The 17 Orders of 7 Ministers Who Illegally Forgave Education Loans Were Nullified by the Government Meeting, But Two Days Later Were Made into a Record and Formalized

Published: 2025-06-05 | Translated from: isee.mn

According to an investigation by the Anti-Corruption Agency (ATG) in 2024, education ministers over various periods had illegally forgiven the loans of 941 out of 3,069 students who had studied abroad with loans from the Education Loan Fund. Orders were therefore given to nullify these ministerial decisions that violated the law. Member of Parliament O. Batnairamdal announced that, "Since 2008, by 17 orders from six ministers, approximately 87.6 billion MNT of student loans for about 800 students were written off at current rates. This means unlawful ministerial orders were issued. The ATG concluded on September 30, 2024, that these should be nullified because they are illegal. Based on the conclusions of the ATG's Investigation Department, these decisions will be revoked." In this context, a draft resolution was submitted to the Government on May 7, 2025, to nullify 17 orders by former ministers of education L. Gantumur, G. Chuluunbaatar, Ts. Tsogzolmaa, Ya. Batsuuri, Yo. Baatarbileg, L. Tsedevsuren, and L. Enkh-Amgalan, which had forgiven a total of 102 billion MNT in loans for 1,035 people studying abroad with the Education Loan Fund. As a result, the Government meeting revoked those 17 orders by the above seven ministers, who had unlawfully forgiven student loans. However, two days later, the decision to nullify the ministers' loan-forgiving orders was converted into a meeting record, not a formal government resolution, thus formalizing it differently. In other words, the government changed its stance on annulling the education ministers' illegal loan forgiveness orders. Although the prime minister had struck the gavel and revoked the illegal orders, it is unclear why, two days later, it merely became a record and the matter was handed over for responsibility to Minister of Education P. Naranbaatar. This situation raises suspicions that the government might have changed its position to avoid "political fire" at that time. In any case, the current government led by Prime Minister L. Oyun-Erdene did not succeed in annulling the 17 illegal loan-forgiving orders as required by the ATG's determination. It is worth mentioning that the issue of the Education Loan Fund attracted public attention for a period, resulting in the formation of a joint working group with law enforcement agencies and the start of an investigation. However, after reports that the head of the Education Loan Fund, B. Gardi, was being investigated by the ATG, public attention on the matter has waned.

B. Batbayar: Scheduled inspections of state-owned companies are being conducted as planned

Published: 2025-06-05 | Translated from: ikon.mn

We asked B. Batbayar, Head of the Unified Strategy and Financial Management Department of Erdenes Mongol LLC, about the inspection being conducted at the company and the issues that have recently appeared on some websites. - There is information that a financial audit is being conducted at Erdenes Mongol LLC. What is the purpose of this, who is conducting the inspection, and how long will it last? - Last week, a joint inspection by the Ministry of Finance and the Ministry of Justice and Internal Affairs was conducted by order of the Prime Minister. This year, since the beginning of the year, scheduled inspections by state regulatory agencies have been carried out at our company according to the timetable. The inspection I mentioned earlier is one of them. For example, under the relevant laws and regulations, our 2024 financial statements were audited by an external company and confirmed by the National Audit Office. In addition, a scheduled inspection of the taxation and payment for 2022-2023 is being conducted. It is not unusual for state-owned companies to be audited. These inspections have not revealed any money laundering, management fees, or dividend-related violations, as alleged on some websites. The scheduled inspections are being conducted in accordance with the law and regulations. - There are rumors that your company’s management may have acted against the interests of the government. Is this true? - I do not know where such rumors originated or for what purpose. There is absolutely no such thing. The rights of our company’s shareholder are exercised by the Cabinet Secretariat of the Government. We operate under government policy and decisions, the Prime Minister’s orders, and regularly report our activities. There is no legal basis to operate against the government’s policy. We actively and cooperatively implement the major policy objectives stated in the government’s action program according to our mandate. Six out of the 14 mega projects announced by the government to be implemented in the industrial sector are included in the medium-term strategy of the Erdenes Mongol group. Moreover, our company has played a major role in preparing the Wealth Fund law, finalizing the Orano investment agreement, and improving the legal status of 1072 shares, which are all significant tasks being discussed today. - As the parent company that provides unified management, Erdenes Mongol collects management fees from its subsidiaries. How are these fees used? - Erdenes Mongol LLC provides management services to its group companies by developing business plans within a unified strategic framework and ensuring efficient management. In 2024 alone, the parent company has provided 36 types of services in 7 categories, a total of 1017 times, to group member and affiliated companies. Also, from the management income, financing is made available by government decisions to subsidiaries that have cash shortages or are still in the project stage. For example, to prepare for the winter of 2024-2025, a total of 39.3 billion MNT was financed, with 12.0 billion MNT to Baganuur JSC and 17.0 billion MNT to Shivee-Ovoo JSC. Our company alone does not make all such decisions independently; they depend on government regulations, the urgency of solving social issues, and follow a certain process. - There is discussion about the fee for using the Gashuunsukhait highway. Can you clarify the usage of these revenues? - In the past, the revenue from the Gashuunsukhait highway was insufficient to cover planned maintenance costs. Erdenes Mongol LLC improved the operations of the Gashuunsukhait highway company, resulting in a 2.4-fold increase in coal exports. We also implemented an integrated control system, which made it possible to double the number of vehicles using the road daily. The increased traffic raised the need for more investment in maintenance. The company’s past accumulated debts were paid off. For example, 46 billion MNT was paid to purchase the 239 km Tavantolgoi-Gashuunsukhait road, making total loan payments of 272.0 billion MNT, and the remaining interest of 32.0 billion MNT on an 8.6 million USD loan from the Asian Development Bank’s governance improvement project. As a result, Erdenes Mongol LLC now has no remaining debts to the state budget or banking sector, and has thus become financially stable by freeing itself from long-term accumulated debt. - There are reports that your management received bonuses for their performance. Can you clarify this? - There are often mistaken reports about the salaries and bonuses of the executives of state-owned companies. At this time last year, there were also stories about the bonuses of the government’s special plenipotentiary posted at Erdenes Tavantolgoi JSC. The salaries and bonuses of executives of state-owned legal entities are determined according to a methodology approved by the State Property Policy and Regulation Agency and the regulations adopted by the board of Erdenes Mongol LLC. These take into account the company’s strategic importance, number of employees, asset size, and net profit. Under these rules, the board may grant bonuses to CEOs of companies rated as “good.” The annual performance of the management is evaluated by the board, with independent members on the salary and performance committee, as well as audit and risk committees, making an assessment and granting bonuses equivalent to 1–6 months of base salary, resolved by board meeting. The CEO does not evaluate their own work — this does not happen even in private companies. Therefore, it is impossible for CEOs to assess themselves and determine their own bonuses. In short, such information is baseless and should be recognized as deliberate misinformation and false. Warning:

