What were the main events of the past week?
Temuulen Erdenebat and Sanjaachoypel Tserenpuntsag, accused of assaulting and causing serious injury to another person, have completed their period of detention. The court found no grounds to continue their detention and released them on bail. Although it was reported that the prosecutor's office filed an objection, the court denied this, stating that as of 10:30 AM on the 23rd, no requests or complaints had been received.
According to the prosecutor's office, Temuulen Erdenebat and Sanjaachoypel Tserenpuntsag, while intoxicated and without prior agreement, acted together around 3:43 AM on July 19, 2025, near the “Kante” nightclub in Sukhbaatar district, 3rd subdistrict, and violated public order in a group.
As a result, they used force against D.S., infringing upon his inviolable right to freedom and disturbing public order. Under Article 20.16.1 of the Criminal Code, they have been indicted. At 18:00, the court decided to detain L. Altan-Ochir, C. Sanjaachoypel, and E. Temuulen separately for 30 days each.
The Mongolian Anti-Doping Agency announced the results of the wrestlers’ doping tests on the 24th of this month.
Regarding the National Naadam Festival, it was revealed that one of the two wrestlers who tested positive for violations was Khentii aimag's champion N. Bayarjargal. As for the other athlete, they have not been contacted yet, nor has the test result been communicated to them, so it cannot be publicly disclosed at this time.
N. Bayarjargal stated that upon arriving in the city, he would meet with the results management team and provide an official explanation.
So far, results have been received for 47 out of 48 wrestlers. The result for Zavkhan aimag's champion B. Gonchigdorj has not yet been finalized.

B.B. is B.Baatar, executive director of “Hero Entertainment Group” LLC, and A.A. is A.Amundra.
The total cost for constructing the Tuul Expressway is 2,384,013,800,000₮ (2 trillion, 384 billion, 13 million, 800 thousand tugriks). According to the mayor of Ulaanbaatar, H. Nyambaatar, funding will be spread out over 3-4 years from the city and road fund budgets. For this year alone, a budget of 500 billion tugriks has been allocated to the Tuul Expressway project.
There is criticism regarding the 2.3 trillion tugrik highway. It has been explained that constructing roads with bridges and tunnels increases costs. Most of the 2.3 trillion tugriks for the Tuul Expressway will reportedly be spent on constructing a 9.8 km bridge and a 190-meter-long tunnel, according to experts.

CULTURAL CAMPAIGN: Loving One’s Country Starts with Simple Things
This is the road from the center of Sukhbaatar province to Asgat soum. The devastation to the grassland is obvious. Regrettably, this scenario is seen in all corners of our country. Now, choosing which route to take is no longer a joke, but almost a tragedy.
Who created all these tracks? It was us, the citizens traveling within local areas.
Because our country is vast, we cannot act without restraint. Due to mud, standing water, or uneven surfaces, we have created all these routes. Because of drivers who enjoy traveling off-road without following regulations, pastures are being destroyed, dust is increasing, and wildlife is being disturbed and driven away.

Open Tender to Select Contractor for the First Ring Road to Be Announced
Published: 2025-07-26 | Translated from: news.mn
Ulaanbaatar city is implementing 24 mega projects for its development. One of these, the open tender to select the contractor for the construction of the First Ring Road under the New Ring Road project, is being prepared to be announced next month.
The First Ring Road, according to the design, will be 24.7 km long, six lanes wide, feature interchanges at multiple levels, an 8.9 km long bridge structure, and over 2 km of tunnels. The planned speed for the road is 100 km/h, and it will connect to the Tuul Expressway and outbound city roads, becoming a key infrastructure link that elevates Ulaanbaatar's traffic organization to a new level.
By constructing the Tuul Expressway and New Ring Road, the load in the central city area will be shared by ring-laid expressways around the city, providing conditions for the development of peripheral zones and sub-centers in the capital, in line with the "20-minute city" plan.
The First Ring Road project is planned to pass through areas such as the TPP-4 access road, Peace Avenue, Tolgoit, Ard Ayush road, Bayankhoshuu intersection, the 10th khoroo of Songinokhairkhan district, Denjiin Myangan road, Khailaast street, Doloon Buudal road, Baruun Altan-Ölgiin street, Da Khuree street, Khilchnii street, Police Academy Avenue, and Dunjingarav street. The project aims to increase the average speed of traffic by up to 25%.
