Regarding the Partial Veto of the Resolution
The State Great Khural passed Resolution No. 85 of 2025 on some measures for implementing the “Gold-3” campaign on July 9, 2025, which was then certified by the Speaker and officially conveyed to the Office of the President on July 22, 2025, by official document TG-01/875.
Based on Article 33.1.1 of the Constitution of Mongolia and Article 12.8 of the Law on the President, the President is partially vetoing Resolution No. 85 of 2025 for the following reasons:
- The State should pursue a policy to increase the territory under special state protection and preserve the environment.
Clause 5 of Resolution No. 85 of the State Great Khural proposes, in order to introduce major gold deposits into economic circulation, to urgently submit a draft to amend Resolution Nos. 46 and 47 of 2020. These 2020 resolutions granted special state protection to certain territories and changed their boundaries, thus increasing the area under special protection.
While it is commendable to consistently implement a policy to increase the accumulation of the National Wealth Fund, the proposal to introduce major gold deposits into the economy by altering the boundaries or reducing the area under special state protection creates a legal basis for decreasing the size of protected territories.
State policy in Mongolia dictates that areas of special ecological, historical, cultural, scientific, and educational significance be placed under special state protection, thereby guaranteeing every citizen, now and in the future, the right to live in a safe and healthy environment.
Additionally, as specified in Mongolia’s National Security Concept, ensuring ecological safety, maintaining environmental balance, protecting forests and water resources, and especially combating desertification, are integral parts of national security. Areas with rare, endangered, and ecologically vital flora and fauna must be placed under special state protection, and biotechnical measures should be used to support their habitats.
Therefore, future state environmental policy should insistently adhere to the principle of increasing the area under special state protection.

Article 33.1.1 of the Constitution grants the President the core power to veto, in whole or in part, laws and other decisions adopted by the State Great Khural.