D. Amarbayasgalan as Chairman of the MPP, and Rumors of Appointing Someone Born in the 1970s as Prime Minister

Published: 2025-06-05 | Translated from: isee.mn

At the plenary session of the State Great Khural (Parliament) held on Monday, the majority of members did not support the motion to express confidence in Prime Minister L. Oyun-Erdene, resulting in his resignation. Now, speculation has begun in society about who will be the next Prime Minister and chairman of the Mongolian People's Party (MPP). Yesterday, the MPP’s Executive Council was scheduled to meet, but the meeting was postponed for unclear reasons. According to some sources, party leaders are unable to agree on whom to nominate for Prime Minister. Today, there are reports that the MPP's National Assembly will convene, but it is still uncertain whether the meeting will actually take place. All of these party-level meetings are expected to determine who will become the next Prime Minister and MPP chairman. There are claims within the MPP leadership that they will appoint a member born in the 1970s as Prime Minister, avoiding the younger leaders born in the 1980s. In this case, it is possible that an experienced individual born in the 1970s, who has been nominated and elected multiple times to parliament from the MPP, may be appointed. There are also speculations in political circles whether the newly appointed Prime Minister will simultaneously serve as MPP chairman, or whether the current Speaker of the Parliament, D. Amarbayasgalan, will lead the MPP instead. For example, after the resignation of former Prime Minister N. Altankhuyag, the then Speaker of Parliament, Z. Enkhbold, became the chairman of the Democratic Party. Similarly, after the MPP's victory in the 2016 parliamentary elections, party chairman M. Enkhbold was elected as Speaker of Parliament. Thus, it is not unprecedented for the Speaker of Parliament to also hold the position of party chairman in Mongolia.

The Minister of Energy is Avoiding Responsibility

Published: 2025-06-05 | Translated from: news.mn

The Trade Union of the Mongolian Energy, Geology and Mining Workers issued a statement regarding the industrial accident and the loss of human life at "Darkhan TPP-3" JSC. A representative from the energy sector said: "On behalf of my colleagues, I extend deep condolences to the family of the deceased. We have lost a good friend and an excellent engineer. Our workers are currently in a difficult psychological state. However, they are aware of their duties and continue to push forward with repair work. As of today, the official conclusion on the accident has not been released. Therefore, we will not comment on the conclusion, but we do want to speak about the circumstances leading up to the accident. The Ministry of Energy is in a crisis of governance. It has transferred all its responsibilities. Lately, the Minister of Energy has been avoiding responsibility and shifting the issue onto 'Erchist Mongol' LLC, passing the problem back and forth between themselves. Not a single decision has been made with the workers in mind. Staffing is filled with party appointees. While previously only top officials were party appointees, now even engineers and technical staff are appointed by the party. Over the years, not a single minister has made a decision considering the workforce or ever met the workers. As a result, it has become difficult to find people to work in the energy sector. Instead of shifting problems between each other, governance must be improved. Responsibility must be taken. We will also continue to demand accountability and push for change."