The feasibility study of the New Ring Road project, covering the first and second ring roads, was prepared by "CSCi AECOM Consultants" LLC, and the technical and economic substantiation for the "First Ring Road" project was discussed in stages and verified by the Scientific and Technological Council of the Ministry of Roads and Transport Development and the Road Sub-Council. Relevant government organizations such as the Ministry of Economy and Development, the Ministry of Urban Development and Housing, the Ministry of Finance, the Ministry of Justice and Internal Affairs, the National Audit Office, the City Council and its committees have provided their opinions and conclusions, and the project has been supported at the policy level. As a result, at a government meeting, a decision was made to present to the Parliament the issue of issuing a government debt guarantee for the implementation of the project, which was supported.
With the Introduction of Trams, the Average Speed of Road Traffic Will Increase by 25.7%
Published: 2025-07-26 | Translated from: gogo.mn
The government has declared 2025 as the "Year to Support the Development of Ulaanbaatar's Infrastructure," and in line with the goals of improving the city's air and environmental quality, reducing traffic congestion, and enhancing citizens' quality of life, 24 mega projects are being gradually launched.
Among these mega projects, the feasibility studies (FS) for lines I and II of the Ulaanbaatar tram project have been approved by the relevant ministry councils. In preparation for the next phase, today the director of the Ulaanbaatar tram project, B. Anu-Ujin, along with other officials, visited the area near the General Archive, which will be the final stop of the second tram line.
Regarding the project's progress and significance, B. Anu-Ujin stated: "As of today, not only have the FS for tram lines I and II been approved, but also a general environmental assessment has been conducted. Preparations are underway to announce an international tender to select the contractor for the construction and assembly work. The project plans to introduce a light rail system in two directions in the city. The first line will start from the Zunjin Trade Center and end at Sukhbaatar Square, with a total length of 11 km, double track, and 16 stations. The second line will run from the General Archive to Sukhbaatar Square, with a total length of 15 km, double track, and 23 stations. The final stops or depot locations for each line are planned to be built on sites of 10 hectares each."
Since the tram will run entirely on electricity, it will play an important role in reducing road congestion and air pollution caused by vehicle exhaust emissions. Moreover, the project can be implemented in a short period and will improve road safety and passenger comfort.
For Ulaanbaatar, both grass and asphalt pavement designs will be used. Each tram can accommodate 230-250 passengers at a time and transport more than 6,500-7,000 passengers per hour, with an average speed of 30 km/h and a maximum speed of 70 km/h. As a result, traveling by tram from Yarmag to Sukhbaatar Square is expected to take about 30-40 minutes, increasing the average speed of road traffic by 25.7%, as highlighted by the director.
Chief engineer B. Sodbaatar noted: "To ensure the operational stability of the Ulaanbaatar tram project, it is planned to supply electricity from the Booroljuutiin power plant. In addition, agreements have been reached with the Ministry of Energy to connect main power supplies from 2-3 additional sources. Since 2020, tram projects around the world have adopted automatic communication and signaling systems. Accordingly, this project plans to introduce an automatic blocking system in line with international standards. In other words, all operations of the tram system will be managed centrally through the SCADA system by the Dispatcher National Center LLC."

Prime Minister Inspects the Construction of the Two-Level Interchange Road in Arvaikheer as Part of the Choir-Mandalgovi-Arvaikheer Project
Published: 2025-07-26 | Translated from: montsame.mn
Prime Minister G. Zandanshatar of Mongolia has familiarized himself with the construction of a two-level interchange road in Arvaikheer, which is the first phase of the Choir-Mandalgovi-Arvaikheer horizontal road axis project. The initial stage of the project began simultaneously in 2024 in Arvaikheer, Mandalgovi, and Choir, and as of today, 23.8 km of road has been completed. The project will comprise a total of 487.7 km of paved road, with an overall cost of 874.7 billion tugrik.
In the first phase of the project, the completion rate is 90% in Arvaikheer and 50% in Mandalgovi and Choir. The two-level interchange is scheduled to be finished by this coming November. This marks the first time that a two-level interchange road has been constructed in a local area. With the construction of the interchange, traffic accidents will be prevented and, since the roads will not cross, the traffic flow will not slow down, providing a significant advantage.
Once the horizontal road axis is fully operational, travel from the western provinces to Zamyn-Uud will no longer need to pass through Ulaanbaatar. Additionally, cargo can be transported via routes that are 200–400 km shorter, saving on both transportation costs and time. The construction of the project is being carried out by three companies: "Khüslent Buteemj," "Myangan Temüülel," and "Khuljiin Goliin Zam."
