ABOUT US: The Protest Against Prime Minister L. Oyun-Erdene Shakes the Mongolian Government

Published: 2025-05-23 | Translated from: isee.mn

The luxurious gifts and lifestyle allegedly given by Prime Minister L. Oyun-Erdene's son, O. Temuulen, to his girlfriend has brought the coalition government of Mongolia to the brink of collapse. Major international news agencies have been reporting on this matter. Notably, the Washington Post covered it recently. According to the report: "Mongolia’s ten-month-old coalition government is on the verge of dissolution. Amidst ongoing public protests demanding the resignation of Prime Minister L. Oyun-Erdene, which have lasted for nine days, the leaders of the three coalition parties are re-examining and discussing their alliance agreement. The Mongolian People's Party (MPP), which holds the majority in parliament, has decided to expel the Democratic Party (DP), the second largest partner, from the coalition. The MPP blamed this decision on some young DP members supporting the demand for the Prime Minister’s resignation, which they viewed as a breach of the coalition agreement. DP chairman and Deputy Prime Minister L. Gantomor stated, 'I have not signed any document to silence my party members. I know my party’s character well.' The fate of Prime Minister L. Oyun-Erdene remains uncertain, with parliament possibly addressing the issue soon. He has served as Prime Minister for four years and has previously faced calls for resignation but managed to keep his position. This protest, however, was triggered by reports of the Prime Minister's son’s extravagant lifestyle, which caused major frustration among youths. O. Ariunbileg, a 45-year-old mother of three, said, 'I am protesting because I am disgusted by the luxurious lifestyle flaunted by the Prime Minister’s son. His promises to fight corruption are just empty words.' The 26-year-old protester B. Purevnamjil said, 'The Prime Minister has worked for six years, but nothing has changed. Most of those participating in the protest are youths and are not affiliated with any political party.' Thursday’s protest was peaceful, with citizens expressing their opinions through an open microphone. Mongolia, once a communist country under Soviet influence, transitioned to democracy and now has a population of 3.5 million, half of whom live in the capital. Despite the nation's vast mineral resources, protesters argue that revenues have nurtured business circles and the wealthy, while ordinary people's lives have not significantly improved. After the June 2024 elections, the MPP secured 68 seats, leading to the formation of the coalition government together with the DP and HUN Party."

The Coalition Government Holds Its Last Meeting, L. Oyun-Erdene to Submit Resignation

Published: 2025-05-23 | Translated from: news.mn

Due to the current political situation, the Mongolian People’s Party (MPP) convened its Small Khural and made a political decision. Specifically, at the Small Khural held two days ago, it was decided that the Democratic Party (DP) should be removed from the composition of the Coalition Government. Since Prime Minister L. Oyun-Erdene did not accept the decision of the Small Khural, he has decided to submit his resignation, creating the condition for the entire coalition government to step down from office. Thus, today, L. Oyun-Erdene’s cabinet held its last government meeting, after which the Prime Minister is set to submit his resignation. According to Article 43.2 of the Constitution, if the Prime Minister resigns, the entire government must also resign. However, whatever decision the head of government makes, there are legal provisions for the State Great Khural (parliament) to discuss and decide. In any case, once the Prime Minister submits a resignation today, the new composition of the government will be appointed according to the law. This process must occur within 30 days by law. If the next government composition is not established within this period, according to the Law on the State Great Khural, the President has the authority to dissolve the parliament. In short, the issue of the Prime Minister resigning will first be discussed in parliament. If parliament does not accept L. Oyun-Erdene's resignation, according to the Law on the Government, there will be no discussion of government resignation or appointment of the Prime Minister for the next six months. However, rumors about the next Prime Minister have already begun to circulate. Reportedly, names such as B. Javkhlan, N. Uchral, and Ya. Sodbaatar are being discussed as candidates for the next Prime Minister. Meanwhile, it is rumored that D. Amarbayasgalan, the speaker of the parliament, has refused a position as minister.

Mongolian People's Party Decides to Remove DP from Coalition Government for Breaching Agreement

Published: 2025-05-23 | Translated from: unuudur.mn

Amid the protests and unrest that took place in the central square the day before yesterday, the Mongolian People's Party (MPP) held its 6th Conference starting at 16:00. The closed meeting lasted more than 13 hours before concluding at midnight. At the conference, the MPP decided to remove the Democratic Party (DP) from the coalition government. Y. Sodbaatar, Secretary General of the MPP, stated: "At this conference, we passed a resolution making a political assessment of the coalition government. According to this resolution, it was decided that it is appropriate to implement the New Revival Policy and Regional Development Program without including political parties that have breached the coalition agreement. Taking into account the proposals and criticisms of grassroots and mid-level party members, and the repeated violations of the coalition agreement by certain named members, the majority reached this decision. The party leadership's decision will be formally communicated to the parties included in the coalition government. Also, as stated in the agreement, it will be presented to the MPP Policy Council. Although both the DP and the HUN Party violated the agreement, we believe the DP's violations were more serious," he declared. At the 6th Conference, 61% of participating MPP members voted against the continuation of the coalition with the DP, leading to the above decision. As a result, the eight ministers from the DP in the coalition government are expected to vacate their posts. However, the fate of the HUN Party ministers, as well as whether opportunities will be given to the Civil Will-Green Party and the National Coalition, remains unclear and is the subject of speculation. It emerged a few days ago that Prime Minister L. Oyun-Erdene had said, "If the coalition government collapses, I will take responsibility and resign." Yesterday, as speculation mounted regarding the appointment of a new prime minister and cabinet members, unofficial reports circulated that "the Prime Minister is set to submit his resignation today." As of 18:00 yesterday, reports on social media indicated "Prime Minister L. Oyun-Erdene is meeting with the leaders of the DP and HUN Party." DP Chairman L. Gantumur had previously stated, "If the coalition government breaks up, I will not remain as party leader and will take responsibility."

Decision to Dismiss the Prime Minister Made; “Let’s Take Back Ukhaa Khudag” Protest Did Not Continue Yesterday

Published: 2025-05-23 | Translated from: isee.mn

The protest demanding the resignation of the Prime Minister is ongoing. Today marks the 10th day that citizens have gathered at the central square. However, the “Let’s Take Back Ukhaa Khudag” protest, which was held on May 20th and 21st, did not continue yesterday. Specifically, on the past Tuesday and Wednesday, some citizens organized the “Let’s Take Back Ukhaa Khudag” protest to oppose the resignation of the Prime Minister. There was also a possibility of disputes arising between protesters of the two movements with differing goals last Wednesday. Nevertheless, the “Let’s Take Back Ukhaa Khudag” protest did not continue yesterday. The reason is that during the general meeting of the Mongolian People's Party (MPP) held on Wednesday, a decision was made to dismiss the current government.

Prime Minister L. Oyun-Erdene may announce his resignation to the public over the weekend

Published: 2025-05-23 | Translated from: isee.mn

The "Resignation is Easy" protest continues, sparked by the alleged gift of luxury items by Prime Minister L. Oyun-Erdene's son, O. Temuulen, to his girlfriend. The Mongolian People's Party (MPP) General Assembly decided to remove the Democratic Party from the coalition government. Before the General Assembly, unofficial reports claimed that Prime Minister L. Oyun-Erdene stated he would resign from his position if the coalition government was not supported. Therefore, the decision by the MPP's General Assembly to exclude the Democratic Party from the coalition government has become grounds for Prime Minister L. Oyun-Erdene's possible resignation. However, as of now, L. Oyun-Erdene has not officially submitted his resignation to the State Great Khural (Parliament), which has led to doubts among the public and suspicions that he might try to continue holding his office. As a result, the "Resignation is Easy" protest is ongoing today. According to some sources, the Prime Minister may issue a statement to the public about his resignation over the upcoming weekend. After that, the General and National Congress of the MPP are expected to be held next week, where the next Prime Minister and leader of the MPP will likely be selected.

