South Korean Special Prosecutors Begin Investigation into Secret Operation Conducted in Ulaanbaatar

Published: 2025-07-23 | Translated from: itoim.mn

South Korean special prosecutors are investigating a secret operation carried out in Mongolia prior to the declaration of martial law by former President Yoon Suk-yeol in December 2024. It is suspected that two intelligence agents may have attempted to establish contact with North Korean officials during this operation.

According to the investigating team, the operation was possibly designed to provoke North Korea or establish some form of communication, potentially providing grounds for Yoon Suk-yeol to declare martial law.

As reported by the South Korean daily newspaper Hankyoreh, in November 2024, two officers from the Military Intelligence Command of the Ministry of National Defense traveled to Ulaanbaatar and attempted to contact the North Korean Embassy through Mongolian officials. Their assignment was to gather intelligence on North Korea, and their report identified the North Korean Embassy as a target object.

However, during the operation, the two were detained by the Mongolian intelligence agency. Later, then-Commander of the Military Intelligence Command, General Moon Sang-hu, traveled to Ulaanbaatar to negotiate their release, and they were subsequently freed. General Moon Sang-hu was suspended from his post in December 2024 on suspicion of involvement in plans for the declaration of martial law.

Although the Military Intelligence Command has been repeatedly linked to the extensive martial law plans, no direct evidence of its involvement has yet been found. However, it is believed that they may be connected with Noh Sang-won, suspected of orchestrating the plans. Noh Sang-won was also arrested in December 2024.

The investigation revealed that General Moon, in October 2024, handed Noh Sang-won a list of 46 intelligence employees. A notebook seized from Noh contained words such as "Provoke North Korea at the NLL," indicating a possible attempt to fabricate a threat.

If the special prosecutor’s investigation confirms that the Military Intelligence Command engaged in such activities, individuals involved could face charges of treason. According to Article 93 of South Korea's Criminal Code, “conspiring with a foreign force to incite war or rebellion against one’s country” is defined as treason.

So far, the Ministry of National Defense has not commented on the investigation. Information about the operation in Mongolia first surfaced at the end of 2024, at which time the Ministry stated that it was not connected to the declaration of martial law.

Simultaneous to the intelligence operation in Mongolia, special prosecutors are also investigating another operation suspected of provoking North Korea: a drone operation conducted in October 2024.

According to testimony obtained by the special prosecutors, former Minister of National Defense Kim Yong-hyun ordered the Drone Command to fly unmanned aerial vehicles toward North Korea in October 2024. One of the highest-ranking officials, Joint Chiefs of Staff Operations Director Lt. Gen. Lee Seung-o, testified that Minister Kim personally directed this mission, with drones being sent towards the Nampo area and the northern part of the NLL in the East Sea.

Military personnel reported that the drones flew on October 3rd, 9th, and 10th, and on October 11th, the North Korean Ministry of Foreign Affairs issued a statement claiming that South Korean drones flew over Pyongyang and dropped anti-regime propaganda leaflets.

Following this, the special prosecutor's team requested the arrest of the operation's commander, Kim Yong-dae, accusing him of forging military documents to cover up the secret operation. However, on July 21, 2025, the court dismissed the request due to insufficient grounds, and the investigation team is currently reviewing whether to reapply.

Kh. Nyambaatar: Districts’ Actions Must Not Contradict City Policies and Decisions

Published: 2025-07-23 | Translated from: ikon.mn

The Media and Public Relations Department of the City Governor’s Office: Kh. Nyambaatar, the Mayor of Ulaanbaatar and Governor of the Capital City, met with the leaders of all nine districts and relevant department heads, assigning them tasks related to city maintenance, public utilities, environmental protection, and ensuring coordinated operations.

For example, in front of School No. 45, nine temporary kiosks were installed by Golden Biligt LLC under a contract with the Sukhbaatar District Governor’s Office without obtaining permission from the City. These kiosks were set up during the festival holidays. On the 18th of this month, the City Governor’s First Deputy, T. Davaadalai, intervened at this location and took down the kiosks, which were unapproved temporary structures that infringed on public property. Efforts are being made to restore the site to its previous condition.