The horizontal road in the Choir-Mandalgovi-Arvaikheer direction will pass through 12 soums (districts) in three aimags (provinces): Sumber sum in Govisumber aimag, Tsagaandelger, Govi-Ugtaal, Deren, Saikhan-Ovoo, Luus, Erdenedalai, and Saikhan-Ovoo sums in Dundgovi aimag, as well as Sant, Zuunbayan-Ulaan, Taragt, and Arvaikheer sums in Uvurkhangai aimag. The road route will start 8 km south of Choir in Govisumber aimag from the vertical axis road and will connect to the 410th km of the Ulaanbaatar-Arvaikheer road in the territory of Taragt sum in Uvurkhangai aimag.
Construction of Flood Protection Wall to be Completed Next Month
Published: 2025-07-26 | Translated from: news.mn
Construction of a concrete flood protection wall along the middle section of the Selbe River is ongoing. This project began in 2023. During that year's summer, heavy rainfall caused the river to overflow its levees and flood the surrounding residences. As a result, the city administration initiated the construction of the flood protection wall. Currently, 95% of the construction and assembly work for the Selbe River flood protection wall has been completed. The project is funded by the city's budget at a cost of around 20 billion MNT. The "Bilguun Mongol" company is carrying out the work under contract from the City Investment Agency, with "Bilguun Mongol Construction" LLC executing the work. The City Investment Agency provides technical supervision as the project's client.
Construction of the 1.4 km long, 4-4.5 meter high reinforced concrete retaining wall began on June 20 of last year. As of today, work on about 70 meters of the wall is on hold pending assembly of utility lines, while river channel adjustment and reinforcement work is ongoing. Although the contract with "Bilguun Mongol Construction" LLC is scheduled to finish in January 2026, they plan to complete construction by August of this year. To adjust the river's course, 3-meter stone reinforcements will be installed on both the west and east sides, and a 50-cm thick stone cover will be placed inside the channel. Next week, they will begin precisely leveling the height of the retaining wall and capping it with stone slabs. After completing the retaining wall, landscaping work will follow. As part of this, two 2.5-meter-wide pedestrian paths will be constructed along both banks of the Selbe River, using stone and protected by metal railings.
First Deputy Mayor of the capital city, T. Davaadalai, instructed the contractor, "Bilguun Mongol Construction" LLC, to complete the construction of the Selbe retaining wall by August 20, before the start of the school and kindergarten year. The company says delays have mainly been due to the time taken to move and rebury utility lines and cables. Installation of the main floodwater drainage is also underway next to the west-side retaining wall, requiring extensive excavation, which has complicated the construction process. Furthermore, as preparation for the flood protection embankment, over 3,000 cubic meters of silt were fully cleared from a 700-meter section of the Selbe River last year.

President U. Khurelsukh became acquainted with the construction of the Rogun Hydropower Plant.
As part of his state visit to the Republic of Tajikistan, the President of Mongolia, Ukhnaagiin Khurelsukh, together with the country's Deputy Prime Minister Usmonali Usmonzoda, familiarized himself with the construction of the Rogun Hydropower Plant.
The Rogun Hydropower Plant is being built on the upper reaches of the Vakhsh River, southeast of Tajikistan's capital, Dushanbe. It will have the world's tallest dam at 335 meters high.
Once fully operational, the plant will be able to generate 17 billion kilowatt-hours (kWh) of electricity annually, which will not only meet domestic needs but also allow Tajikistan to export electricity to other countries in the region, making it particularly noteworthy.
The first turbine of the plant was commissioned in 2018, and the second in 2021. By 2029, when all six turbines are expected to be operational at full capacity, the total capacity will reach 3,600 MW, making it the largest hydropower plant in Central Asia.
The Rogun Hydropower Plant is recognized not only as a major construction project for Tajikistan, but also as a strategic mega project that is crucial for ensuring regional energy security and sustainable development.

People Are Being Scammed With Promises of Inclusion In 1008 Apartments Project
Published: 2025-07-26 | Translated from: unuudur.mn
Yesterday, the "Capital City Housing Corporation" JSC warned people not to believe unfounded information claiming that citizens will be included in the "Nogoon Nuur 1008 Apartments" housing project being built in Sukhbaatar District's 9th khoroo, and not to transfer money to anyone as an advance payment.
The reason for this is that, even though the apartment complex has not yet been commissioned, a lot of false information is being spread online to the effect that people can be included in the project, that apartments will be sold, that down payments will be collected, and that rental agreements will be made. Therefore, the company cautions citizens and the public not to believe such misinformation and not to make any purchases or send any down payments.
The “Nogoon Nuur 1008 Apartments” project is being implemented under a grant from the government of the People's Republic of China as part of an agreement with the Government of Mongolia. The company reiterated that information on how and when citizens may apply for these apartments will be provided only after the housing is commissioned, and warned again to be aware of scams.