D. Amarbayasgalan: Repeatedly Elected Members Are Not Staying in the Chamber, Where Are They Running Off To?

Published: 2025-05-23 | Translated from: isee.mn

During the session of the State Great Khural, the second discussion of the draft resolution proposed by the government "On approving Mongolia's Development Plan for 2026" is underway. In connection with this issue, parliamentary members are asking questions and receiving answers. During this time, the Speaker of Parliament, D. Amarbayasgalan, remarked, "Where are the repeatedly elected members running off to? It seems they are no longer sitting stably in the chamber." It is worth noting that there is information that negotiations have already begun to appoint members who have been elected two or more times as ministers in the next government. This appears to be why they are forming groups and negotiating amongst themselves.

Prime Minister L. Oyun-Erdene's son O. Temuulen may have appeared at the Anti-Corruption Agency today to give a statement

Published: 2025-05-23 | Translated from: isee.mn

Public attention has been drawn to reports that Prime Minister L. Oyun-Erdene's son, O. Temuulen, allegedly gave his girlfriend an extravagant luxury gift, used a helicopter, rented an expensive resort in Bulgan province, and proposed marriage to her. As a result, citizens are demanding proof of income and the "Resignation is Easy" protest against L. Oyun-Erdene continues in the central square. The Anti-Corruption Agency (ACA) announced that "O. Temuulen is living abroad, so he has been notified by the ACA to come and give a statement within the legally required period. Accordingly, he is set to return to Mongolia next week to provide a statement." However, some unofficial sources report that O. Temuulen already returned to Mongolia two days ago. Now, it is suspected that today, O. Temuulen may have appeared at the ACA to give a statement, since some citizens posted on social media photos of a man resembling O. Temuulen entering the ACA building together with a man who appears to be a lawyer. However, the ACA and other relevant organizations have not released any official information regarding this matter.

Deadline for Response to the Demand Submitted by 25 Editorial Offices to the Prime Minister Ends Today

Published: 2025-05-23 | Translated from: news.mn

In order to ensure the public's right to information, independent press organizations must fulfill their professional duties and publish reliable information. Within this framework, 25 editorial offices submitted a demand to the Prime Minister. Specifically, as a country that guarantees a free press under its legislation, public officials in Mongolia are obliged to provide transparent and prompt information to professional journalistic editorial offices. Unfortunately, the Prime Minister of Mongolia, Luvsannamsrai Oyun-Erdene, has distributed information in what appears to be a restricted and organized manner, rather than giving the media the opportunity to fulfill their professional responsibilities, thereby failing to uphold the public's right to know. Since his appointment as Prime Minister of Mongolia on January 27, 2021, Oyun-Erdene has given only four interviews: on the "Featured Guest" program of MNB, in the "Broadcasting from Ulaanbaatar" program with journalist B. Ganchimeg, in an interview with rapper B. Gantulga, and in an interview with journalist E. Enerel of Ödriin Sonin. These interviews all share the same traits: they were pre-recorded, edited, not broadcast live, and did not answer questions that the public wanted addressed. Previous prime ministers have set a precedent of providing information to the public and openly responding to journalists' questions. However, at present, the public is continuously presented with edited interviews and cannot get answers to the questions they wish to ask. Therefore, independent and professional editorial offices have united to demand that Prime Minister Luvsannamsrai Oyun-Erdene participate in open, transparent, and live interviews with the public. They are also demanding that the Government Secretariat initiate and implement a policy for the Prime Minister to provide open and transparent information to the public, and that this should be followed by the current and future governments. The demand asked for a response by May 23.

The Reason Why L.Oyun-Erdene is Delaying His Resignation Is Because He Has Not Yet Finalized the Appointment of His People as Ministers in the Next Government

Published: 2025-05-23 | Translated from: isee.mn

Conditions have been met for the resignation of L.Oyun-Erdene's government. Specifically, the MPP (Mongolian People's Party) held its National Conference and made the decision to remove the party that violated the coalition agreement from the Joint Government and to form a government solely with the MPP. Prime Minister L.Oyun-Erdene did not accept the decision of the National Conference, and so he is set to submit his resignation, which would result in the entire coalition government stepping down. Procedurally, now Prime Minister L.Oyun-Erdene should formally submit his resignation to the State Great Khural (the Parliament) for discussion. However, he still has not submitted his resignation. According to sources, he is currently negotiating to have his people appointed as ministers or secure certain ministries in the next government. It is said that he plans to submit his resignation after completing these negotiations. The MPP's Leadership Council and National Conference are scheduled to meet on Monday to nominate a candidate for the new Prime Minister.

B. Javkhlan: How do you expect to include about 100 trillion MNT for 14 mega projects into the state budget? If you have a solution, bring it forward.

Published: 2025-05-23 | Translated from: isee.mn

At today's session of the State Great Khural (Parliament), the second discussion of the Government's proposed "Plan for Mongolia's Development in 2026" is underway. In connection with the agenda, members of parliament are asking questions and receiving answers. Member of Parliament O. Tsogtgerel: Since last year, we agreed on the principle of adopting a budget without a deficit. However, if it is claimed that the 2025 budget has been adopted without a deficit, I have a different opinion. There are 7 trillion MNT registered as losses at the Bank of Mongolia, the majority of which—5 trillion—has been absorbed into the mortgage program. This money should be recorded under the expenditure part of the budget. Furthermore, a share from the royalties that should be allocated to the Future Heritage Fund was arbitrarily cut. Here, we're talking about an issue in the range of 1-2 trillion MNT. Adding these up, there is an accumulated deficit equal to at least 20 percent of the total budget expenditure, or over 30 trillion MNT. We should be careful in our wording about a "budget without deficit." There's no need to mislead people. We need to present the figures truthfully and transparently. Minister of Finance B. Javkhlan: Chairman O. Tsogtgerel brings this up every time we adopt the budget. Parliament has approved 14 mega projects. Roughly 100 trillion MNT in preliminary estimates will be spent on these projects. Expenses must be reduced. But to include such a massive construction budget in the state budget as you require—how is that possible? How can it be included? Is there a solution? If there is, then please bring it forward. We can follow your proposal if that's the case.

MIAT SOE Achieves Historic Record in 2024

Published: 2025-05-23 | Translated from: news.mn

This year marks the 100th anniversary of the development of aviation in Mongolia and the 69th anniversary of the founding of MIAT SOE. Over the past 69 years, MIAT has had a history full of achievements and progress. For example, over a total of 69 years, the company has completed 512,000 flights, covered 570 million kilometers in the air, and transported 25 million passengers. Furthermore, in 2024, the company surpassed all its previous records to reach a historic new milestone. Specifically, in 2024, MIAT earned 945 billion MNT in revenue and transported 1,155,000 passengers on 4,218 flights—these figures constitute a historic high, as highlighted by MIAT’s CEO, B. Munkhtamir. He stated, “The official history of MIAT began on July 7, 1956, with its first civil aviation flight on the Ulaanbaatar–Mörön route. Throughout these 100 years, the aviation sector has advanced to a significant level and achieved great success. In 2025, we aim to attain a net profit of 23 billion MNT, operate around 4,500 flights, reach 1 trillion MNT in revenue, and transport 1.3 million passengers. Flight frequency on domestic routes will also be increased. Additionally, this year we plan to launch four new routes: Shanghai, Singapore, Ereen, and Hohhot.” Going forward, in order to develop the aviation sector, Mongolia plans to increase transit flights through its airspace. This is expected to improve service quality and decrease ticket prices. Currently, MIAT operates with a fleet of 10 aircraft, including Boeing 767, 787, 737 and Bombardier CRJ-700 models. As of today, the national air carrier MIAT has a total of 8 aircraft and about 1,300 employees. In 2024, the company transported 1.2 million passengers, a major milestone for the sector. This year is also the 100th anniversary of the beginning of aviation development in Mongolia. The landing of the Ju-13 aircraft, designed by a German engineer, in Mongolia in 1925 marked the inception of the country's aviation sector.