Promise: To Reduce the Tax Burden

Published: 2025-06-05 | Translated from: news.mn

In the last eight years, the Mongolian People's Party (MPP) has held an absolute majority, and after the 2024 elections, it has continued to stay in power for a total of 12 years. Unlike previous years, because they could not secure an absolute majority this time, the MPP offered a coalition to the Democratic Party (DP) and the National Labour Party (HUN) and formed a joint government. However, at the MPP Conference held on May 21, it was decided that the Democratic Party should be removed from the coalition government. As a result, the joint government presented its full resignation, and as of today, discussions are ongoing regarding the composition of a new government. Thus, it is time to assess how the political parties and coalitions that won the 2024 elections have fulfilled the promises and policy programs they made during the campaign. In the 2024 parliamentary election, citizens and voters elected a total of 126 members, both from constituencies and party lists. Of these, the MPP secured 50 members from constituencies and 18 from the party list, totaling 68 members, corresponding to 54 percent of all votes. Therefore, the MPP’s program became the main direction for government policy and action. Here, we recall some of the major pledges made by the MPP in their 2024 platform, which hold significant importance for Mongolia’s economy and society: 1.4.2. Double the GDP per capita.
2.1.1. Reduce the share of government spending relative to GDP to 25 percent.
2.3.2. Put the oil refinery complex into operation to supply domestically produced, internationally standardized automobile gasoline and fuel.
2.5.1. Carry out fundamental policy reforms in the energy sector to develop it into one capable of attracting private investment.
2.5.2. Use distributed sources to meet the growing demand for energy.
2.5.3. Double the installed capacity of electric power sources by constructing the following power plants:
2.5.3.1. 90 MW Erdeneburen Hydropower Plant;
2.5.3.2. 300 MW Buuruljuut Power Plant;
2.5.3.3. Expand the installed capacity of Thermal Power Plant 4 by 70 MW;
2.5.3.4. 400 MW Baganuur Power Plant;
2.5.3.5. 450 MW Tavantolgoi Power Plant;
2.5.3.6. 200 MW Shivee-Ovoo Power Plant, all to be put into operation.
3.2.1. Move up 20 places in the Ease of Doing Business Index to become one of the top 60 countries with a favorable business environment.
3.3.1. Maintain economic growth at a steady 7-8 percent, increase the country's foreign currency reserves, and pursue policies to keep the average interest rate on commercial loans and inflation in the single digits. In addition, the following pledges were fundamental goals included in the MPP's platform and were openly announced during the elections. The implementation is presented here approximately, based on publicly available information. With its 2024 election pledges, the Mongolian People's Party has set out major goals covering all areas of the economy and society. However, as of now, many promises have been partially implemented, some have not yet started, and the results of some are not yet felt. Behind all of this lies the expectations and trust of the people — and ultimately, responsibility, which is the cornerstone of the democratic system. Therefore, regardless of the composition of the government, it is important to continue implementing these promises moving forward.

Published: 2025-06-05 | Translated from: montsame.mn

The Financial Regulatory Commission (FRC) and the International Finance Corporation (IFC) have signed a memorandum of cooperation to develop a sustainable green finance system by supporting environmentally friendly projects and programs. Under the memorandum, the parties will introduce innovative financial instruments and develop the capital market by implementing environmental, social, and governance (ESG) requirements. Additionally, efforts will be made to improve the knowledge and understanding of securities issuers, investors, and other related parties, strengthen their capacity, and update sustainability reporting guidelines in line with international standards. T. Jambajamts, Chair of the Financial Regulatory Commission, stated, "We are officially launching the second phase of the 'Green Finance Market Development' project. In addition to green bonds, we will introduce new sustainable financial products to domestic companies, such as bonds that are oriented towards environmental and social development, and which incur financial responsibility—such as increased interest or additional payments—if they fail to meet their sustainability obligations. This will provide opportunities to attract investments and diversify financial resources by utilizing new environmentally friendly financial products and services." It is worth noting that the parties signed a memorandum of cooperation in 2020 to develop the green finance market in Mongolia.

Bank accounts of businesses with tax debt will be partially, not fully, frozen under new law

Published: 2025-06-05 | Translated from: unuudur.mn

L. Enkh-Amgalan, Minister of Family, Labour and Social Protection, highlighted that the amendments to the General Tax Law and the Law on Corporate Income Tax aim to create a favorable legal environment to continuously support the normal and stable operation of small and medium-sized businesses. The new draft law removes the provision that previously allowed for the complete freezing of accounts of businesses that have fallen into tax debt, and instead provides for partial account blockages. In order to ensure the continuous and stable operation of businesses, the state intends to provide taxpayers with all possible means to prevent risks in advance and offer advisory assistance. For example, if the tax authorities consider that a business is exposed to risky conditions, they will issue a warning in advance and provide an opportunity for the business to correct and resolve their mistakes and violations. In connection with the proposed amendments to the Law on Corporate Income Tax, more than 23,000 citizens have so far submitted suggestions to the Ministry of Finance and the Ministry of Family, Labour and Social Protection. Some of the suggestions deemed necessary and feasible have been included in the draft law after review.

Iron ore is being transported from the Kharganat iron mine in Naranbulag soum, Uvs province, to the Bulgan border port in Bulgan soum, Khovd province. This operation is conducted by "ELGT" LLC, but the transportation of iron ore has been temporarily suspended. A working group led by Sh. During the inspection, violations were found, such as technical deficiencies during the operation of the company’s transport vehicles, significant damage to international and national highways from Myangad soum to Tsoohor Lake in Bulgan soum that made travel for vehicles difficult, and conditions where direct or indirect harm to human life and health could occur due to these damages. Therefore, based on the act issued by the Senior State Inspector, the company was ordered to temporarily stop the iron ore transportation operations starting from May 19, until the violations are remedied. The working group will continue to monitor the restoration of normal road conditions and the rectification of the violations, according to Khovd province's Governor's Office today.

Mongolian Dairy Products Win Superior Taste Award at the "Olympics" of the Food Sector!