Yesterday, the Buryat Heritage and Cultural Studies Museum, which was established based on the old museum collection of Dashbalbar soum in Dornod aimag, was opened and introduced to the public. Although the work on this museum began in 2019, its opening was delayed due to the pandemic and financial difficulties, and it is only now, five years later, being handed over on the occasion of Dashbalbar soum’s historic 100th anniversary, as reported by local authorities.
Dashbalbar soum’s museum is considered to have a rich collection, having preserved original works by People’s Artist G. Odong, rare archaeological finds, and dozens of artifacts related to the Buryat people's heritage, culture, and lifestyle. Now, in the new museum, these exhibits have been classified and arranged by category. On the exterior wall of the museum building, the names of the main clans attaching to the Buryat people—Khoris such as Galzuud, Khuasai, Batanai, Sangaanguud, and Bodonguud—have been inscribed in both Cyrillic and traditional Mongolian script, and decorated with symbolic images.

SELENGE: The Operation to Extinguish Forest and Steppe Fires Requires Special Tactics
Published: 2025-07-26 | Translated from: montsame.mn
The operation to extinguish forest and steppe fires requires special methods and tactics. It is not an issue for just any volunteer to attempt. If an individual is affected in any way, regarding their health or otherwise, many questions arise as to who will bear the responsibility. Therefore, there are many challenges that need to be regulated. That is why I hope everyone will act with precaution and prevention, said Ts. Ganzorig, First Deputy Chief and Chief of Staff of the National Emergency Management Agency, Brigadier General.
In Selenge province, forest and steppe fires have occurred repeatedly, leading to significant needs for manpower, food, fuel, lubricants, equipment, and technical tools. In addition to the local residents who are mobilized by their own initiative, employees of government budget organizations are also being deployed promptly as additional support within their responsibilities.
Therefore, the Mandal district emergency department of the Selenge province Emergency Management Agency is regularly organizing trainings and providing advice to enterprise employees and personnel assigned to the fire hotspots on topics such as "General Understanding of Forest and Steppe Fires, Safety Procedures During Extinguishing," and "Occupational Safety." After this training, the teams are dispatched to the fire locations.
Orkhon River Floods Exceeding Dangerous Levels by 30 cm
Published: 2025-07-26 | Translated from: unuudur.mn
Recent heavy rains accompanied by thunderstorms in Arkhangai, Khentii, Dornod, and Khuvsgul provinces have caused significant increases in the water levels of major rivers and lakes. For instance, the Orkhon River has exceeded its dangerous flood level by 30 cm, while the water levels of the Onon, Kherlen, Eg, Ider, and Chuluut rivers have also risen by 20-25 cm, as warned by the Meteorology and Environmental Monitoring Agency.
Emergency and police authorities are providing timely warnings to citizens, deploying boat and mobile patrols along the water. Nevertheless, the number of water-related incidents has not decreased. Since the beginning of the year, 46 people have lost their lives, 13 of whom were young children. During the festive days alone, 17 people died in water accidents.
Therefore, herders, local residents, and those who are touring or vacationing in these areas are strongly urged not to set up camps or tents near the rivers and not to allow young children to approach rivers unsupervised.
Zavkhan: Most of the Province Reaches Extremely Dangerous Level of Drought
Published: 2025-07-26 | Translated from: montsame.mn
Due to extreme heat and the drought level reaching an extremely dangerous threshold in Zavkhan province, professional organizations are reminding people to take precautions against fire hazards while traveling or camping. As of the 25th of this month, most districts (soums) in Zavkhan have reached Level 4 drought, which is considered extremely dangerous. In some areas such as Tosontsengel and Tudevtei, the drought is at Level 3 (dangerous), while Ider, Tes, and Ikh-Uul districts are at Level 2 (moderate drought).
Therefore, local residents, herders, and tourists are strongly urged not to light open fires and not to dispose of cigarette butts or ashes in the open. Particular attention is encouraged for those traveling through forests and steppe areas by vehicle to be extra cautious.
In Mongolia, an average of 153 forest and steppe fires are recorded each year, with 95% caused by human negligence. The Emergency Management Agency is intensifying fire prevention measures in forests and steppe areas.
If a fire hazard is detected, people are requested to immediately inform the Zavkhan Emergency Management Department at 7046101. The department calls on everyone to be responsible, to prevent forest and steppe fires, to completely extinguish fires after use, and to establish simple habits such as not littering in nature. According to the Zavkhan Emergency Management Department, the risk of fire is very high in most areas, especially in districts marked in red.