B. Munkhtamir: MIAT Made History Last Year. This Year, We Plan to Open Four New Destinations and Renew Our Aircraft Fleet

Published: 2025-05-23 | Translated from: isee.mn

Mongolia celebrated the 100th anniversary of the founding of its aviation industry and the 69th anniversary of MIAT, the national airline, at the Corporate Convention Centre. We prepared the following report from the event. OPENING:
Warm congratulations on the 100th anniversary of Mongolia's aviation industry and the 69th anniversary of MIAT to all the MIAT staff, past and present leaders, directors, and veteran employees who have dedicated their lives, intellect, skills, knowledge, and hearts to the company and to becoming national air carrier representatives of Mongolia, which has been awarded the Order of the Red Banner of Labor Merit. MIAT will remain a key player in Mongolia's aviation market
B. Munkhtamir, CEO of MIAT LLC:
2024 was a record year in MIAT's 69-year history. We transported 1,150,000 passengers with 4,218 flights and earned close to 945 billion MNT in revenue, a remarkable achievement. We will continue to break these records. In 2025, we aim to operate 4,513 flights, transport 1.3 million passengers, and achieve revenue of 1 trillion MNT. We are also ready to open four new destinations in 2025 to serve our citizens. Additionally, we are preparing for a fleet renewal, and our local CRG-700 aircraft will be ready to operate from June 15, 2025. In 2026 and 2027, we have arrangements to acquire Boeing 737 and 808 aircraft, among other successes awaiting us. MIAT will remain the main player in the Mongolian aviation market, and we will continue to expand the air transport market together. A Proud Moment Receiving the State Order and Medal by Presidential Decree
HOST: By decree of the President of Mongolia, U. Khurelsukh, in honor of the 100th anniversary of civil aviation, the following individuals, who have worked productively in the sector for many years, were awarded the highest state order and medal. B. Sendar, MIAT LLC Aircraft Captain, Flight Attendant:
I have been working at MIAT for 26 years. My husband sometimes jokes, telling me to 'come back to earth for a while.' We usually get up for flights at 00:02-00:04 at night while others are sleeping. When we return home, our children and families are already asleep. We do not have fixed working hours. Being awarded a state medal for our hard work brings a different kind of feeling. It’s emotional. Many feelings arise. Of course, I am very happy. I am proud of myself, my company, and my colleagues. I would like to congratulate all veterans and industry colleagues on the 100th anniversary of aviation and the 69th anniversary of MIAT, and wish everyone health and happiness. B. Munkhtamir: We Have Obtained Rights to Service US-Registered FA-145 Aircraft
B. Munkhtamir, CEO of MIAT LLC:
With the start of flights to the United States, we successfully received authorization from the US Civil Aviation Authority to perform heavy maintenance on FA-145 category aircraft registered in the US. Also, last year, I was elected a member of the Governing Board of the International Air Transport Association (IATA), which was a result of the collective strength and spirit of the MIAT team. I am proud to say that achieving these successes is thanks to the leadership, veterans, colleagues, and staff over the years. B. Delgersaikhan: The State is Pursuing a Policy of Liberalizing Air Transport Companies
Minister of Road and Transport B. Delgersaikhan:
MIAT operates international flights to many countries and is preparing for its first flight to the US. As a result, it underwent international aviation inspections and received a top rating of ‘4.’ The state is pursuing a policy of liberalizing air transport companies, and consequently, there are many private airlines operating flights. These companies are investing considerably in Mongolia. For example, most recently, Hunnu Air introduced a new long-haul aircraft from Brazil with a capacity of 136 seats. This means that the Government of Mongolia is supporting public-private partnerships and facilitating domestic tourism by providing tax exemptions. Airports are being constructed in many locations. For instance, in Gurvansaikhan, Umnugobi province, the runway is being expanded to accommodate Boeing aircraft, with flights to commence from June 10. Additionally, there are plans to build 4D airports in cities such as Murun, Khovd, and Choibalsan. The new three-zone-classified airport in Ondorkhaan, Khentii, has already been commissioned. Investment in civil aviation continues to grow each year, providing citizens with comfortable and safe travel that saves time. The Government of Mongolia is implementing policies to attract tourists through civil aviation. Last year, more than 800,000 tourists visited. By upgrading Dalanzadgad and Murun cities to international airports, direct international and domestic flights will be enabled.

FRC Inspections Reveal That Pawnshops Have Been Overcharging Customers With Interest Rates Above 4.5%

Published: 2025-05-23 | Translated from: isee.mn

The Financial Regulatory Commission (FRC), in cooperation with the Capital City Police Department, is conducting joint inspections of pawnshops operating in the city. The campaign, which will last for an entire year, began with inspections in Bayanzurkh District. Of the 33 pawnshops around Bayantseel in the 7th khoroo of this district, 19 were found to be unregistered with the relevant authorities for providing pawn loan services, and many were charging citizens interest rates higher than the maximum monthly rate of 4.5% set by the Policy Council for Monetary Loan Operations of the FRC, among other violations. The Policy Council for Monetary Loan Operations of the FRC has set the maximum monthly interest rate for loans issued by monetary lending institutions at 4.5%. This decision took effect on March 31, 2025. According to the law regulating monetary lending operations, legal entities and citizens engaging in pawn loan or regular, profit-oriented lending activities are required by law to register with the governor of their respective province or district and with the FRC. The law also prohibits the imposition of fines or penalties (anzu) on overdue loans. In overdue cases, only a 20% interest rate—similar to that charged by banks and financial institutions—can be imposed. This legal protection ended the practice of calculating daily penalty fees of 0.5% for overdue loans, which had previously caused losses for borrowers. In addition, if a borrower has paid interest above the maximum rate of 4.5%, the law requires that any overpaid amount must be deducted from the principal loan balance, and any surplus, after the full repayment of the principal, must be refunded to the borrower. The joint inspection revealed widespread violations, including charging higher than the approved interest rates by the Policy Council for Monetary Loan Operations, collecting additional charges or fees, failing to register address changes with relevant authorities, and opening and operating unregistered branches. Investigations and actions are being taken against those found to be in violation.

Draft Agreement on Social Protection between Mongolia and Austria Supported

Published: 2025-05-23 | Translated from: montsame.mn

At today's meeting of the Standing Committee on Security and Foreign Policy of the State Great Khural, the draft agreement on social protection between Mongolia and the Republic of Austria, which was urgently submitted by the Government of Mongolia, was discussed and supported. The Minister of Family, Labor, and Social Protection, L. Enkh-Amgalan, noted in his introduction that, according to the 'Vision-2050' long-term development policy and the 2024-2028 Government Action Program, agreements on cooperation in the field of social protection are being established with countries where large numbers of Mongolian citizens reside. As part of this initiative, similar agreements have been made with the Russian Federation, the Republic of Korea, Hungary, the Republic of Poland, the Republic of Turkey, and the Czech Republic. These agreements allow for the integration of periods during which citizens have paid contributions, creating eligibility for pensions, the mutual transfer of pension entitlements according to the period of paid contributions, preventing double coverage in social protection systems, and providing certain short-term benefits by mutual agreement. As of 2023, 2,577 Mongolian citizens reside in Austria, of whom 1,670 are employed, while in 2024, according to the Immigration Agency, 31 Austrian citizens reside in Mongolia. The ratification of the draft agreement will ensure social protection for citizens of both countries, granting them the right to combine contribution periods for pension eligibility.