The City of Ulaanbaatar has been systematically dismantling kiosks that obstruct pedestrian movement. Citizens support these efforts. The Mayor, Kh. Nyambaatar, also instructed all nine district leaders to ensure their activities align with the city’s coordinated policies and decisions, and to avoid future incidents like the aforementioned example.

Number of Tourists Visiting Mongolia Drops Sharply in July

Published: 2025-07-23 | Translated from: unuudur.mn

July is the peak season for tourism in Mongolia. During the lush summer, many tourists come to the Mongolian steppe to travel and to witness the National Naadam Festival. However, this year, the number of visitors has decreased significantly, as shown by statistics from the Mongolian Tourism Professional Association. Since the beginning of July, over 79,000 tourists have arrived in Mongolia. This is a 42% decrease compared to the same period last year. Specifically, in July 2024, Mongolia welcomed 139,502 tourists, but this year, the number is about 60,000 fewer. Even with an optimistic expectation that 4,000-5,000 tourists will arrive per day, by the end of this month Mongolia might receive only 107,000-115,000 tourists, which is 20-30% less than previous years.

The sudden drop in tourists visiting Mongolia is attributed by researchers to several causes: South Korean tourists, the main market for Mongolia, are now traveling to other regions of Asia due to more choices; concerns about the comfort and safety for foreigners in Mongolia have risen; and overall, the quality and accessibility of tourism and hospitality services in the country have declined. Furthermore, experts note that the low availability of tickets for the opening and closing ceremonies of the National Naadam Festival, weak organization, and a lack of clear and sufficient information about event programs are also major contributing factors.

This year, Mongolia had set the goal of receiving one million tourists. However, only about 429,000 tourists have arrived so far since the beginning of the year. Some sector experts warn that by the end of the year, only 60-70% of this target may be achieved.

"It takes 1,035 days to issue a customs bonded warehouse permit. I don't understand it."

Published: 2025-07-23 | Translated from: gogo.mn

It has been ordered to resolve by September 30 the current situation where permits for customs bonded warehouses are issued after being passed through 15 officials and taking 1,035 days.

Specifically, the Minister of Economy and Development, Uchral N., said, "The customs bonded warehouse permit is being issued after going through up to 15 officials. And then they leave at 4 o'clock in the afternoon.

As the days pass, the company pays to keep goods in the bonded warehouse. They simply keep it there. In other words, it's just for the sake of putting pressure on the private sector.

Also, due to the work schedule of customs inspectors, there is no definite timeline for importing goods. This means the standards are not being met.

If various perishable goods are delayed, they don't meet the standard requirements and are put at risk. Goods kept in customs bonded warehouses end up rotting.

What can be done about such a situation? I really don't understand this.

Update the criteria for issuing customs bonded warehouse permits to private businesses and reduce the number of unnecessary steps. I am instructing the Ministry of Finance, the General Department of Taxation, and the Customs General Administration to register import contracts in stages and reduce customs controls and checks. Address this issue now.

By registering all import contracts and reducing the risk of importers hiding taxes, also reduce the need for inspectors. This will reduce your costs," he said.

Our country is classified as an upper-middle income country for the second year

Published: 2025-07-23 | Translated from: unuudur.mn

The World Bank has released the latest results of its annual "World Economic Income Classification" for countries, updated every July. Mongolia has been classified as an upper-middle income country for the second consecutive year. This classification divides countries into four categories based on GDP growth: low, lower-middle, upper-middle, and high. Since 2015, our country had been in the lower-middle income category, but last year moved into the upper-middle category. In 2023, Mongolia's GDP and gross national income per capita increased by 16%, which was the main factor in this reclassification. This year, Mongolia has maintained this level once again.