Published: 2025-06-05 | Translated from: ikon.mn

At the “Superior Taste Award” ceremony held in Dubai, three products from APU Dairy, representing Mongolia, received top recognition for taste and quality for the first time, marking a historic achievement for the Mongolian brand on the global food stage. If we were to compare this award on a cultural level—like the "Oscars" in film or the "Grammy" in music—the most prestigious evaluation in the food sector is the “Superior Taste Award.” For this award, globally recognized brands such as Danone, Coca-Cola, Kirin, Carlsberg, Aquafina, and Divine compete. This year, for the first time, Mongolian dairy products stood out among them—real proof that scientific knowledge and expertise in Mongolia’s food sector have successfully reached global standards. WHAT IS THE “SUPERIOR TASTE AWARD”? The International Taste Institute (ITI) is an independent international organization founded in 2005 in Brussels, Belgium, that evaluates food and beverage products for taste and quality. Each year, thousands of products from over 100 countries are evaluated by teams of professional chefs and sommeliers, and the highest-scoring products are given the distinguished "Superior Taste Award." Key Features of the Judgment Process: - Blind Tasting: Judges evaluate only based on taste, aroma, texture, and sensation, without knowing the brand or origin of the product. - Over 250 Michelin-starred chefs and top sommeliers participate as judges. - World-class taste experts, such as Bernard Vaussion, chef to the French president, and Christian Brancaleoni, Italy’s top sommelier, are among the judges. Thus, the “Superior Taste Award” is the most widely recognized taste and quality certificate globally and is judged on criteria such as taste, aroma, texture, first impression, and flavor balance. THREE BRAND PRODUCTS INTRODUCING MONGOLIAN FLAVOR TO THE WORLD PRO+ Bulgarian Yogurt
APU Dairy—Mongol Suu’s professional team officially acquired Bulgarian yogurt starter culture and produced PRO+ Bulgarian yogurt, incorporating beneficial Lactobacillus bulgaricus bacteria. This opened a new pathway in Mongolia’s food sector and brought global recognition for Mongolian flavor. PRO+ Brand | Healthy Milk

Combining detailed research, innovation, and traditional raw materials, the product received high praise from international judges for its antioxidant effects, positive benefits on mood and sleep quality, as well as its pure, sugar-free, fat-free composition, bringing a fresh and valuable achievement to Mongolia’s food sector. Mont-Yak Ghee

These achievements are clear examples of the combined effort of herders and farmers, the diligence of all employees, the synergy of research, tradition, and technology—and they show that Mongolian flavor has the full potential to enter the world market. From June 30, new rules for entering the Russian border

Published: 2025-06-05 | Translated from: news.mn

According to a decision by the Government of the Russian Federation, starting from June 30 of this year, citizens of countries exempt from Russian visa requirements, such as Kazakhstan, Mongolia, etc., will be allowed to enter the country under new regulations. Therefore, travelers heading to Russia need to consider several important points. Specifically: 1. At least 72 hours before planning to travel to Russia, individuals must install the “Gosuslugi RuiD” application from the gosuslugi.ru website on their mobile devices and register their information. This includes name, date of birth, passport details, date of travel, location, a passport photo, and medical insurance, among others. After successful registration, a QR code will be issued. If a traveler does not obtain this QR code, entrance to Russia will not be permitted. 2. Some people are exempt from this registration process. These include employees of diplomatic missions and their family members, individuals with temporary or permanent residence permits in Russia, holders of all types of Russian visas, and children under 6 years old. 3. Travelers to Russia should also be aware of the following. The use of Ukrainian flags, anti-war posts, hashtags, likes, and comments on social networks may result in temporary restriction of social media accounts. Posting or sharing political or war-related content and images may require deletion. According to the Ministry of Foreign Affairs, the new regulations will take effect on the 30th of this month. A request has been sent for more detailed information regarding the requirements and changes specified in the regulations.

Over 230 Delegates from More Than 40 Countries Attend the “Ulaanbaatar Dialogue” Conference

Published: 2025-06-05 | Translated from: montsame.mn

The 5th International "Ulaanbaatar Dialogue on Northeast Asian Security" conference, jointly organized by the Ministry of Foreign Affairs of Mongolia and the Institute for Strategic Studies, began today. This two-day conference brings together over 230 scholars, researchers, and representatives from more than 40 countries, including Australia, UAE, USA, Britain, Oman, Iceland, Canada, Estonia, and France, in addition to Northeast Asian countries. Since the 1980s, Mongolia has aimed to establish a dialogue mechanism for Northeast Asia, launching the "Ulaanbaatar Dialogue on Northeast Asian Security" initiative in 2013 and successfully organizing international conferences since 2014. The stature of the conference has grown over time, with the scope of dialogue expanding to cover a wide range of issues including both traditional and non-traditional security challenges in the region, such as climate change, energy, and interregional cooperation. The dialogue has now evolved into an open and trans-subregional mechanism. During the conference, Foreign Minister B. Battsetseg emphasized the importance of dialogue, cooperation, and mutual understanding to overcome the complex and multifaceted security challenges facing the region. She invited the delegates to engage in open discussions and share their perspectives. Dr. J. Mendee, Director of the Institute for Strategic Studies under the National Security Council of Mongolia, remarked, "The 'Ulaanbaatar Dialogue' is a major step in our foreign policy. This conference has the advantage of providing an opportunity for countries with disputes in the region to hold dialogue. The increasing number of participants each year is its main achievement. This year, over 230 domestic and foreign delegates are participating, sharing experiences and discussing key topics such as regional security challenges, opportunities for cooperation, climate change, and energy resilience. Since Mongolia will be hosting COP-17 in 2026, particular emphasis is being placed on climate change issues." Dr. A. Saruulzaya, head of the Permafrost Research Center at the Institute of Geography and Geoecology of the Mongolian Academy of Sciences, noted, "As a result of climate change, warming, land degradation, and desertification are increasing significantly. Permafrost has been melting extensively due to warming. In 1971, 63% of Mongolia's land had permafrost, but now it has decreased by 34%. Climate change is also negatively affecting society and the economy. For example, roads and structures built in permafrost zones are increasingly damaged, leading to more accidents. To prevent these, it is necessary to use climate-adaptive technologies in road and construction projects. The 'One Billion Trees' program is a good example. Creating forests in desertification areas can help mitigate climate change. Through this conference, we will study other countries’ good practices and focus on implementing strategies for adaptation and impact reduction." This iteration of the dialogue features five main sessions: "Challenges and Opportunities for Northeast Asian Security," "Multilateral Cooperation in Northeast Asia," "Climate Change and Security Challenges in Northeast Asia," "Regional Cooperation in Northeast and Central Asia," and "Energy Challenges and Climate Change in Northeast Asia."