At today's session of the State Great Khural (Parliament), a vote was held on the draft law to ratify the agreement between the Government of Mongolia and the Government of the Republic of Kazakhstan on cooperation in pension matters. A total of 86 members participated in the voting, and ratification required the support of 64 members. However, only 45.3 percent of those present, or 39 members, voted in favor, resulting in the agreement not being ratified by the Parliament. Consequently, the bill was returned to the government. The Bulgarian Government Approves Draft Agreement on Air Relations with Mongolia

Published: 2025-05-23 | Translated from: montsame.mn

At a regular meeting of the Cabinet of Ministers, the Bulgarian government approved a draft agreement on air relations with Mongolia. Currently, there are no direct regular flights between the two countries, according to the government information office. The purpose of this draft agreement is to establish the necessary legal grounds for cooperation between the two parties in the field of air transport. As a result, passenger and cargo flows would increase, real competition would emerge, ticket prices may decrease, and infrastructure related to air transport would develop while also supporting the tourism sector. The Cabinet of Ministers also approved a draft agreement on performing international road transport of passengers and cargo between Bulgaria and Mongolia. This is the first such agreement between the two countries in the field of road transport and aims to fill the current regulatory gap. The agreement will enable the exchange of permits for international road transport.

The Metro Project Budget Increased from $1.3 Billion to $2.4 Billion

Published: 2025-05-23 | Translated from: ikon.mn

The Citizens' Representatives Council (NITKh) of Ulaanbaatar approved the implementation of 24 mega projects over a three-year period. The issue of how these projects will be financed was discussed at today's meeting of the council. According to U.Baatar, Director of the Selbe Housing Project: "The preparation of technical and economic feasibility studies (TEFS) for the 24 mega projects to be implemented in the capital city is 53% complete. The TEFS for nine projects have been completed. In reality, only a few projects are in the execution phase. There are four projects for which the TEFS process has not yet started. Only the cable car transport project is being implemented well. Land acquisition is the biggest challenge in implementing these projects, and financial support is needed for this. The research team has produced an integrated simulation for the Tuul Highway and the Ring Road, which will be presented next week. The 24 mega projects are high-value, long-term investments and, if the investment is not managed responsibly, it could affect inflation in Mongolia. It is estimated that 45% of the financing for these projects will come from foreign loans and aid, 17% from the budgets of the capital and the state, 33% through public-private partnership, and 3% from bond funding. Let me explain the financing mechanisms of two projects as examples. The investment and financing mechanisms for the tram and metro projects are alike. The budget for the metro project was initially $1.3 billion but, according to the TEFS, has now increased to $2.4 billion. Of this, 15% will be financed by the capital, and the remainder is planned to be raised from international markets. Initially, a memorandum of understanding was signed with the UK Export Bank. JP Morgan is also involved. Three banks have submitted proposals for the tram project. Negotiations are ongoing with implementing organizations. Large projects cannot be financed domestically." 200 Engineers to Be Trained as Part of Metro Construction Mega Project, Reports City Council

Published: 2025-05-23 | Translated from: isee.mn

In Ulaanbaatar, the executor for the large-capacity public transport project "Metro" will be selected and a contract signed within the second quarter of this year, according to plans by the City Council. Preparations are also being made to commence the construction phase of the project. It is recognized that there will inevitably be a lack of professional workforce for this project in Mongolia, so as part of the Metro initiative, the "2+2" program to train engineers and specialists will be jointly implemented by the Governor's Office of the Capital City, the Mongolian University of Science and Technology, and the "Dahua Engineering" company. Under this program, students will study for two years each at the Mongolian University of Science and Technology and at Halla University in South Korea, with the first intake being 200 engineers. During the 6th Extraordinary Session of the City Council, U. Baatar, Director of the Selbe City Housing Project, presented that there are several pressing issues that need to be resolved for the Metro project. He also mentioned that there are six projects being implemented within the public transport sector: metro, tram, dedicated bus lanes, cable transport, light and branch railways. In the field of roads, bridges, and intersections, projects include the New Ring Road, Tuul Expressway, "Uuduu Temulekh" Bridge, and multi-level interchange projects. Regarding urban development and housing, major projects include Selbe City, Bayankhoshuu, Khan Material area, and Khunnu City. In the energy field, projects such as CHP-5, distributed heat sources, waste and sludge incineration plants, and a power plant based on the Baruun Dalai coal deposit are being planned. Additionally, infrastructure and water management projects are in preparation. To implement these projects, it is necessary to resolve issues of: • Financing • Land clearance • Legal and regulatory environment • Localization of norms and standards • Release of the upper 10MHz and lower 10MHz bands at 700MHz frequency for the LTE-R network to be used in the train control system. These requirements were highlighted as essential.

D. Badarsan, Member of the Ulaanbaatar City Citizens' Representative Khural and Coordinator of the Project and Program to Reduce the City's Road Traffic Congestion, introduced the progress and challenges of the 24 mega projects that are to be implemented in Ulaanbaatar and answered representatives' questions. For the major public transport project, the contractor for consulting services of the "Metro" project has been selected as a partnership led by South Korea's Dohwa Engineering Co. Ltd, and on July 5, 2024, a consulting service contract for the "Ulaanbaatar Metro" project was signed. The Ulaanbaatar Metro project will feature a 19.4-kilometer-long line from Tolgoit to Amgalan, with 15 stations and a maintenance depot. Upon completion, the project will be able to transport 17,200-26,000 people per hour in one direction during peak hours, increase the intensity of traffic flow on the road network by 10%, and improve average speed by about 18%. Additionally, it will have a positive impact on reducing air pollution generated by vehicles, and, in terms of social benefits, the time it takes to cover the distance by bus (45 minutes) will be reduced to 15 minutes by metro. During the implementation of the project, an estimated 700 domestic jobs will be created, with 745 permanent jobs upon commencement of operations. Here is the list of the 24 mega projects to be implemented in Ulaanbaatar City: - Construction of the “Metro” large-capacity public transport project in Ulaanbaatar - Multi-type public transport/light rail transit (LRT “Tramway”) project in Ulaanbaatar - Preliminary technical and economic feasibility study, design consulting for the "New Ring Road" project /Ulaanbaatar/ (First Ring) - "Tuul Expressway" construction project - Bus Rapid Transit (BRT) dedicated lane project - Overpass project - Multi-level interchange - Cable road transport project - Bagakhangai-Khunnu City branch railway project - Light railway transport (LRT) project - TEC-5 project - Distributed source project - Selbe City Housing Project - Bayankhoshuu City Housing Project - Khan Material Housing Project - Waste incineration energy production project - New entertainment park project - Tuul Water Complex project - Khunnu City project - Soil water and flood protection project - Slag incineration plant project - Meelt Eco Industrial Park project - International hotel - Western Dalai ore project

"When the next Prime Minister comes, how will they prioritize the ongoing projects in the capital according to their own wishes?"