Zavkhan: The region with the largest permafrost area in Mongolia
Published: 2025-07-26 | Translated from: montsame.mn
In Uliastai, out of the 25 permafrost monitoring points in the Khangai mountainous region, continuous temperature measurements are being conducted in two boreholes located in Zavkhan province. Zavkhan province covers an area of 82,455.7 square kilometers, of which 52,888 square kilometers are permafrost, representing 64.1% of the province's total area. Zavkhan province is part of the permafrost distribution zone in the Khangai mountainous region, and this zone has the largest permafrost area in Mongolia, accounting for 11.4% of Mongolia’s total permafrost zone.
The main ridge of Khangai extends from the northwest to the southeast. The Bulnai and Tarvagatai ranges, which are branches, are oriented almost perpendicularly to the main ridge. The central ridge of the Khangai is generally flat or dome-shaped. In some places, there are wide plateaus, which researchers have identified as remnants of ancient elevated plains. According to the Khyrgas Lake–Zavkhan River Basin Administration, the 10-meter deep temperature in the Nomrog sum center borehole of Zavkhan province was -0.75°C in 1981, and subsequently increased to -0.39°C in 2009 and 2010, remaining at -0.39°C until 2015, then increasing to -0.36°C in 2016, as stated in the latest research.
Permafrost is defined as soil or rock that remains below freezing for two or more years at a certain depth underground. According to 2016 research, permafrost covers 29.3% of Mongolia's total territory. Mongolia is characterized as being located at the southern edge of the Siberian continuous permafrost. Another characteristic of Mongolia's permafrost is its proximity to zero degrees Celsius, meaning it is easily thawed and highly sensitive to climate change. For example, research by the Permafrost Studies Department at the Institute of Geography and Geoecology, Mongolian Academy of Sciences, has shown rapid melting and decline of permafrost over the past 40-50 years, as noted by researcher G. Tsogt-Erdene.
Permafrost is highly developed in the high mountain zones of the Khentii, Khangai, and Khuvsgul mountain ranges of Mongolia. Thanks to these permafrost-covered highland areas, the Tuul, Orkhon, Chuluut, Ider, and Zavkhan rivers originate and flow. Permafrost "produces" water. While previously permafrost covered 63% of Mongolia's territory, now it covers only 29%.
With the disappearance of permafrost, river, stream, spring, and brook water seeps into the ground, causing springs to dry up. Mongolia’s permafrost is defined as dry and arid-zone permafrost, which is much more important than permafrost elsewhere. In dry climate regions, permafrost is essential for life. If permafrost vanishes, desertification will accelerate rapidly. Permafrost is an extremely valuable component of the ecosystem.
Five Snow Leopard Cubs Discovered in the Tost Mountains
Published: 2025-07-26 | Translated from: gogo.mn
Researchers have discovered a total of five healthy snow leopard cubs living in two different dens in the Tost Mountains of Mongolia. This is the sixth or seventh case worldwide where snow leopard dens have been directly studied.
The researchers carefully visited the dens while the mother leopards were out hunting, documented the number, weight, and gender of the cubs, and collected saliva samples for DNA analysis.
In addition, microchips were implanted under the cubs' skin for identification in the future. This process only takes a few minutes, and researchers emphasized the importance of causing as little stress and disturbance as possible. Afterwards, they observed whether the mothers returned to their dens and resumed normal life.
This study of two dens is part of a long-term program begun in 2008, offering a rare opportunity to understand the ecology of snow leopards and make a valuable contribution to conservation policy.
A den is a temporary shelter where wild animals, especially carnivores, give birth, rear their young, and hide their newborns safely.
Tomorrow Thunderstorms and Heavy Rain Expected in Central and Eastern Provinces, and Eastern Parts of Gobi Provinces
Published: 2025-07-26 | Translated from: ikon.mn
As of July 26, the water levels of rivers rising from the Khentii mountains, such as Tuul (Bosgyn Bridge), Kherlen (Hongon, Baganuur), Onon (Binder), Eg (Batshireet), as well as the Baidrag (Bayanburd) rivers originating from the Khangai mountains, have all increased by 10-15 cm compared to the previous day. In addition, the Orkhon (Ulziit) and Baidrag (Bayanburd) rivers have exceeded the flood level by 10 cm and are currently flooding.
On July 27, heavy and thundery rains are expected in some areas of the central and eastern provinces, and in the eastern part of the Gobi provinces. Depending on the intensity and amount of rain, river water levels may rise sharply in a short period, and flash floods may occur in riverbeds, small streams, and gullies.