Enhancing the Resilience Capacity of the Energy System Becomes a Major Lever of a Nation's Independent Foreign Policy

Published: 2025-06-05 | Translated from: ikon.mn

China and Mongolia have friendly relations and cooperation with regional countries, contributing to peace and security, and maintain a position in favor of peace, as reaffirmed at the 10th "Ulaanbaatar Dialogue on Northeast Asian Security" held on June 5-6. Approximately 250 participants, including government officials, scholars, representatives of international organizations, and civil society from Northeast Asia and other regions, are engaging in discussions on pressing current issues. This year's conference is placing greater emphasis on which issues countries should focus on during the uncertain global climate brought about by the new U.S. administration, as well as how countries can coordinate united responses to the U.S. tariff policies. Additionally, following policy changes in international relations stemming from the COVID-19 pandemic, the war in Ukraine, and Trump-era policies, energy issues at both national and regional scales have become particularly acute. For this reason, the topic of "energy system resilience" has been added to this year's conference. Ensuring energy security frameworks and enhancing the resilience capacity of a country's energy system have become powerful tools for pursuing independent foreign policy. Additionally, it was highlighted that since more than 60,000 Mongolian citizens work in South Korea, the security of the Korean Peninsula forms an integral part of Mongolia's security. Since 2014, the "Ulaanbaatar Dialogue" has expanded beyond a regional event to attract the interest of international organizations and countries that maintain relations and cooperation with Mongolia. Especially at a time when geopolitical rivalries and conflicts among great powers are intensifying and the space for the foreign policies of other countries is shrinking, organizing events with international participation within the country to strengthen Mongolia's standing and reputation on the international stage is of major significance. Considering Mongolia's unique geo-strategic position connecting Central and Northeast Asia, as well as its real potential to contribute to global and regional security, the conference has grown in scope. The number of participating organizations and researchers increases each year, and the event has become a mechanism for promoting peace and security dialogue in the region. Leaders from the public and private sectors of over 70 countries, including the United Nations and the European Union, gathered in Astana, the capital of Kazakhstan, on May 29-30, 2025. The meeting discussed globally significant issues such as peace, economic cooperation, artificial intelligence, and the prudent use of natural resources. Opening the forum, the President of Kazakhstan, Kassym-Jomart Tokayev, stated: “Economic losses caused by factors such as armed conflicts and trade wars have reached 19 trillion US dollars. Therefore, it is more important than ever for countries to collaborate and resolve issues through dialogue.” He also proposed expanding the composition of the UN Security Council. Furthermore, he presented ongoing political and economic reforms in Kazakhstan. For example, Kazakhstan aims to develop an economy based on artificial intelligence and clean energy and has set a goal to establish a 'Crypto City.' The government announced a partnership with NVIDIA to install a supercomputer capable of performing two quintillion (2 x 10¹⁸) precise operations per second, opening up Kazakhstan's business, education, and research organizations to this technology. Constitutional and related legal reforms have limited the president's term to seven years, increased the powers of parliament, and introduced phased measures to increase government accountability. President Tokayev expressed his hope that the Astana International Forum will expand as a platform for mutually respectful international cooperation and announced that Kazakhstan plans to host a regional environmental summit in 2026. From Mongolia, P. Tsagaan, Chairman of the Economic Policy and Competitiveness Research Center, participated in the forum at the invitation of Kazakhstan's Deputy Prime Minister Serik Zhumangarin, and exchanged experiences in meetings with the Kazakhstan International Chamber of Commerce and business leaders. Environmental and Social Impact Assessment for the 'Ulaanbaatar Metro' Project Underway

Published: 2025-06-05 | Translated from: isee.mn

An international open tender with two stages was announced to select a consultancy service provider for the 'UB Metro' project. Four companies competed, with the consortium of South Korea's Dohwa Engineering Co. Ltd, Korea National Railway, Soosung Engineering, and Korea Railroad Corporation winning the bid. The consulting team is providing expertise in feasibility studies, baseline research, planning and design, and offers comprehensive monitoring and supervision services during project implementation. The Dohwa Engineering-led consortium updated the technical and economic feasibility study (TEFS) initially prepared by JICA in 2013, and developed the project's preliminary design, which was approved in March 2025. The Ulaanbaatar Metro project is designed to run from Tolgoit to Amgalan, spanning 19.4 km with 15 stations and 1 depot, expected to transport 17,200 passengers per hour. The project's implementation is projected to improve road network capacity by 10%, increase average speed by 18%, and significantly benefit citizens by reducing travel time—allowing journeys that take 45 minutes by bus to be done in 15 minutes by metro. It is also expected to have a positive impact on small and medium-sized businesses near the stations, according to the updated TEFS. Currently, an international open tender to select a contractor for the construction work of the project is being conducted in two stages. In the first stage, 27 bidders from 6 countries have submitted proposals. Preparations are underway to announce the second stage to these 27 participants. Active negotiations are also ongoing with international organizations regarding project financing. As part of these efforts, work has begun in collaboration with international consultants to conduct an environmental and social impact assessment of the project, and arrangements are being made for a general evaluation report of the expected impacts.