Published: 2025-05-23 | Translated from: ikon.mn

At today's session of the City Council, the progress of 24 mega projects is being discussed. During this time, the tram project and its pressing issues, as well as the matter of developing a feasibility study, were introduced. Council Member B. Anu-Ujin: The groundworks for the tram project are planned to begin in September. The biggest challenge facing large projects is always financing. Mongolia has cold seasons and a short building period. If financing is not resolved for major prioritized projects aimed at improving the quality of life for city residents, there is a high likelihood of delays. For the tram project, communication is ongoing with several European guarantee companies and banks. As of now, no specific decision has been made. We are trying to implement a project to reduce traffic congestion in Yarmag. On the other hand, a pressing issue is political instability. The more unstable the political environment, the more project and program initiatives stop, stall, or slow down. Mega projects are intended to improve the quality of life for city residents and address current issues, so it's necessary to support these projects. Council Member O. Zunduidorj: "Developed countries value their people. To create a pleasant living environment is what development means. Everyone living and working in Ulaanbaatar faces the same hardships—lost time and high economic costs. The more time we lose, the more problems we create for ourselves. Mega projects depend on political stability. Many of the city's problems are entangled together. When the construction season begins, many projects should already be underway. But currently, only the cable car project is beginning in terms of feasibility study, financing, and operations. The Selbe sub-center project is progressing by its own principles. The most important part is the development of feasibility studies for mega projects. Developing the feasibility study correctly saves taxpayers' money and clarifies operations. When the next Prime Minister comes, how will they prioritize the city's ongoing projects according to their own preferences? Will the issue of changing the leadership of project units arise or not? People with expertise should continue working, and there is no need for politicization. We should work to uphold the common interests of Ulaanbaatar city." He also asked about the safety of cable transport during winter, who would ensure safety, and whether it would be the city administration or the Ministry of Roads and Transport. Director of the Selbe Housing Project, U. Baatar: As of today, full feasibility studies for 9 out of the 24 mega projects have been completed; three are over 80% completed, one is over 60%, three are over 40%, four are under 40%, and for four projects, work has not yet begun. The LRT project is handled by the Ministry of Road and Transport Development, and it is reported that the feasibility study tender was unsuccessful. For the preparatory work for any project, the feasibility study must be considered from multiple angles. From what I've seen of several projects, the studies conducted in the capital are generally sufficient. The problem is that they are not updated in a timely manner. For example, the subway feasibility study was done 12 years ago without any update. Thus, when it comes time to change the feasibility study 10 years later, the technology and economic conditions have changed. 60% Progress Made on Road Renovation from 32nd Roundabout to "Sod Mongol" Gas Station

Published: 2025-05-23 | Translated from: ikon.mn

The auxiliary road from the 32nd roundabout to the “Sod Mongol” gas station located in Sukhbaatar District’s 12th khoroo is currently being renovated. Specifically, the road segment is being rebuilt to be 560 meters long, 6 meters wide, and consist of two lanes. A pedestrian walkway 2.5 meters wide is being constructed on the right side, with a 1.5-meter wide sidewalk on the left. The project is being undertaken by "Bayantsogt Zam" LLC, and 60% of the work has been completed so far. Odbaatar B., the head of the City Road Development Agency, provided more details: “The area from the Nomin store at the 32nd roundabout toward the direction of Doloon Buudal has numerous commercial and service centers nearby, resulting in high traffic congestion. Therefore, a two-lane auxiliary road is being constructed. We are working with the contractor to minimize entry and exit points, aiming to reduce congestion, and ensure the free flow of vehicles. The contract with the contractor ends on the 30th of next month, but road traffic will be opened earlier, on June 2.” E. Bayanmunh, chief engineer of "Bayantsogt Zam" LLC, said, “Our company took over this project on September 6, 2024 and completed all underground works that month. We have now started the asphalt concrete surfacing. Currently, 60% of the work to build a 560-meter long, 6-meter wide, two-lane auxiliary road with a 2.5-meter wide right-hand sidewalk and 1.5-meter wide left-hand sidewalk from the 32nd roundabout to the 'Sod Mongol' gas station has been completed. Due to the presence of service centers and high vehicle movement in the area, it was not possible to completely clear the site for construction, which impacted the work pace. Nevertheless, we are working to deliver the project on time. In addition, a 280-meter long rainwater drainage pipe and 14 manholes are being installed.” During this period, obligations were established to put up warning signs and safety measures to ensure the health and safety of workers and pedestrians during the renovation. Also, G. Bilguun, head of the UBZA’s Landscaping and Waste Management Department, noted that lamp posts, signboards, and other obstacles that block the planned pedestrian paths are being removed and the areas are being cleared. Warning: Online scams are spreading widely on Instagram, Telegram, and TikTok in addition to Facebook

Published: 2025-05-23 | Translated from: ikon.mn

The General Police Department (GPD) has issued a warning that 85.5% of crimes committed online are fraud-related. In the first four months of this year, a total of 18,605 crimes were registered nationwide. Of these, 13,119 (70.5%) occurred in Ulaanbaatar and 5,483 (29.5%) in other regions. Fraud crimes account for 30.9% of these reported cases. More specifically, 3,745 cases, or 85.5%, of crimes committed online are fraud crimes. Since the beginning of this year, via Telegram, citizens have suffered a total loss of 7.3 billion MNT due to fraud involving their property. The police, working in cooperation with the Mongolian Bankers Association, have restricted the movement of a total of 5.7 billion MNT connected to such crimes as a countermeasure. Most fraud crimes committed online involve ordering goods or services, or performing tasks (such as via Telegram), to deceive others. While previously online fraud mainly took place on Facebook, it has now widely spread to Instagram, Telegram, and TikTok. Victims do not only suffer financial losses but also lose time and undergo emotional distress—damages which cannot be measured solely in terms of money. In recent days, there have been cases in which citizens receive messages on their mobiles from accounts bearing the name and photo of someone they know, claiming: "Your photo is on the Telegram application/site," and sending a fake link. This confuses people, and by clicking on the link to view their supposed photo, they end up losing their passwords. It is advised not to enter your password on any insignificant or unfamiliar link. Nowadays, fake websites, spoofed calls, and even artificial intelligence-assisted scams are widespread, causing significant losses to both individuals and organizations. Therefore, the police department warns citizens to follow these recommendations to protect themselves from online fraud: Anti-fraud recommendations: - Use complex, unique passwords for your online accounts - Do not open suspicious emails, links, or messages sent to your phone - Be cautious of calls or messages from unfamiliar or foreign numbers - If you realize you have been affected by a cyberattack, immediately contact your bank to freeze your card/account, and inform the police. Expressing Gratitude for the Successful Implementation of the UNFPA Program

Published: 2025-05-23 | Translated from: montsame.mn

Member of Parliament and Chairman of the Budget Standing Committee Ts. Davaasuren today received a delegation led by Alexander Sasha Bodiroza, Deputy Regional Director for Asia and the Pacific at the United Nations Population Fund (UNFPA). At the beginning of the meeting, Chairman Ts. Davaasuren expressed his appreciation for meeting Mr. Alexander Sasha Bodiroza and expressed satisfaction with the tangible results achieved by the programs and support implemented by the Fund. In particular, he noted that significant achievements have been made in reducing maternal mortality within the framework of the UNFPA's programs. Specifically, while maternal mortality used to be around 200 per 100,000 live births, it has dropped by 20 percent over the past decade, which is directly related to the Fund's efforts, and he stressed the importance of supporting health care services in remote regions. He also mentioned that the Budget Standing Committee is discussing the 2026 budget framework statement and the 2027-2028 budget projections for Mongolia. He emphasized that Parliament is working to ensure that funding for the education and health sectors is not reduced and that there is a target to increase it to 5.0 percent of GDP. Alexander Sasha Bodiroza, Deputy Regional Director for Asia and the Pacific at UNFPA, agreed that the cooperation between Mongolia's government and UNFPA has been effective, noting especially that Mongolia has become a leading example in the Asia-Pacific region for drastically reducing maternal mortality from 1994 to 2024. He also highlighted that over the past two years, health sector funding has fallen to 3.0 percent of GDP, and pointed out that the "Vision 2050" long-term development policy of Mongolia has set a goal of raising the funding for health and education sectors to 6.0 percent of GDP. He expressed gratitude to Parliament for paying attention to achieving this goal, according to the Parliament's Press Service.