In announcing the 2025-2026 income classifications, the World Bank highlighted countries such as Costa Rica, Cape Verde, Samoa, and Namibia. Although Costa Rica is the third largest by territory in Central America, it ranks first in terms of population and purchasing power and had previously been classified as an upper-middle income country. This year, it has joined the high income country group. The African island country Cape Verde and Southern European Samoa have each moved up one level, now classified as upper-middle income countries. Meanwhile, Namibia, known for its sparse population—second only to Mongolia worldwide—and uranium mining, has dropped one level and is now considered a lower-middle income country.

A Specialized Bank for Housing Finance to Be Established

Published: 2025-07-23 | Translated from: montsame.mn

At today's Cabinet meeting, a working group was formed to study and make proposals regarding the establishment of a specialized bank for housing finance, to be led by First Deputy Prime Minister and Minister of Economy and Development N. Uchral. Since 2013, the government and the Bank of Mongolia have implemented the "Program for Establishing a Sustainable System of Housing Finance." Within this framework, around 132,000 borrowers have received loans with preferential interest rates, totaling 9.2 trillion tugriks. Although a securities-based financing system has been established, there are still deficiencies in creating stable long-term sources of funding, reducing costs, and attracting foreign investors.

Regarding this matter, Mr. N. Baasandamba, Head of the Government's Press Office, stated: "After Prime Minister G. Zandanshatar assumed office, he declared in Parliament that a special housing bank would be established to improve citizens' quality of life and increase affordable housing access. In line with this policy, at today’s Cabinet meeting a working group was set up to develop a proposal on founding a special housing bank and to present it to the government meeting before August 13. The working group is led by Minister for Economic Development N. Uchral and includes S. Byambatsogt, Chief Cabinet Secretary, B. Javkhlan, Minister of Finance, B. Batbaatar, Minister of Environment, T. Aubakir, Minister of Family, Labor and Social Protection, and other officials. This marks the beginning of implementing the Prime Minister’s policy to establish a housing bank."

Over the past four years, the amount of new loans issued has been 1.5 times greater compared to those under the program. The Cabinet meeting addressed the urgent need not only to focus on the program’s financing but also to establish a legal environment and unified policy for a long-term housing finance system. Therefore, with the creation of this working group, it is planned to draft and enact the Housing Finance Act in line with examples from other countries, provide legal regulations, found a new housing finance corporation, and focus on supporting real estate-backed and collateralized securities through tax policies.

Within this context, Golomt Bank has started providing green housing loans to citizens interested in buying apartments in this complex. In addition, those who have already reserved apartments will have the opportunity to purchase them before they are put into use at a discounted rate, by accessing an 8% loan. By paying a 20% down payment for the apartment, you can access a Green Loan for up to 20 years. After your reserved apartment is put into operation, if there is still an outstanding loan balance, the base interest rate for the green housing loan will be calculated at an annual rate of 15.6-16.8%.

Government Budget Expenditures Increase by Nine Percent

Published: 2025-07-23 | Translated from: unuudur.mn

The National Statistical Office (NSO) announced last Monday that the budget balance for the first half of this year showed a deficit of 758 billion tugriks. Specifically, total tax revenues in the first half of 2025 amounted to 12.2 trillion tugriks, which is an 8.4 percent decrease compared to the same period last year. This drop was mainly due to income tax revenues declining by 524.7 billion tugriks and royalties from mineral resources (AMNAT) decreasing by 1.3 trillion tugriks. However, social insurance revenues increased by 463.1 billion, foreign operations revenue by 87.6 billion, excise taxes by 37.6 billion, and VAT by 107 billion tugriks, respectively.

Economists explained that the decreasing inflow of budget revenues increases the risk of a deepening budget deficit. Moreover, it was noted that in the first half of this year, income taxes made up the bulk of consolidated government revenues, while most expenditures were spent on goods and services—a figure that has increased by roughly nine percent compared to the previous year. In particular, spending on goods and services rose by 828.3 billion and current transfers by 764.4 billion tugriks, respectively. Meanwhile, local budget revenues reached 3.7 trillion tugriks, an increase of 14.2 percent from the previous year, and total local expenditures reached 3.2 trillion tugriks, up by 26.1 percent.