"Who will lose their life tomorrow is uncertain," say energy sector workers who lost 10 colleagues in 5 years

Published: 2025-06-05 | Translated from: ikon.mn

Using the special permission of MPA Agency. The Trade Union of Mongolia’s Energy, Geology, and Mining sectors expressed their position and announced their demands regarding the industrial accident and death at "Thermal Power Plant-3" JSC. They criticized the real situation in the energy sector and urgently called for correcting some of the critical errors: “Would you work in an insecure job, boss?”, “No one should die while performing their work,” “Is the energy sector a plaything for politicians?” “In the last five years, 10 people have lost their lives due to industrial accidents in the energy sector. To specify: 3 people in 2020, 1 in 2021, 3 in 2023, and 3 in 2024 lost their lives. We are expressing our condolences for these workers who lost their golden lives while performing their duties and wish to tell the real situation in the sector,” started their press conference. Sh. Enkhsaran, the head of the trade union at "Thermal Power Plant-3" JSC, gave the following information regarding the internal structure and dysfunction in the energy sector: “On behalf of my colleagues, my deepest condolences to the parents and families of the deceased. Our organization lost a leading engineer, our team lost a good friend and partner—it is an irreparable loss. 'Thermal Power Plant-3' JSC has a total capacity of 198 MW, supplying 13% of the centralized energy system, 32% of Ulaanbaatar’s heat supply, and 47% of the city’s industrial steam. Currently, there are a total of 1,001 staff. As part of preparations for the winter load of 2025-2026, our organization planned to completely shut down during the night of June 1st and begin repairs from the morning of June 2nd. During the shutdown on the night of June 1st, a fire broke out and one of our workers lost their life. Today, our staff are in a psychologically difficult state. However, they are continuing their repair work and operations while taking responsibility. Professional organizations are still investigating the industrial accident. As the final conclusion has not been reached, I cannot comment on the accident’s cause, but I will mention some of the contributing factors.” On the contributing factors to industrial accidents at "Thermal Power Plant-3" JSC: Let’s talk about the situation in the sector and organizations. Due to the wrong decisions of the government and central administrative organizations such as the Ministry of Energy and the Energy Regulatory Commission, all burdens have so far been carried on the shoulders of workers. Wages, equipment renewals, health and safety have all been shouldered by the workers. Ultimately, when problems are discussed, everything ends with the excuse of "money and funding." It is unclear where and to whom the Mongolian energy sector currently belongs. Who is leading us?
Who must protect us?
Who should make decisions for us? All of this is now unclear. When you turn to the Energy Regulatory Commission, they tell you to go to the Ministry of Energy. If you go to the Ministry, they redirect you to "Erchis Mongol" (a state-owned company). If you speak to your director in desperation, they refer you to the Board of Directors, which then refers you to the Minister. Thus, we are in a situation where we don't know whom to report our sector’s issues to. We submitted many demands for wage increases, but the Ministry of Energy issued a "ban on wage increases." If you go back to the ministry, they say "your director has the authority, the minister will reply." In such circumstances, the energy sector is under great stress and frustration. We have no guarantee of working in a healthy environment and remaining alive. We take new employees and train them for at least three months to a year before they are allowed to work independently. But due to low wages and lack of social security, staff do not stay. There is a severe shortage of personnel. Employees do not want to work in such a risky and dangerous environment for little pay. Staff are becoming discouraged and psychologically fragile. Human resource policy has collapsed because senior positions are filled with political appointees. Issues with technical operation rules and safety regulations persist. We still use technical standards from old Soviet equipment, even though today equipment from third countries has been installed. Technical operation and safety rules must be updated accordingly. A working group was set up on this, but as far as I know, there has been no solution reached even after 2-3 years. The new rules have not been issued until today. We cannot carry out necessary maintenance and servicing. Today, the sector has a shortage of capacity, so we cannot stop equipment for repair at the required times. If there is a failure, since it would disrupt the regime and the sector risks being restricted, the order from above is to "keep equipment running." While they demand adherence to safety rules from above, ultimately, orders from above contradict the rules and instruct to violate them. Our energy workers are highly responsible and observe the rule to "fulfill the instructions of management." The energy sector personnel work under very high risk and danger, which must be emphasized. High voltage, high-pressure steam, dangerous water are all around every day. Unfortunately, superiors do not pay adequate attention to the sector, and 10 people have lost their lives. The worst is that this danger has not been eliminated and remains in our workplaces today. The worker tried to eliminate the danger until the end and lost his life. Afterwards, a scapegoat is sought. But when an accident happens, the boss avoids responsibility and the "worker" is left to bear it. The person held responsible is the one who was actually working at the site. The outcome is dismissal, salary cuts, or blame. So, what is the root cause that led to this situation? Why are engineers and technical staff losing their lives in the energy sector? Management has failed. There is no real focus or effort on what needs to be done—which is tragic. In the future, honestly, there will be no one left to work in the energy sector. With many aging pieces of equipment, dangerous conditions, low pay, unresolved social issues… We work in uncertain circumstances where one cannot know whose life may be lost tomorrow. Today we call on our colleagues in the energy sector to exercise your rights under the labor law, and not to perform duties in extremely high-risk, dangerous conditions. Value your life first and work with caution. Going forward, we call on all workers across the sector to unite against such violations of human rights,” said Sh. Enkhsaran, head of the trade union at "Thermal Power Plant-3" JSC. Warning: Media organizations (TV, radio, social media, and websites) are prohibited from fully or partially using our information in any form, except with mutual agreement and by citing the source (ikon.mn).

A Country That Budgets ₮525 Billion for Arts and Culture, ₮298 Billion for Energy. Is Watching a Concert Outside More Important When There Is No Electricity at Home?