For the First Time in Mongolia, 'Milk Festival-2025' Will Be Held on June 1

Published: 2025-05-23 | Translated from: news.mn

Countries around the world have a tradition of broadly celebrating "World Milk Day" on June 1 every year. In recognition of the importance of milk and dairy products—in particular, the value of the dairy sector—Mongolia has decided to organize, for the first time, the event under the name "Milk Festival-2025." This date, established by the United Nations Food and Agriculture Organization (FAO) in 2001, has usually been marked in Mongolia by industry specialists and producers. This year, however, the scale has expanded. Major national producers such as Suu JSC, APU Dairy LLC, Teso Foods LLC, Vitafit Milk LLC, Monfresh LLC, Ulemj Organic LLC, as well as the Ministry of Food, Agriculture and Light Industry, the UN FAO, and the Mongolian Dairy Association, will jointly organize an open event for the public at the National Garden Park. Why should you attend "Milk Festival-2025"? "Milk Festival-2025" aims to instill the importance of milk and dairy products, especially to children who will shape the future, making it a part of their daily diet. Therefore, Mongolia's leading companies in the sector will each set up their own dairy stations, organize games and activities for children, offer product tastings and gifts, and stage cultural and artistic events such as live performances, cosplay competitions, circus acts, and more. Parents are warmly invited to bring their cherished children to the "Milk Festival-2025."

Residents of Green Zone Required to Provide Fire Prevention Guarantee

Published: 2025-05-23 | Translated from: unuudur.mn

Residents living in green zones are required to provide guarantees to the local environmental inspectors that they will not cause or contribute to forest and steppe fires and that they will take measures to prevent such risks. Environmental inspectors responsible for the city’s green zone reported that this spring, they collected fire prevention guarantees from around 1,280 residents, detected 37 violations of prohibited activities, and referred 17 cases where environmental damage occurred to the relevant authorities. Moving forward, regular inspections and distribution of guarantee forms to increase resident responsibility in the green zone will continue until the end of the dry season, or until June 10. Currently, the risk of forest and steppe fires is very high in Baganuur and Bagakhangai districts, high in Bayanzurkh, Songinokhairkhan, Sukhbaatar, Khan-Uul, and Chingeltei, and low in Bayangol and Nalaikh.

International Conference on Gender Equality and Climate Change Continues for Two Days

Published: 2025-05-23 | Translated from: montsame.mn

Ulaanbaatar /MONTSAME/. The Ministry of Environment and Tourism and the National Gender Committee, in cooperation with the Asian Development Bank, organized the international conference on "Gender Equality and Climate Change" on the 22nd and 23rd of this month. Prior to the conference, 27 consultative meetings were held in the capital city and 21 provinces, involving representatives from government, non-governmental organizations, civil society, international organizations, the private sector, the media, and academics. The suggestions and recommendations from these meetings were incorporated into the final declaration of the international conference. During the plenary session, participants shared experiences and discussed implementable approaches for addressing newly emerging issues related to gender equality and climate change. In the breakout sessions, good practices that increase resilience and adaptation capacity to climate change were discussed, and steps to strengthen climate change response capacity were identified. The appeals and initiatives from the conference will form a foundation for the policy and discussions at the 17th Conference of the Parties to the UN Convention to Combat Desertification, which is scheduled to be held in Mongolia in 2026. Although Mongolia has a small population, it is among the countries most affected by the negative impacts of climate change. In the past 80 years, the average air temperature in the country has increased by 2.4 degrees Celsius, 832 lakes and water bodies have dried up, the area covered by glaciers has decreased by 30 percent, and 76 percent of the country’s territory is now affected by desertification. Nevertheless, Mongolia only emits 0.1 percent of global greenhouse gases. Droughts, desertification, water shortages, pastureland degradation, and risks to herders’ livelihoods are also posing challenges to the country’s unique traditional culture. According to the United Nations, 80 percent of those displaced by climate change are girls and women. By 2050, it is estimated that 158 million women and girls could fall into poverty and 232 million could suffer from food shortages due to climate change. The above-mentioned international conference was attended by 170 delegates, including the UN Deputy Secretary-General, representatives of UN specialized agencies in Mongolia and the Asia-Pacific region, the ADB, Green Climate Fund, EU, EIB, Australia, China, South Korea, Kazakhstan, Canada, the Philippines, and more than 60 guests and delegates from various countries—demonstrating that this issue is at the forefront of global attention.

Implementation of Numerical Weather Prediction Dynamic Model in Mongolia

Published: 2025-05-23 | Translated from: montsame.mn

The official meeting of the 11th protocol on meteorological cooperation was held in Seoul, South Korea, on May 20. During the meeting, the two parties reviewed the implementation and outcomes of the 10th protocol, which covered cooperation from 2023 to 2025, and identified new goals and directions for activities under the 11th protocol to be implemented from 2025 to 2027. The main areas to focus on in this cooperation include monitoring yellow dust storms, upgrading and developing the ADAM3 model, increasing the accuracy and quality of long-term weather forecasts, and intensifying training and internship activities to strengthen the capacity of meteorological specialists. Given the increased frequency of hazardous and disastrous weather events due to climate change and global warming, as well as the intensification of negative impacts such as droughts and water shortages, these areas are of special importance for Mongolia. Additionally, the new protocol includes a goal to scientifically assess the effectiveness of technologies for intentional weather modification. Within this framework, cooperation with the Korean Meteorological Administration will begin to implement a dynamic numerical weather prediction model in Mongolia. Using this model will allow for precise calculation and assessment of how intentional weather modification increases precipitation. The meeting was attended by a Mongolian delegation led by E. Battulga, Head of the Mongolian Agency for Meteorology and Environmental Monitoring, and a South Korean delegation led by Dr. Chang Yong Dong, Director of the Korea Meteorological Administration.