Therefore, citizens are advised to camp and rest far from flood-prone areas and to be vigilant when relaxing near rivers and lakes. Do not set up tents in river valleys or areas with flood runoff, and only use approved routes and bridges.
The Meteorology and Environmental Monitoring Agency provides this advice.

A Special Social Welfare Center to Accommodate 200 Vulnerable People Will Open in September
Published: 2025-07-26 | Translated from: gogo.mn
Director of the Special Social Welfare Center, Sh. Munkhtsetseg
The Special Social Welfare Center under the Ulaanbaatar City Governor’s Office aims to help homeless citizens integrate into society and support them in transitioning to independent living.
The new four-story building of the center, called the "Integrated Training and Development Center," has an area of 2368.8 square meters and can accommodate 200 people. It is being built in the 20th khoroo of Bayanzurkh District, Maikhantyn Am, and is set to be put into operation in September. In this connection, L. Khosbayar, the coordinator of the capital’s financial, economic, and development construction projects, along with relevant officials, visited the site.
L. Khosbayar said, “Although the construction contract for the new Special Social Welfare Center was signed and the groundbreaking ceremony was held in December 2021, progress stalled until October 2023. The building was urgently needed to solve the housing problems of people who absolutely require social welfare support and for their social integration. Given this, we resolved funding issues and signed a new contract to bring the building into use by July 2024. However, the building is still not finished. Therefore, we are now overseeing the progress of this project, which is a year behind the planned schedule.”
S. Ganbold, director of "Temeen" LLC, said, “The project was delayed due to issues such as the pandemic, flooding, and supply chain problems. But as of today, the construction work is progressing smoothly, with 90% of the internal wall finishing completed. Only lighting, doors, parquet flooring, and other finishing tasks remain, so the building can be put into operation in September before the cold season.”
Director Sh. Munkhtsetseg of the Special Social Welfare Center said, “Our institution is an affiliate of the Ulaanbaatar City Governor’s Office. We have a facility in Khan-Uul district’s Khaniin Material with the capacity to accommodate 150 people and it is operating normally.
With this new building, we will be able to receive an additional 200 vulnerable individuals who are currently homeless. Thus, we can help former prisoners who have served long sentences, young adults leaving orphanages, people discharged from compulsory treatment who became homeless, and other vulnerable groups integrate into society through work, organize production-oriented activities, support them with jobs, and increase their income.”
“Among the most important mandates of the City Governor is social integration of the homeless and vulnerable, treating individuals with addictions, and helping them regain their ability to work. Therefore, the aim is not to let these people live in the center for a lifetime, but rather to help them reintegrate into society within two to three years at most,” said L. Khosbayar, the project coordinator for the capital’s finance, economy, and development construction projects.

A Child of the People Can Win the Festival, But Cannot Have Doping
Published: 2025-07-26 | Translated from: news.mn
According to the law, the "National Grand Festival" refers to Mongolia's traditional festival symbolizing the nation's independence, sovereignty, unity, statehood, history, culture, heritage, and customs. In other words, it is a celebration to proliferate unity and heritage. In reality, it seems to create division and tarnish our heritage.
WHAT HAPPENED?
On the evening of July 12, the nation celebrated beautifully with almost no one left feeling regretful or disappointed. The younger generation of wrestlers came forth in strength, surpassing the veterans. On July 13, the horse trainers' festival was held, the victorious wrestlers of the national festival received their awards, and some exchanged their traditional hat decorations and emblems. From July 14, anxieties started to appear in light of anticipated doping test results, with people making inquiries to the Mongolian National Anti-Doping Agency (MONADA). As the long holiday ended on July 21, Mongolians started to worry about the urine samples of the wrestlers. Pressure was put on MONADA demanding results. Then rumors about the results of the wrestlers' tests started circulating. On July 24, MONADA held an official press conference and formally announced that a doping violation had been found. After much speculation, it became clear who was involved. On July 25, N.Ösökhbayar, who had earned the Garid (Eagle) title, admitted he had failed his test. This triggered a constant stream of emotional or outraged posts from the public.
Is MONADA to blame?
If doping is detected, it is customary to blame and suspect MONADA, the saying "if something is wrong, blame the closest black hut", seems to apply. While there have been criticisms and mistakes, compared to J.Khatanbaatar's time, the organization now operates more openly and systematically. Thus, let's stop talking about the process being influenced, results being altered, samples swapped, or covered up. N.Ösökhbayar still has the right to have his B sample tested. Previously, the protracted South Korean laboratory has been replaced by a German one. However, MONADA's largest failing is that result announcements are too delayed, confidential information is leaked from the inside, and communication is unclear, leading to public criticism.