Published: 2025-06-05 | Translated from: ikon.mn

Regarding the industrial accident and loss of human life at Thermal Power Plant No. 3, the Mongolian Trade Union of Energy, Geology, and Mining expressed their position and announced that they would send a demand. During this time, they criticized the predominantly politically driven appointments in the energy sector, the unresolved safety issues concerning old equipment, the disregard for human rights and worker safety, among many other problems. They also criticized the funds allocated to the arts and cultural sector compared to the energy sector. In this regard, the secretary of the Mongolian Trade Union of Energy, Geology, and Mining, A. Dagvadorj, presented the following information. Looking at the budget of the last three years for 2023-2025:
In 2023, ₮316 billion was allocated to culture, sports, and tourism.
In 2023, ₮256 billion was allocated to the energy sector.
In 2024, the budget for culture, sports, and tourism is ₮575 billion.
In 2024, the energy sector's budget is ₮468 billion.
In 2025, ₮525 billion is allocated to culture, sports, and tourism.
In 2025, the energy sector's budget is ₮298 billion. The energy sector is not functioning well; workers' salaries are inadequate; when suggestions are made for modernization or technological improvements, the response is always "there is no money." How to raise money? They always discuss putting the burden on the people. "Let's increase the rates," they say, as if that's the only solution. But isn't there money in your culture, sports, and tourism sector? Today, is it more important to bring some foreign influencers to the square and make videos, or is it more important to have reliable electricity and heating? The 50 MW generator that supplies over 30% of Ulaanbaatar's heating capacity is beyond repair. What are we going to do? Freeze the whole of Ulaanbaatar? When households have no power, is it right to spend money on outdoor concerts? Just think about it. Replacing this failed equipment would cost $100 million at today's market rates. Moreover, it would take at least 24 months to install and bring it into normal operation. How are we supposed to live until then? The Mongolian government presents the budget proposal today. There needs to be a PRIORITY ORDER. What is more important, in which sector should investments be made? What needs to be addressed first? The government decides this. It seems that, when drafting the budget, ministers run back and forth lobbying to get their desired amounts included. If there had been a minister who really cared about the energy sector, surely they would have fought to get an increased budget. This is the current situation. The next government, the next Prime Minister of Mongolia, and the next sectoral minister, please pay attention to the budget. Please allocate sufficient resources to the energy sector. Solve the problems. There are no engineers or technical staff left to work in this sector. Will all the mid-level managers work themselves? Will you go and put on helmets and do the work? There are plenty of officials—will they go work? According to Article 16.4 of the Constitution of Mongolia, workers must be provided with decent working conditions. However, there is no implementation of this law in our sector. We have previously requested improvement. We discussed the governance crisis earlier. Withdraw all mid-level managers and executives appointed at all levels. Amend the austerity law. Stop letting the austerity law be a hurdle for solving workers' social and wage issues—change it. From the Energy Sector Union's side, we present the following demands:
- Urgently revise the Technical Operation Regulations. One of the main difficulties in implementing those regulations is the aging equipment, so this needs to be studied and necessary measures taken. Employee representatives must be included in this process.
- Form a working group to identify which equipment, at all energy companies, has become dangerously old and in need of immediate repairs and maintenance. Allocate the required budget for these needs, and revise the state budget accordingly. You make budget amendments to suit your own interests—so make an amendment and allocate the needed funds. Immediate repair and upgrading of the equipment is essential. These proposals and demands will be submitted to relevant organizations. The representatives from Thermal Plant No. 3 also mentioned in their remarks: Whenever an issue arises, the managers evade responsibility and leave it to the workers. Such a situation is unacceptable. The Mongolian Trade Union of Energy, Geology, and Mining would like to stress that we will fight to the end for our workers. Warning

A Petition Initiated to Stop Child Allowance and Use Funds for Building New Schools, Kindergartens and Increasing Teachers' Salaries

Published: 2025-06-05 | Translated from: isee.mn

A petition has been initiated on the D-Petition electronic petition site to "stop child allowance and use the funds for building new schools and kindergartens, as well as increasing teachers' salaries." The signature collection for this petition started four days ago. The petition was initiated by citizen B. Baasandorj, who believes that, instead of spending 8 trillion MNT every year (which is enough to build 2000 schools) on the 100,000 MNT child allowance, it would be more beneficial to use that budget to increase the number of schools and kindergartens annually, as well as to increase the number of teachers and their salaries.

The UN Has Approved the President-Initiated Resolution on World Horse Day

Published: 2025-06-05 | Translated from: unuudur.mn

The resolution on World Horse Day, initiated by the President of Mongolia, U. Khurelsukh, has been discussed and approved at the 79th session of the United Nations General Assembly. As a result, every year on July 11, all countries around the world will celebrate Horse Day, promoting and raising awareness about horse-related culture and traditions and bringing them to public attention. According to the United Nations Food and Agriculture Organization, there are currently more than 57 million horses worldwide. Although humanity has benefited from horses in many sectors—ranging from transportation and hauling to tourism, sports competitions, health, and food production—the importance of promoting and protecting their cultural and traditional significance has not been given broad or policy-level emphasis. Due to factors such as sedentary civilization, climate change, environmental degradation, and other causes, the number, breeds, and populations of horses have begun to decline globally in recent years. Thus, as the President of the nomadic and equestrian homeland, the President of Mongolia has taken the initiative to spread and preserve horse culture and traditions. Presenting the draft resolution, Mongolia's Permanent Representative to the UN, N. Ankhbayar, stated, “The significance of World Horse Day lies in highlighting the role and contribution of horses in humanity’s past and present life, supporting activities to increase their importance for sustainable agricultural development, and creating a platform to protect and preserve equine heritage, pasturelands, and the nomadic lifestyle.” A total of 56 countries have registered as co-authors of this initiative.