Border checkpoints to remain operational on public holidays

Published: 2025-07-23 | Translated from: montsame.mn

The first meeting of the "Export Promotion and Trade Facilitation" working group, established by order of Prime Minister G. Zandanshatar, was held yesterday at the Ministry of Economic Development.

The head of the working group, First Deputy Prime Minister and Minister of Economy and Development N. Uchral, emphasized the need to implement the previous decision of the government and work accordingly. He noted that this would help resolve challenges faced by business owners and boost exports. He also assigned several tasks to relevant agencies to increase the flow of export-oriented mining products.

Currently, obtaining a customs bonded warehouse permit involves passing through 15 officials and, in some cases, waiting up to 1,035 days. Going forward, it is necessary to reduce the number of steps in customs administration, update the common procedures of relevant agencies, and ensure that vehicles with low risk scores can pass through smart lanes without hindrance.

According to the current situation assessment, when the border checkpoints are closed during public holidays, export revenue decreases by approximately 350-400 million dollars. Therefore, it was instructed to ensure that border checkpoints operate at full capacity on these days, and that these issues be resolved by September 30.

B.Odbayar: Hong Kong's "HaoYuan Group" Wins the Tender for the Tuul Expressway Project. Construction Scheduled to Begin Next Week

Published: 2025-07-23 | Translated from: ikon.mn

As part of the construction work for the "Tuul Expressway" project, an open selection was announced on the 27th of last month. The Capital City Procurement Authority announced the tender for the "Tuul Expressway" project under tender number "NHAAG/20250101139." Four organizations submitted their proposals, and Hong Kong's "HaoYuan Group" LLC was selected. B.Odbayar, Head of the Capital City Road Development Department, reported that construction works are planned to commence next week.

He continued: "We have officially announced the business entity that won the open tender for the Tuul Expressway, and sent a notice giving them the right to sign the contract. Through this press conference, I would like to inform you about the Tuul Expressway project. Initially, in 2014, the project planned to construct a four-lane, 33 km road. At that time, construction of a 6 km bridge structure was approved. The Tuul Expressway is considered the most effective project to reduce traffic congestion in the capital. In the updated project, it was determined that it is necessary to build not four but six lanes, and to increase the length of the bridge structures. Building embankments in the central city or residential area was deemed unsuitable, as it risked dividing the city, so building a bridge was decided as the correct solution. Currently, Ulaanbaatar's peak hour road load is graded "F," with an average speed of 9-13 km per hour. Research has determined that road capacity is exceeded. Specifically, if more than 420,000 vehicles are on the road at once, there is a risk of complete standstill. Recent data, assisted by artificial intelligence, shows that 510,000 vehicles participate in Ulaanbaatar's traffic regularly.

Implementing this project aims to reduce road traffic load, environmental pollution, and the cost of lost opportunities caused by congestion. To calculate the lost opportunity cost, it is assumed as 50% of citizens' hourly wages. According to statistics, the average salary in Ulaanbaatar is ₮2.2 million. Calculated hourly, this is ₮13,000 per hour. Thus, due to congestion, citizens lose around ₮6,500 per hour. Moreover, this lost opportunity is not measured by salary alone, but also includes time that could be spent with family and other factors.

The Tuul Expressway will extend 32 km from Nalaikh Road to the Western Checkpoint. The road will have a total of seven interchanges. Two bridge structures will also be built to connect with the mountain road. The total length of bridges will be 12.8 km, with the main bridge, which will have six lanes, estimated at 9.8 km.

The total budget for the Tuul Expressway is ₮2.5 trillion. Of this, the largest cost, ₮1.5 trillion, is planned for bridge and tunnel construction. Additionally, ₮687 million is allocated for the road itself and ₮102 million for utility lines. With the commissioning of the Tuul Expressway and the ring road, it is estimated that congestion in Ulaanbaatar will decrease by over 40%."