VERY LOW
A prohibited substance was found in N.Ösökhbayar's sample at a "very low" level. But the type of substance is not yet known. One important point is that use is use, regardless of the amount. In 2020, a "very low" amount of a substance present in heart medication was found in champion N.Batsuuri, but there was little dispute, he admitted fault, lost his wrestling rights, and his title was revoked. Now, with "very low" in N.Ösökhbayar's case, many are calling for clemency, arguing that a mere touch or embrace can lead to "very low" readings, with poetic and artfully written posts. According to international standards, if it was used, it was used. The main question is why it was used. If for medical purposes, this must be declared to MONADA and registered before the festival. When "very low" was found in N.Batsuuri, people suspected years of hiding doping, but now, with N.Ösökhbayar, they consider possible sabotage or accidental contact, a "double standard." A "very low" result is not grounds for clemency or for him to keep his Garid title. It is a basis for a short-term ban on wrestling rights.
ONLY ONE STANDARD SHOULD BE APPLIED
If State Garid N.Ösökhbayar can prove in the coming days that his use was unintentional, his wrestling rights will be suspended for up to one year. Regulations allow for bans from two years to a lifetime. Previously, for a first-time offense, if admitted, the ban could be up to two years. Champion N.Batsuuri used the press to apologize to his supporters, resulting in an 11-month wrestling ban. Arslan (Lion) E.Oyunbold denied usage and contested in court, but was found guilty and first received a two-year, then after a repeat, a four-year ban. Most recently, Army Arslan G.Jambaldorj failed a doping test but apologized and explained the origin of the banned substance; as a result, his ban, set in 2024, will be restored on July 13, 2025. Like G.Jambaldorj, N.Ösökhbayar apologized and admitted fault. According to the National Anti-Doping Rule 10.12.5, "For violations as stated in 2.4.4, the ban period shall be 2 (two) years. Depending on the degree of athlete error, it can be reduced to 1 (one) year." Punishments must operate under one standard.
IS FAT BURNER CONSIDERED DOPING?
In his statement, N.Ösökhbayar said that a "very low" amount of a prohibited substance was found from a fat burner. Is fat burner considered doping? Some say it is not. Doping or stimulants are substances or injections used for performance enhancement. In sports, their use is prohibited, and athletes are regularly blood-tested for such substances. The World Anti-Doping Agency (WADA) updates its list of prohibited substances annually. The list is categorized from S0 to S9. Substances in S0-S5 are always prohibited, while S6-S9 are prohibited only during competitions. The fat burner used by N.Ösökhbayar may well have contained substances from these categories. If the fat burner contains any S0-S9 substance, it is considered doping.
WHAT WILL HAPPEN NEXT?
N.Ösökhbayar suspects he has been sabotaged, and the responsible agencies will investigate. However, it is certain that he will lose his wrestling rights and his title. The remaining question is for how long. From previous cases, it seems the decision will be made before the next year's festival. Since his title was given by a presidential decree, only another presidential decree can strip him of it, and the other wrestlers defeated by him will receive promotions and decorations accordingly.
Wrestlers who lost to State Garid N.Ösökhbayar:
4th round: State Khartsaga G.Badrakh
5th round: State Garid B.Gonchigdamba
6th round: State Zaan M.Lkhagvagerel
7th round: State Zaan B.Pürevsaikhan
8th round: Darkhan Avarga N.Batsuuri
This time, there are no wrestlers in position to receive new titles, only decorations; Darkhan Avarga N.Batsuuri’s runner-up tally will increase by one.

3.8 Liters of Milk from a Yak Cow, 28 Seconds on a Wild Yak's Back Wins Championship
Published: 2025-07-26 | Translated from: gogo.mn
Over 4,800 people attended and enjoyed the Khuvsgul Yak Festival.
The "Yak Festival 2025" was held on June 21 at Dalan Bulag in Alag-Erdene soum, Khuvsgul province. In addition to the traditional "three manly games," the festival featured competitions such as yak lassoing, yak bronc riding, best-dressed yak, best bull, best dairy yak, a "Yak 2025" poetry contest, as well as a yak product exhibition and trade fair.
Not only locals from Alag-Erdene soum and Khatgal town participated, but also herder youths from neighboring provinces such as Zavkhan and Arkhangai competed. In total, over 4,800 guests—including representatives from Bulgan, Selenge, Tuv, Omnogovi provinces, the UN Resident Coordinator, the UN FAO Representative, a German designer, and other foreign guests and tourists—participated in the event.