The strength of an earthquake is measured in two ways: magnitude is an indicator that measures the center below the ground where the earthquake occurs, while intensity, measured in degrees, indicates how strongly the earthquake is felt on the surface, including by people and buildings. The intensity scale has up to 12 degrees.

REPORT: City governors have spent over 20 billion to improve the Selbe River with concrete walls and water curtains, but the river is on the verge of dying

Published: 2025-06-05 | Translated from: isee.mn

Only 70 years ago, the citizens of the capital used to fish in the Selbe River, but today it is on the verge of dying. The decisions of successive city governors have greatly influenced this situation. The news site Isee.mn reminds us of the actions of city governors that have ruined Selbe and reports through this on-the-ground story that the 70 billion tugriks poured into this river have yielded no results. FIRST, 2011. At that time, Prime Minister S. Batbold and city mayor G. Munkhbayar implemented the "Project to increase the flow and improve the environment of Selbe River" at a cost of 1.7 billion tugriks. Within the project, they planned to develop a 350-meter section of Selbe from the Ikh Toiruu bridge to the Golden Villa complex, aiming to turn it into a recreation center. However, the implemented project fell short of these plans and feasibilities. Specifically, although the plan included several bridge structures, pavilions for relaxation, fountains, and green areas, in reality, only tiled flooring, a few benches, and lights were installed before abandoning the site. The citizens had expected to have a year-round recreation area from this project. SECOND, 2015. While E. Bat-Uul was the city mayor, he launched a project to create a "water curtain" at the Arsant Bridge to reduce soil pollution and dust in the city at a cost of 70.1 million tugriks. However, the project changed drastically from its original design and was closed after only a few days of operation due to "equipment failure." The idea, modeled after the water curtain on South Korea's Han River, ultimately ended up as what people called a "pissing fountain" and faded from existence. THIRD, 2018. City head S. Batbold and the city leadership approved another landscape design for Selbe River and launched a 50 billion tugrik project to develop the area from Arsant Bridge southwards to the bridge in front of the Natur Center. However, this project also "fizzled out." In short, history repeated itself by only partially beautifying some areas, as many can attest. Only beautiful pictures remain from this project. FOURTH, the pattern of implementing Selbe River improvement projects and wasting budget money did not skip city governor D. Sumyabazar either. The bid for the project to improve Selbe River was held openly, and actress B. Tsetseg's "Seruun Selbe" project was selected. Thus, in 2023, 3.1 billion tugriks were allocated in the city budget for the Selbe River improvement project. Besides providing city funds, Governor D. Sumyabazar explained that they intended to get a soft loan of $60 million from China to successfully complete the project, but due to heavy public criticism, it was halted. FIFTH, over 14 years, Selbe River, which has funded mayors’ elections and bribes, has not remained untouched by the current city governor Kh. Nyambaatar either. He is implementing the "Selbe Revival" project, worth 19.5 billion tugriks, constructing a 1.4 km dam on the old S outlet store site to protect against flood risk and recover the flow. The beautification includes green spaces, recreation areas, lighting, pedestrian and bicycle paths. According to officials, the work that started last June will be completed in August. Last summer, the willows were uprooted and supposedly going to be placed at Khar Usan Tokhoi, but they were simply abandoned. Also, during last winter, the ice was removed, but there is no open record of the budget for this work. In summary, it seems that Selbe River has become a place where successive city governors generate money. If the mayors’ promises had come true, today this river would not be on the verge of dying under construction and household waste, but would be a pleasant place for citizens to relax.

NCCD: Laboratory-Confirmed Measles Cases Reach 5479

Published: 2025-06-05 | Translated from: isee.mn

The National Center for Communicable Diseases has provided an update on the situation regarding measles. As of today, the total number of laboratory-confirmed measles cases is 5,479. There are 621 patients being treated in hospitals, 1,061 at home, 3,795 have recovered, there have been 36,307 close contacts, and two deaths have been reported. Children should receive the measles vaccine twice—at 9 months and at 2 years of age. If the vaccine schedule was missed, it is possible to get vaccinated at the nearest family clinic, district health center, or rural health facility.

Risk of Measles Outbreak in Rural Areas Increases

Published: 2025-06-05 | Translated from: unuudur.mn

The National Center for Communicable Diseases (NCCD) has warned that the incidence of measles is not decreasing and that the risk of an increase persists. As of yesterday, a total of 5,309 cases have been confirmed by laboratory testing, of which 3,527 have recovered. Meanwhile, 617 people are hospitalized, and 1,163 are being treated at home. Since the outbreak began, two children have died, and the number of contacts has reached 36,307. Most people affected by measles are between the ages of 0 and 14. Eight young children are currently receiving intensive care at NCCD, seven of whom are too young to have received the vaccine (aged 0–8 months). Three children are in critical condition and are being treated with artificial respiration, according to senior physician Ts. Chinbayar, who provided this information the day before yesterday. When asked about the condition of the children, NCCD doctor N. Suvdmaa said, “Not good, it remains as serious as before.” In addition, experts have cautioned that the risk of measles outbreaks in rural areas is increasing as school holidays begin and more children travel to camps and the countryside. Currently, 83 percent of cases have been registered in Ulaanbaatar city. Therefore, it is advised that children traveling to camps or rural areas during the holidays receive the measles vaccine at least 14 days prior to travel. It has also been revealed that 69.1 percent of all reported cases had not received the scheduled measles immunization. For reference, the measles vaccine is administered twice to children, once at nine months and again at two years old. Children under the age of 16 who have not received the first or second dose of the vaccine can visit their local district or family health center to receive catch-up immunizations.