Ts. Urtnasan: Artificial Intelligence Cannot Fully Replace Employees, But It Is a Tool to Increase Productivity

Published: 2025-05-23 | Translated from: ikon.mn

The "CX Conference 2025" event, aimed at sharing experiences on how organizations focus on improving their operations with an emphasis on customer satisfaction, was organized at the initiative of Khan Bank. At this event, Ts. Urtnasan, Director of Sales and Services at Unitel Group, participated and shared her experience on offering customized services to each customer and client, as well as increasing productivity by integrating artificial intelligence (AI) into their operations. Here are some points from her talk. Previously, artificial intelligence seemed like a distant topic to us, but now it has already entered our daily lives and has become a common tool. Unitel Group began gradually introducing AI into its operations in 2013. The latest example is that, since October 2024, the business domains' chatbots have been upgraded to generative AI. As a result, while previously there were about 4-5 million monthly user interactions, this figure has now decreased by 30-40%. Additionally, checking whether these users are receiving accurate answers shows that the previous NLP chatbot provided correct answers to 20-30% of inquiries, whereas now the generative AI provides correct answers in 85-95% of cases, which is a significant improvement. Therefore, artificial intelligence (AI) has noticeably increased the productivity of call centers and improved the quality and accessibility of services provided to customers. However, it does not fully replace human involvement—it works in conjunction with human capabilities (such as empathy, emotional understanding, decision-making), which in turn enables a manifold increase in productivity, making it a distinct advantage. Unitel Group has implemented an AI-based chatbot system to respond to the most frequently asked customer questions. The chatbot now resolves about 20% of the approximately 1 million monthly inquiries, providing answers with 95% accuracy. We are working to introduce solutions in stages to increase satisfaction for both customers and employees. For example, the following AI solutions have been successfully tested in our call center: - Call logging: After an operator's call, there is usually a need to note the conversation. AI can now automate this process 100%, saving operator time. - Routing: AI understands the customer's issue and automatically transfers it to the next level specialist, allowing engineering and technical staff to resolve and detect issues. This process is simplified by AI, enhancing the ability to deliver service quickly to the right person. - Checking whether conversations have been effective and up to standard: AI can detect the tone of conversations and determine customer satisfaction levels. This information provides valuable support for training and monitoring processes. Although AI is well-suited for tasks that require speed and frequent repetition, it cannot replace human skills such as empathy, creative thinking, and complex decision-making. Therefore, organizations should see AI as a helper, while employees are the main force that creates value. Number of Laboratory-Confirmed Measles Cases Reaches 2,928

Published: 2025-05-23 | Translated from: unuudur.mn

The National Center for Communicable Diseases has provided an update on the situation regarding measles. As of today, there have been a total of 2,928 laboratory-confirmed measles cases. Of these, 450 patients are being treated in hospitals, 668 are recovering at home, 1,809 have recovered, 44,774 people have had contact with infected patients, and there has been 1 death. Measles is a highly contagious infectious disease that can be prevented by vaccination. Most cases of measles have been concentrated in general education schools, meaning that children and adults who attend or work in schools have the opportunity to protect themselves and others from measles by getting vaccinated. Every citizen needs to take responsibility for their health and take precautions to prevent infection.

Due to the Influence of Vaccine Opponents, the Number of Unimmunized Children is Increasing Sharply

Published: 2025-05-23 | Translated from: ikon.mn

The National Center for Infectious Diseases (NCID) provided information today about the current situation of measles. Since February 18 of this year, 2,928 cases of measles have been confirmed. As of today, 450 children are being hospitalized, with 10 children in intensive care, three of whom are in critical condition. Last night, a suspected case of meningitis was also confirmed in a four-year-old from Chingeltei district, who is now receiving treatment at NCID. Parents and guardians are urged to have their young children vaccinated according to the immunization schedule. If a child has missed their vaccinations, catch-up immunization is provided free of charge for children up to 15 years old at all soum and family health centers, regardless of their place of residence, in accordance with an order from the Minister of Health. Additionally, the number of children who have not been immunized is sharply rising because parents and guardians are being influenced by vaccine opponents. The NCID has advised that children who have not received the measles vaccine should not be admitted to summer camps, as there is a risk of measles outbreaks with the start of the summer holiday. The NCID recommended that summer camps ensure proper ventilation and air circulation. The NCID warns that anti-vaccine propaganda is false. If your child is vaccinated, they will be protected against measles infection by 85-95%, and even if they do contract it, they will experience a mild form of the disease. As there is a high risk of a measles outbreak in the capital, failure to get vaccinated now may result in increased child mortality if measles coincides with the flu season in the fall. VIDEO: A Suspected Case of Meningococcal Infection Confirmed in Chingeltei District, According to the National Center for Communicable Diseases

Published: 2025-05-23 | Translated from: isee.mn

The National Center for Communicable Diseases (NCCD) has provided an update on pressing public health issues. During this session, the center's director, E. Ankhbayar, stated: "The number of measles cases is increasing sharply. As of today, 2,928 cases have been confirmed. Of these, 450 children are being treated in hospitals. At NCCD, 340 are being hospitalized. With summer approaching, school holidays, graduation ceremonies, Children's Day, and summer camps for children are commencing. Therefore, the NCCD is urging all children attending summer camps to be vaccinated against measles, and for everyone to strictly adhere to infection prevention measures at public events. These recommendations and information continue to be disseminated. About 70 percent of the total number of measles cases have been recorded in Ulaanbaatar city. In relation to this, district and family hospitals are operating in intensified mode. Currently, there are 10 children being treated for measles in the intensive care unit of the NCCD. Of these, three children are in critical condition. Joint teams from the National Center for Maternal and Child Health and the NCCD are providing care and support to these children. The number of patients requiring hospital beds has also recently increased. Therefore, children with milder cases are being given guidance and sent home. Parents of these children are also reminded to strictly observe infection control measures at home. Also, yesterday, a suspected case of meningococcal infection was confirmed in the Chingeltei district of the capital. Specifically, a four-year-old child is being treated at the NCCD for meningococcal infection. The child's condition is currently stable," he said. The center has called on parents to have their children vaccinated against measles and rubella.

Treatment of Severe Coronary Artery Stenosis to Be Introduced in Mongolia

Published: 2025-05-23 | Translated from: unuudur.mn

In order to localize the treatment of severe coronary artery stenosis and vascular dysplasia in Mongolia, a team of five doctors from the Second State Central Hospital (SSCH) was sent to Shanghai, China. These doctors have now returned to their homeland after receiving training in the field. At the Myocardial Infarction Unit of the Cardiology Department of the SSCH, the globally recognized IVUS+NIRS imaging diagnostic device has been installed and put into operation. With the introduction of this advanced technology at the SSCH, it is now possible to treat coronary artery dysplasia according to international standards, reduce complications and mortality, treat severe coronary artery stenosis which previously could not be managed in Mongolia, and lessen the costs spent abroad for such treatments. It also enables physicians to perform more precise and evidence-based percutaneous coronary interventions (PCI). Notably, guiding stent implantation in the heart using the IVUS device yields better treatment outcomes compared to traditional angiography-based methods. Multiple studies have shown that it reduces vascular functional disorders by 38-45%. Furthermore, percutaneous coronary intervention has been found to significantly decrease cardiac-related mortality and the rate of vessel restenosis.

Discussion on Draft Laws on Blood Donation and Organ, Tissue, and Cell Transplantation