Alag-Erdene soum, the organizer of the festival, has the highest number of cattle in the province, with 48,300 head, 28,000 of which are yaks.
This soum has been striving for the Blue Yak brand. As a result of 20 years of collaboration between scientists, researchers, and herders, in 2012, 9,000 yaks were counted and 80 kg of yak down was collected. By 2024, the headcount surpassed 28,000 yaks, with 5 tons of down combed, of which 1 ton was blue yak down.
Additionally, more cooperatives and herders have started producing various dairy and modern products from yak milk. According to the people of the soum, "For Alag-Erdene people, this festival is more of an event that opens market opportunities for herders than just a celebration."
The Blue Yak Festival of Khuvsgul was also attended by Jaap van Hierden, UN Resident Coordinator in Mongolia, with his family, and Diao Qingyun, UN FAO Representative, as invited guests.
They showed great interest in yak down products and made purchases during the event.
Jaap van Hierden said, “I have not been in Mongolia for long. Such local events and festivals are very important for learning about Mongolia and its people. I wish to visit more provinces and soums to get to know the country better. Inclusive development is the main policy of the UN. Therefore, we must focus our efforts on rural citizens. The FAO works particularly closely in this direction.”
Among the highlights of the festival are undoubtedly the yak lassoing and bronc riding competitions. This year, the number of young competitors increased sharply, with 187 herders participating in yak lassoing and 84 in bronc riding.
B. Sukhbaatar, a herder from Alag-Erdene soum, stayed on a wild yak for 28 seconds and won the competition, while young herder N. Buyandelger from Arbulag soum lassoed 5 out of 6 attempts to win. He said he trained by herding his yaks after penning his calves in the evenings.
In the milking competition, N. Otgonjargal from Alag-Erdene soum milked 3.8 liters from one yak cow, taking first place. Typically, yak milk is thick, and the yield averages 1-2 liters per cow.
G. Enkhbold, founder and advisor of "Jinst Murun" LLC, co-organizer of the festival, stated: "Since 2014, we've been continuously organizing this festival with our soum and province. Back then, little attention was given to combing and utilizing yak down, and many people didn't know its value. After about ten years of working with herders, we've shown that yak down can be as valuable as cashmere. Now, herders comb their yaks, and for many, this has become a primary source of income. Moving forward, there's a growing need to increase the live benefits of yaks, and to promote yak raw materials to producers and consumers. In this, the Yak Festival serves an important role.
"Jinst Murun" sources its raw materials locally and produces goods in the region, with 200-300 product types. One of our collaborating designers from Germany attended this festival. We are also fulfilling orders from Belgium.
Recently, lighter-colored yak down has become highly sought after in domestic and international markets. However, most yaks in our region are dark-colored. Therefore, we implemented the "Blue Yak" program in Khuvsgul, increasing the share of blue yaks in herds from 8% to 30%."
Khuvsgul province is one of the top five provinces with the highest yak populations, with 174,800 yaks managed by herders across 22 soums. Herders in Alag-Erdene soum earn over 30% of their total income from yaks. Across Mongolia, in 2024, 999,400 yaks were counted in 132 soums of 13 provinces.

The 390th anniversary festival commemorating the birth of Zanabazar, the First Bogd and the Enlightened Saint Gombodorj, was opened with a speech by Gombojav Zandanshatar, Prime Minister of Mongolia.
The anniversary of the birth of Bogd Jebtsundamba Khutuktu, the Enlightened Saint Gombodorj's Zanabazar, is a historic occasion that celebrates the revival of the Mongolian people's ideas of independence and freedom, national intellectual spirit, art, culture, and religious faith.
A nation with a powerful tradition of intellectual heritage will undergo a renaissance. In the 21st century, a strong new wave of national renaissance is beginning, destined to make the intellect, talent, and brilliance of the Mongolian people resonate throughout the world.
The decision by President U. Khurelsukh to issue an order to restore Karakorum City after eight centuries is not a random occurrence. This decision is an expression of the golden chain linking the past, present, and future of the Great Mongol Empire, and is a call to usher in a new era of continuous development and progress.
The prophecy of the Enlightened Saint stating, “The Soyombo script I devised will cover the world”, is being realized, as Mongolia this year established diplomatic relations with all member countries of the United Nations.
It is considered that the time has come to study and elevate "Zanabazar studies" to a new level in light of the First Bogd's far-sightedness as a statesman, clear mind, wise policy, skills as a leader and diplomat, and as a philosopher implementing the dual principles of Eastern wisdom.