Construction of the Tuul Expressway to Begin Next Week

Published: 2025-07-23 | Translated from: montsame.mn

The "HaoYuan Group" company from Hong Kong has been selected as the contractor for building the Tuul Expressway through an open international tender, announced by the Ulaanbaatar City Governor's Office. This is the first comprehensive road project implemented in Mongolia, and it will stretch for 32 kilometers with six lanes along the foothills of Bogd Mountain, from the Bayanzurkh checkpoint and the Ulaanbaatar-Nalaikh direction to the safety roundabout towards the western provinces.

This international expressway will have no traffic lights, allowing vehicles to drive the entire 32 kilometers without stopping. The construction will include a 9.8-kilometer-long bridge, a 190-meter-long tunnel, and seven "Exit" interchanges with two-level intersections, creating a loop road network around Ulaanbaatar. The entry and exit ramps on the west side of the Yarmag Bridge will connect with the main road, balancing road traffic loads. The connections to TEC-4, Naadamchdyn Bridge, the first ring road, the Songinokhairkhan road, and the Auto Trade Complex will regulate traffic flow entering and leaving the city, and will also help to distribute traffic loads across the central area. Officials highlighted that this is an internationally prepared project with a thoroughly developed feasibility study.

The expressway will not only ease traffic from the Nisekh and Yarmag directions and reduce congestion in downtown roads, but it is also of great importance for supporting the city and country's economic growth, saving residents’ time, and developing a modern standard road network.

The selected contractor, "HaoYuan Group", has been operating since 2008 in sectors such as engineering, trade, logistics, energy, minerals, agriculture, and roads. It is the only private company in Hong Kong with experience as the general contractor for railway design, exploration, and construction on an international scale. The company has implemented major highway and construction projects in Malaysia, Angola, Ethiopia, Serbia, Kazakhstan, China, and Hong Kong, and has over 10 branches in Africa, Europe, Asia, and the Middle East.

Projects Without Design, Funding, or Job Creation Among 148 Development Projects to be Ranked and Removed

Published: 2025-07-23 | Translated from: ikon.mn

N. Uchral, Member of Parliament, First Deputy Prime Minister and Minister of Economy and Development of Mongolia, provided information regarding the draft government resolution on "Intensifying the implementation of development projects, ranking them by importance and impact, and taking measures to postpone the implementation of some projects."

Specifically, a total of 148 projects implemented by various ministries will be evaluated and ranked based on four groups and 14 criteria. Projects that are not included in the annual national plan, lack design or project plans, do not have clear funding, or when evaluated by the 14 criteria, do not positively impact the balance of payments or do not create jobs will be scored 0 to 5 and ranked accordingly.

At the upcoming autumn session, measures will be taken to remove some projects from the main five-year development direction and postpone others in stages. He noted that it is also necessary to cease approving lists of projects that cannot be implemented under government operations or investment programs.

Most of the development projects are designed to be implemented through public-private partnerships or foreign direct investment, so work is underway to submit a broader law on investment. In addition, the draft resolution stipulates the obligation to promptly resolve disputes arising from investors.

B.Odbayar: Construction of the Tuul Expressway to Begin Soon, Will Open in 2028

Published: 2025-07-23 | Translated from: itoim.mn

The Capital City's Governor's Office announced a tender for the selection of a contractor for the Tuul Expressway construction project in January 2025. According to B.Odbayar, Head of Roads Development for the capital, HaoYuan Group of Hong Kong won the tender and is being granted the right to sign the contract today.

Four companies participated in the Tuul Expressway tender, and Hong Kong’s HaoYuan Group was chosen for offering the most favorable terms and is in the process of commencing contract work.

B.Odbayar stated that studies suggest the Tuul Expressway, once operational, will reduce Ulaanbaatar's total traffic flow intensity by 13.5%. Furthermore, he believes that once it connects with the new ring road, it could reduce the capital's road congestion by over 40%.

The construction and land clearance for the Tuul Expressway will affect 116 land plots. Clearing work began in January; as of today, agreement has been reached and clearance completed for 16 locations, with ongoing negotiations at the remaining 100 sites.

