring for children in hospital corridors. If the measles outbreak combines with flu season, worsening the situation, what will we do? That is why we must begin preparing for winter right now.
Discussion on how climate change affects the lives of rural girls and women
Published: 2025-07-21 | Translated from: montsame.mn
The Government of Mongolia, the United Nations Development Programme, and the Secretariat of the United Nations Convention to Combat Desertification jointly organized a special event titled "The Impact of Climate Change and Land Degradation on Rural Women and Girls" in New York. This meeting took place during the 2025 High-Level Political Forum on Sustainable Development, held under the auspices of the UN Economic and Social Council.
Rural girls and women, who are among the most vulnerable groups in the population, process about 60-80% of food and agricultural products. However, they are particularly susceptible to the impacts of climate change and land degradation and are underrepresented in decision-making processes. Therefore, the main goal of this event was to involve rural girls and women as leaders of change, rather than merely protectors.
Ibrahim Thiaw, Executive Secretary of the United Nations Convention to Combat Desertification, participated as a guest speaker and sent a greeting, while Shoko Ishikawa, Deputy Director for Programmes and Policy of UN Women, moderated the discussion. The panel also included Paruyr Hovhannisyan, Permanent Representative of Armenia; N. Chimguun-Dari, Special Ambassador and Head of the Preparatory Office for the 17th Conference of Parties of the UN Convention to Combat Desertification; Jamil Ahmad, Head of the UN Environment Programme's New York office; and Rebecca Benner, Director of the Climate Programme at the Nature Conservancy.
They shared experiences and exchanged ideas on supporting women's leadership through environmental conservation and sustainable solutions.
Implementation of a Project to Plant 20,000 Saxaul Trees in the Gobi Region
Published: 2025-07-21 | Translated from: unuudur.mn
The administration of Section A of the Great Gobi Strictly Protected Area, together with the NGO “OISCA Mongolia,” have decided to launch a project this year to plant 20,000 saxaul trees in the Gobi region.
The reserve administration, in cooperation with the Institute of Geography and Geoecology of the Mongolian Academy of Sciences, the NGO "For the Saxaul", researchers and specialists from Erdene Mongol LLC, and local administrative bodies, have previously conducted trials and studies to plant and naturalize saxaul, poplar, fruit, and berry trees and shrubs in the Gobi. As a result of these efforts, they have decided to implement a project to establish a saxaul forest.
Bayarbat Ch., the head of the reserve administration, said, "I have realized that tree planting is a task that advances through the efforts of many people. Although we have ample experience, we feel somewhat intimidated and anxious to be working together with an international organization."
SELENGE: Hot, Dry Air Negatively Affects Wheat Growth
Published: 2025-07-21 | Translated from: montsame.mn
The prolonged period of hot and dry air in Selenge province, one of the main crop-producing regions, is negatively affecting the growth of wheat. According to professional organizations, when excessive heat stress occurs, certain symptoms can be observed in plants. These effects are typically seen when air temperatures rise above 32–36° Celsius.
For example, the spikelets of wheat begin to turn pale and fade in color from the tips, indicating damage caused by excessive heat. Leaves also start to yellow and dry up from their tips, signalling stunted growth and lack of development in the plant. Furthermore, due to the heat, complete seed formation may be disrupted, resulting in shriveled grains and potentially reduced harvest yields.
If these symptoms are observed in wheat fields, it is important to follow the advice below. To compensate for nutrient deficiency in the plants, it is recommended to use foliar fertilizer containing amino acids and micronutrients to help plants recover from stress more quickly. Additionally, since the soil lacks moisture during periods of extreme heat, it is advised to irrigate either early in the morning or in the evening whenever possible. It is also recommended to plant drought-resistant varieties of crops and to create mulching on the soil.