Published: 2025-05-23 | Translated from: unuudur.mn

During the morning plenary session of the 2025 Spring Session of the State Great Khural of Mongolia on May 22, 2025, the draft law to ratify the agreement on cooperation regarding pensions between the Government of Mongolia and the Government of the Republic of Kazakhstan was discussed. The proposal was presented by L. Enkh-Amgalan, the Minister of Family, Labor and Social Protection. He outlined that in order to ensure social security for Mongolian citizens, Mongolia has been initiating and implementing social protection agreements with countries where large numbers of Mongolians reside. In this context, negotiations with Kazakhstan on pension cooperation began in 2018. On October 29, 2024, both parties signed the agreement. Because this agreement regulates pension entitlements in a manner different from the general social insurance law, it must be ratified in accordance with international treaty law. The draft law contains a single article, stipulating that the Mongolian government will ratify the agreement after submission. According to the Ministry of Foreign Affairs, as of 2023, 8,036 Mongolian citizens resided in Kazakhstan, with 3,115 officially employed, while 564 Kazakh citizens reside in Mongolia. Upon entry into force, the citizens of both countries will be able to combine their paid social insurance periods in both countries to qualify for pensions, improving future social security. Subsequently, the proposal from the relevant standing committee was presented. Several members of parliament, including A. Ariunzaya, S. Zulpkhar, and B. Beisen, expressed their support. For example, MP S. Zulpkhar noted that Mongolia has so far concluded social protection agreements with six countries, with Kazakhstan being the seventh. With the completion of this agreement, the Kazakh government will also share the responsibility for the social security of Mongolians residing in Kazakhstan. International organizations such as the International Organization for Migration and the UNDP welcome such agreements. Given that detailed studies and negotiations have been conducted since 2018, MPs requested support for the draft law. After discussion and questions, it was decided to conduct the voting in the next plenary session. The session continued with discussion on whether to consider the draft Law on Blood Donors and related bills. The bill was presented by MP J. Chinpuren, who stated that according to demographic forecasts, the proportion of active (24–45 years old) donors is expected to halve on average. Ensuring an uninterrupted supply of blood and blood products during the upcoming window of about 20 years is one of the main issues. Although staffing at the National Center for Blood Transfusion has increased by more than 20% since 2014, the scale of blood collection and processing has increased even more, leaving current human resources insufficient. There is a pressing need to transition the national blood transfusion sector toward an integrated system, as practiced globally. A study conducted among staff at the National and local Blood Centers and donors revealed issues such as salary and staffing difficulties, lack of human resources stability, drop in established competency, the need to support regular donors, improve their health and social welfare, provide nutritious food after donation, expand social awareness and incentivize donation, and grant tax exemptions for the related expenditures. It concluded that there is a need to strengthen the legal environment supporting blood supply as a matter of national security. The expected results, international trends, and policy basis were also introduced. A. Ariunzaya, representing the Standing Committee on Social Policy, then presented their position, emphasizing the need to improve the organization of the sector, define the transition to a unified system, specify requirements, rights, and obligations for donors and recipients, enhance regulatory and monitoring roles, and strengthen the management structure for transfusion therapy. The law would provide funding from various sources such as the state and local budgets, internal revenue of responsible healthcare organizations, contributions from companies, organizations, communities, and citizens. The implementation cost is estimated at 14 billion MNT, to be initially covered by organizational revenues, with later technical investments to be included in the state budget. During discussions, MPs raised issues such as incentivizing donors and possible tax benefits (MP S. Erdenebat), financial feasibility for establishing blood centers (MP D. Uuriintuya), and budgetary impacts (MP L. Enkhnasan). According to Chinpuren, there are over 170,000 registered blood donors in Mongolia. In 2024, the national center collected 45,577 units of blood, with annual increases. Regular donors—those who donate 35 or more times—are granted free public transit and healthcare or annual spa and resort access. The primary focus in blood transfusion is infection control, and the draft law includes standards for "green" safety indicators. Regarding high rates of liver disease, it was noted that they are often linked to noncompliance with infection control. It is planned to expand access to hepatitis D treatment in 2026. MPs U. Otgonbayar and B. Beisen voiced their support. The decision on further consideration will be made by vote in the plenary session on Friday, May 23, 2025. Following this, the session discussed whether to consider the draft Law on Organ, Tissue, and Cell Transplantation and related bills. MP J. Chinpuren explained that Mongolia’s transplantation medicine began in 2006 with the first successful kidney transplant. Since then, liver, bone marrow, and stem cell transplantation programs have developed, enabling improvements in citizens' quality of life and fulfillment of fertility dreams. Adopting the law would provide new legal foundations for transplantation, expand and improve therapies, offer more accessible high-quality local treatment, and reduce the cost and efforts of going abroad for transplantation. It would also boost the management and financing of transplantation activities and necessary equipment, reagents, research, and training. A. Ariunzaya presented the views of the Standing Committee on Social Policy. The law would establish a new state agency responsible for transplantation, requiring 1.9 billion MNT in operational costs. During discussions, issues were raised about funeral grants for families of deceased donors (MP B. Bat-Erdene), protection for medical staff (MP S. Erdenebat), policies regarding the harvesting of tissues from minors (MP D. Uuriintuya), and the introduction of bans on procurement of organs from children other than bone marrow and related tissues. Other MPs raised questions about the budget, new organizational structures being established, and proposals to improve legal provisions. In response, Chinpuren explained that the law stipulates compensation for families of deceased donors regardless of whether holders paid social insurance contributions; the maximum benefit equals ten times the minimum wage, based on standard funeral costs. The state special healthcare fund for training doctors was increased to 10 billion MNT. Some medicines required by transplant recipients are covered by health insurance, such as critical immunosuppressants, with ongoing efforts for better quality. MP A. Ganbaatar raised concerns about whether the law fully addresses international requirements for donor safety and psychological evaluation, transparency, consent, anti-commercialization, and long-term health monitoring. He considered the law premature and proposed postponement of discussion. Chinpuren replied that the safety of living donors is a priority, with efforts to reduce the need for living donor transplants, but acknowledging the ongoing challenges. Legal provisions for psychological assessment and consent are included in the bill. Questions and responses continued, but no more speakers sought the floor, and the morning plenary session concluded, as reported by the Press Department of the State Great Khural.

A 'Classical Evening' concert will be held at the State Academic Theatre of Opera and Ballet (SATOB) as part of the cultural cooperation between Mongolia and Austria. The concert will be conducted by SATOB’s chief conductor Ts. Telmuun-Ochir and Austrian conductor Matthias Fletzberger, featuring works by distinguished composers such as J. Chuluun, W. Mozart, F. Schubert, J. Strauss, and E. W. Korngold. Matthias Fletzberger began his studies in piano at the Vienna School of Arts at the age of five, graduating to become a renowned pianist who has won highly prestigious international competitions. He is also trained as a concert and opera conductor and has created and performed many symphonic and operatic works both in Vienna and internationally, as emphasized by SATOB. In sharing his impressions about Mongolian artists, Fletzberger said: "The skill of Mongolian singers is moving. They sing at a very high and professional level. Yesterday, I watched an opera performance—it was very interesting, and the singers' voices sounded amazing." The World Press Photo 'Human Nature Connection' Exhibition Officially Opens in Mongolia

Published: 2025-05-23 | Translated from: ikon.mn

The World Press Photo Foundation, in collaboration with the Government of the Kingdom of the Netherlands, presents the first themed exhibition dedicated to climate change and visions of the future, entitled "Human Nature Connection." This exhibition is based on the archives of the World Press Photo Contest, which brings together stories of climate-change-related events from all corners of the globe in the 21st century. The exhibition features 20 outstanding photo stories and tells two interconnected narratives of climate change: 1) Crisis, and 2) Adaptation and Resistance. The first half of the exhibition showcases photographs depicting environmental disasters caused by climate change such as coal and oil extraction, waste, rising sea levels, wildfires, and drought. These photos illustrate how ecosystems and local communities are affected by industrial activities and urge us to acknowledge and take responsibility for these global crises. Photo credits: Ciril Jazbec, Michele Palazzi, Katie Orlinsky. The second half of the exhibition shifts towards hope and action. Here, images portray the development of renewable energy, science-based food solutions, the traditional practices of indigenous peoples, and resistance movements against oil pipelines, highlighting the people and places fighting to preserve the world's fragile balance. These photos demonstrate the power of collective effort and innovation, revealing how humanity can creatively and empathetically coexist with nature. This exhibition invites us to reflect deeply on our place in a world of intricate connections. It reminds us not only to resist environmental destruction but also to recognize and appreciate the efforts of people worldwide who are striving to build a more sustainable future.