The main route of the Tuul Expressway, starting from the west at the 22nd checkpoint, will branch off via an overpass from the new road headed towards Darkhan, providing on-ramps and off-ramps onto the expressway. Another entry will be available from Emeelt. The first exit on the western side will be at the Auto Trading Center. The expressway will follow the northern embankment of the Tuul River, connecting to an exit/entry at the Songinokhairkhan Bridge. Further along, it will link with the new Naadam Bridge constructed last year. A 846-meter bridge will be built over the Naadam road. This contract has been signed and work will begin next week. Four-lane bridge structures are planned at a cost of 120 billion tugrik.

The expressway will cross over Naadam road, pass by Yarmag and Nukh, and connect via a six-lane highway with the new airport expressway. The design for this section is financed by the World Bank and will be divided into two packages, with tenders soon to be announced by the World Bank.

After crossing the Yarmag Bridge, there will be exits/entries at the station junction, with an overpass constructed to access the mountain road beyond there. There are also planned exits to Mishyel Expo. For the overpasses across Zaisan and Marshal Bridges, the contractor is required to use box girders or steel bridges to avoid disrupting traffic during construction.

To the east, the road will continue in front of the National Park, construct an exit/entry at the Dunjingarav underpass, and build an overpass to the mountain road. From there, a six-lane expressway, 32 km long, will connect from the west side of the Uliastai Bridge to the Nalaikh Expressway.

This expressway will have no traffic lights and will connect via seven intersections with on-ramps and off-ramps. It is designed to meet international first-class highway standards, with speeds of up to 100 km/h. Construction will begin next week, with plans to open the main carriageway for traffic in the first half of 2028. The main construction work is scheduled for 2026 and 2027. Since Mongolia's construction season is limited, time management is critical.

The selected contractor, HaoYuan Group LLC, was registered in Hong Kong in 2008 and is an international conglomerate with interests in engineering, trade, logistics, energy, minerals, agriculture, and road construction sectors.

The government decided during the Parliament’s spring session to grant a guarantee for the initial financing required for this project.

US Immigration Detains Mongolian with Hearing Impairment for Over a Month Without Interpreter, Then Releases Him

Published: 2025-07-23 | Translated from: itoim.mn

A Mongolian individual with a hearing impairment, who communicates using sign language, was detained for over a month without an interpreter before finally being released from an immigration detention center in Southern California, according to American news outlets.

Earlier this month, CalMatters reported on his situation. His family, fearing for his safety if he were returned to his home country, requested that he be identified only by the name Avirmed.

Judge Dana Sabraw of the Southern California District Court ordered the officials at Otay Mesa Immigration Detention Center to provide a Mongolian sign language interpreter for Avirmed. Previously, he had not been provided an interpreter, leaving him in what his attorney described as solitary confinement-like conditions.

According to court documents, immigration officials tried to ask Avirmed via Google Translate whether he was afraid to return to Mongolia, but miscommunication occurred, leading them to record his sponsor as a daughter named Virginia Washington. However, he does not have a daughter; his actual sponsor was his sister, who lives in Virginia and has now confirmed she is with him.

Avirmed’s attorneys, from the Disability Rights Legal Center and Disability Law United, argued that conducting proceedings without an interpreter violated his civil rights. They cited federal laws prohibiting discrimination against people with disabilities by government agencies.

The US Attorney’s Office for the Southern District of California declined to comment regarding Avirmed's release.

Additionally, Judge Sabraw ordered government agencies to redo two assessments that could affect Avirmed’s immigration application. The judge considered it improper that these assessments, focused on his mental health and risk if returned to his home country, had been conducted in a language he did not understand.

Avirmed had fled to the US seeking asylum in February 2025, escaping persecution due to his disability, and had been detained at Otay Mesa since then. Court documents note that in 2020, he suffered a beating in Mongolia because of his disability, resulting in a brain injury that led to seizures and memory problems. His family declined to share how he managed to come to the US.

It remains unclear why he was suddenly released. Immigration court records do not contain any information about release on bond, and his attorneys have not yet explained the situation.
